KEY EXPECTED OUTCOMES OF NPDRR
o To sensitize the participants about important initiatives at
global and national level on DRR, including AMCDRR
2016, the Asia Regional Plan 2016 and Prime Minister’s 10
point agenda on disaster risk reduction.
o To facilitate the states/UTs for conducting Multi-hazard Risk
Vulnerability Assessment within specific timeframe.
o To explore risk transfer and insurance mechanisms.
o To explore possible projects/schemes for reducing risks of
earthquakes, floods and landslides.
o To measure and monitor the performance of India on
different priority areas/ targets of SFDRR.

National Workshop on
preparation of Heat
wave Action Plan - risk
reduction through sharing
of best practices
• In 2016 NDMA formulated and released “National
Guideline on Preparation of Action Plan – Prevention and
Management of Heat-Wave.”
• In collaboration with Government of Telangana organized
a two day National Workshop at Hyderabad on 22-23
February, 2017.

• Goal of the workshop was to guide States in


operationalizing heat action plans.

• Participants from 10 States and various technical agencies


attended the Workshop.
• Five Technical Sessions organized during the Workshop:
 Heat Wave Action Plan and Risk Reduction,

 Experience Sharing of Heat prone States and


Implementations of Mitigation Measures,

 Early Warning and Forecasting of Heat Wave,

 Effective Governance Tools for Increased Resilience


to Heat Wave and Monitoring, and

 Review & Updation of Heat Action Plan.


• Outcome of the Workshop:

 An Expert Group Constituted to review/update the


National Guidelines.

 Print & Electronic Media Campaign – Target Group.

 Activated the Social Media – DO’s and DON’TS.

 10 TVC uploaded on Youtube.

 Video Conference with 17 Heat Wave Prone States.


Conference on Capacity
Building on Disaster
Management
• On 3rd March, 2017 a Conference to review Capacity
Building of various stakeholders was held at NDMA
Bhawan.

• The Conference was conducted with particular reference to


Armed Forces, CAPFs, SDRF, NYKS, NCC and CD.

• In order to improve upon and optimize their current


capacity to train for disaster response, the training activities
at various CAPFs training institutions were reviewed.

• NDMA’s scheme of Financial assistance of INR one lakh


for each District to run Mock Exercise on IRS model with
due participation of all the first responders was also
discussed.
• The focus points of the Conference were as under
 Review of training conducted during 2016-17.
 Content and duration of training of first responders
 Budget implications for training first responders.
 Strengthening of Disaster Management Wings of
CAPFs Training Institutes.
 Feedback on integration of Armed Forces and CAPF
in DDMPs / SDMPs and Mock Drills (where locally
available).
 Integration of training and deployment of Civil
Defence Volunteers with Fire Services as first
responders.
• As a outcome of the Conference, the scope of ongoing
trainings during 2017-18 has been enlarged.
Hospital Disaster
Resilience
• In collaboration with the ADPC conducted a Hospital
Disaster Resilience Meeting on 29th March 2017.
• The meeting was organized contextualizing the need for
hospital safety as a national priority.
• Structurally safe and energy efficient green hospitals.
• Need to strengthen hospitals - regular capacity building
exercises.
• Existing training programmes reviewed and analyzed. A road
map suggested for standardization.
• Senior officials from NDMA, WHO, MoHFW, NIHFW,
Hospital Boards of India, ICRC, IMA, NABH, AIIMS and
Safdarjung hospital, attended the meeting.
• Future Agenda:

 To Streamline the efforts being undertaken by


various agencies – list of organizations to be
compiled and standardization of existing training
programme needs to be done.

 Based on NDMA’s Guidelines on Hospital Safety,


Hospital Safety Modules to be prepared.
Round Table on Disaster
Resilient Infrastructure
• A Round Table on Disaster Resilient Infrastructure was held in
New Delhi on 1st April 2017.

• The event was organized in collaboration with the National


Institute of Public Finance and Policy (NIPFP).

• Participants included representatives from:


 United Nations Office for Disaster Risk Reduction,
 Asian Development Bank,
 Asian Infrastructure Investment Bank,
 New Development Bank
 World Bank,
 Private sector infrastructure lenders,
 Infrastructure developers,
 Insurance companies, academics working on the subject and
 Government of India (GoI).
Round Table discussed the following four areas for
collaboration:
• Assessing Disaster Risk: To assess disaster risk, systems that
capture and update comprehensive data on infrastructure and
disasters need to be established.
• Standards of design and implementation; good risk
management practices in infrastructure projects: Standards,
codes and management practices have to keep pace with the
state-of-the-art engineering technologies.
• Financing new infrastructure and mechanisms for covering risks:
Some risks, especially that emanates from low-frequency, high
impact events, has to be covered through mechanisms that
diversify this risk.
• Mechanisms for supporting recovery in infrastructure sectors
after disasters: Predictable and reliable public finance
mechanisms that support infrastructure recovery need to be in
place.
National Workshop on
“Sharing of BeSt PracticeS
& Lessons Learnt under
National School Safety
Programme (NSSP)
• The ‘National School Safety Programme (NSSP) has been
successfully implemented by NDMA.

• National Stakeholder Workshop was convened on “Sharing of


Best Practices and Lessons Learnt under NSSP” on 7th April
2017 at NDMA Bhawan, New Delhi.

• The objective of the said workshop was to get


 an updated status of project implementation,
 gather insights into good practices, challenges and lessons
learnt from the Project States for planning any up-scaling of
school safety programme in future in the country.
Outcome of the Workshop:

• Based on the inputs received from the various Project States,


an inventory of the best practices on NSSP will be
synthesized.

• The States were requested to send School DM plans


formulated for some of the schools.

• The States were requested to share details of the process of


Rapid Visual Screening(RVS) and Retrofitting undertaken
for the designated schools.
Two Day Workshop on
National Disaster
Management Plan
• Organized a Two Day Workshop on National Disaster
Management Plan on 12-13 April 2017.
• The objective of the workshop was to seek views and
suggestions of all stakeholders on National Disaster
Management Plan for improvization.
• During the Workshop several States, Ministries/Departments
of GoI, Central Agencies, Academic Institutions, Civil Society,
Former Members and Members Advisory Committee,
NDMA, provided valuable suggestions.
• The Plan provides a framework for Disaster Management in
the entire country.
• Execution involves all levels of Government right up to
Panchayat and Urban Local Body level as well as Non-
Governmental Organizations (NGO), civil society and
vulnerable communities.
• Based on the deliberations of the Workshop and Suggestions
received in writing, the NDMP is being reviewed and updated.
Training Workshop on
Disaster Risk Reduction &
Heritage Sites (Natural
and Cultural)
• Vide extensive consultation, National Guidelines on Disaster
Risk Management for Museums and Cultural Heritage Sites is
under preparation.

• To build upon these initiatives, the event was organised during


14-19th April, 2017 in collaboration with Tata Institute of
Social Sciences and Wildlife Institute of India

• The course was delivered to a small but focused group of


participants from diverse backgrounds.

• The Natural Heritage theme was described through case


examples of UNESCO World Heritage Sites in India, an
introduction to the eco-systems approach towards disaster risk
reduction, exploitation of natural resources etc.

• Training was imparted through small exercises in groups.


Outcome of the Workshop:
• Finalized National Disaster Management
Guidelines on Museums.
• To explore the possibility of institutionalizing this
training course with the help of NIM and NIDM.
