1.0 Purpose

A guideline to attend SCMS defects/snags

2.0 Scope

This procedure covers trouble shooting, upgrading,

attending snags, failures notified by emergency call/NOD.
3. Terminology

5. Responsibility

The team leader is responsible for implementation and modifications of this

procedure
Usage of all portable IT devices (computer, laptop, storage media, media

converters and etc.) shall be approved by DEWA OT security
If portable IT devices used, the same shall be submitted to OTS department well
3
in advance for screening and securing before using at site

The following 2 conditions mandate presence of operator at substation

1. When the live circuit is going to be disconnected from the control center
4
2. When simulating false critical alarms (trips) and indications (close/open
of CB, DS and ES)
If the operator is requested, please make sure the presence of him before
5
starting the activity
DEWA OTD staff will unlock the station and ensure accessibility of substation
6 equipment to working party after getting consent from respective Operation
department
7 Working party to follow only the instructions in the method statement
Team leader to ensure the only the personal mentioned in the PTW is entered in
8 the substation
6.0 Prerequisites to obtain permits / avail outage for attending defects

1 Copy of valid work permit shall be available at site.

2 If any outage is involved the same shall be ensured with respective operator
with appropriate tags availability
3 If any testing is involved in live circuits, the same shall be communicated to
LD for reporting of alarm

Copy of method statement for scheduled task shall be available at site

6 All necessary tools shall be brought by working parities.

7. Allocated time limits for attending defects

1 For non-outage works, unless otherwise specified working parities to ensure healthiness of
redundant system while working in other.
2 Duration shall not exceed normal working hours of DEWA
3 Permit shall be returned before completion of work
4 SCADA disconnection shall not be acceptable unless otherwise in the document
5 Though specified, the duration shall not exceed more than 10 minutes
6 Any bay level equipment disconnection shall not exceed more than 5 minutes
 8.0 Notes

1 To attend any defects in power stations, the concerned shall report to Power Station Control
room in charge. After getting an approval for the work, then “Point 9 procedures” shall be
followed up.
9.0 Procedures

1 All working parties shall enter their name ,designation, date, time of arrival in DEWA log
book available in substation.
2 Wait until get confirmation from respective LD by DEWA staff.
3 Carry out visual check to the System from HMI
4 Make sure, healthiness of all SCMS system
5 Make sure healthiness of all equipment/ devices in your working area.
6 Note down all abnormalities take snapshots of current condition
7 Seek advice/ suggestion if any abnormality noticed, from respective LDC
8 While working on the redundant system, periodically make sure redundant partner is
unaffected.
9.0 Procedures

9 If there is any new device installation is planned, all installation shall be completed without
affecting existing working devices
10 In case of any configuration update, please ensure all necessary latest backups are readily
available to restore, incase if something goes wrong.
11 In order to minimize the working duration at site, all modification, updates and changes shall
be done outside of substation and readily available with working parities
12 Duration of interruption shall be as minimum as possible while shifting functionality or
interchanging the devices
13 Ensure the followings before leaving the S/ S:
1. TCS panel’s doors are locked and keys are kept in original space.
2. Insure login out from System.
3. All your belongings are taken with you.
4. Ensure keeping the place clean and tidy.
5. Working parties should note down the departure time from Substation in DEWA log
book.
14 Call the TOD/ DOD Operator and inform that you are leaving the SS.
