and promulgation of Presidential Decree
No.44, amending RA 6425, The late President
Ferdinand E. Marcos organized the
Dangerous Drugs Board on November 22,
1972 under the office of the President

No.1192 declaring every second week of
November of every year as Drug Abuse
Prevention and Control Week, was
promulgated.

□ Also Known as “ The Comprehensive
Dangerous Drug Act of 2002”.

Gloria Macapagal- Arroyo on June 7,2002
and took effect on July 4,2002

□ Qualifications of the three permanent
members are:
 at least 7 years training and experience in the
field of dangerous drug and in any of the
following fields: law, medicine, criminology,
psychology or social work.
 They are appointed by the President
COMPOSITION OF DDB
□ The President shall designate a Chairman, who shall
have a rank of Secretary from among the three (3)
permanent members who shall serve for 6 years
□ Of the two (2) other members who shall have both
have the rank of under secretary, one (1) shall serve
for four (4) years and the other for two years.
□ Thereafter, the persons appointed to succeed such
members shall hold office for a term of six (6 ) years
until their successors shall have been duly appointed
and qualified.

organization involved in dangerous drug
campaign to be appointed by the President of

COMPOSITION OF THE DDB
□ SECRETARIAT OF THE BOARD
 The board shall recommend to the President of
the Philippines the appointment of an Executive
Director, ,with the rank of undersecretary, who
shall be the Secretary of the Board and
Administrative Officer of its Secretariat, and shall
perform such other duties that may be assigned
to him/ her.
COMPOSITION OF THE DDB
□ SECRETARIAT OF THE BOARD
 Must possess adequate knowledge field of
dangerous drug and in any of the following fields:
law, medicine, criminology, psychology or social
work.

□ TWO DEPUTIES EXECUTIVE DIRECTOR
 Director for Administration and Operations
 With the ranks of Assistant Secretary, shall be
appointed by the President upon the
recommendation of the board
 They shall possess the same qualifications as
those of the Executive Director

□ The Department Secretary’s representative
shall in no case be lower than Under
Secretary
□ The President shall designate a Chairman of
the DDB from among the 3 permanent
members who will serve 6 years

the DDB- 6 years until their successors shall

THE PDEA
□ Philippine Drug Enforcement Agency
□ Headed by Director General with a rank of
undersecretary
□ The PDEA Director General shall be
appointed by the President of the Philippines
QUALIFICATIONS OF DIRECTOR
GENERAL OF PDEA
□ He/ she must possess adequate knowledge, I
training and experience in the field of
dangerous drugs, and in any of the following
fields: law enforcement, law, medicine,
criminology, psychology or social work.
Duties/ Functions of PDEA Director
General
□ Responsible for the general administration
and management of the agency
□ Perform other duties that may be assigned to
him/ her by the President
2 PDEA Deputy Director General
□ One for Administration
□ One for Operation
 They shall have a rank of Assistant Secretary
and both are appointed by the President of
the Philippines upon recommendation of the
board.
QUALIFICATIONS
□ The PDEA Director General and the 2 Deputy
Director General must possess adequate
knowledge, training and experience in the
field of Dangerous drugs and in any of the
following field: law enforcement, law,
medicine, criminology, psychology and social
work.

PDEA ACADEMY
□ Shall be established either in Baguio City or
Tagaytay City and in such places as may be
necessary.
□ Headed by a Superintendent with the rank
of Director and shall be appointed by
Director General.
PDEA ACADEMY
□ Shall be responsible in the recruitment and
trainings of all PDEA agents and personnel
□ The board shall provide for the qualifications
of its recruits who must be:
 At least twenty one (21) years old
 Of proven integrity, and honesty and a
Baccalaureate degree holder

□ The academy is headed by a Superintendent.
With a rank of Director.
□ He shall be appointed by PDEA Director

□ The graduates of Academy shall later
comprise the operating units of PDEA after
the termination of the transition period of
five years (5) during which all the intelligence

CLASSIFICATION OF DRUGS
ACCORDING TO EFFECTS
□ DEPRESSANTS (Downers)
 Drugs which suppresses vital body functions
especially those of the brain or the CNS
with the resulting impairment of judgment,
hearing, speech and muscular coordination.
 They dull the minds, slow down the body
reaction to such extent that accidental
deaths and/ or suicides usually happen.
DEPRESSANTS DRUGS
□ NARCOTICS
 Drugs which relieve pain and produces profound
sleep or stupor when introduced to the body
 They are potent pain killers, cough depressants
and active component of anti diarrheal
preparation.
 Opium and its derivatives like morphine,
codeine, heroin as well as synthetic opiates,
meperidine and methadone are classified as
narcotics

 Derived from poppy plant- papaver
somniferum popularly knows as gum, gamot,
kalamay and panocha
 Its active ingredients is merconic acid which has
an analgesic property

diarrhea and abdominal pain

 It is considered the most widely used, ,socially
accepted and legalized drug throughout the
word.
 In the field of medicine it is valuable as a
preservative solvent for pharmaceutical
preparations like elixirs, spirits, and tinctures.

□ They produce effects opposite to that of
depressants
□ Instead of bringing about relaxation and
sleep, they produce increase mental alertness,
wakefulness, reduce hunger, and provide
feeling of well being.

 Derived from the surface part of small gray
brown cactus
 It emits a nauseating odor and its users suffers
from nausea.
 Causes no physical dependence and therefore, no
withdrawal symptoms; although in some cases
psychological dependence has been noted.
