POLICY OBJECTIVES ACCORDING TO
TRANSPORTATION ELEMENTS
 Maximizing profits is a general goal

 Can apply the highest transportation rates if possible by


applicable regulations .

 Obtain higher labor costs for the same type of work or for
lighter jobs
 In general, the public wants a healthy transportation system
that is available whenever needed and is able to serve all
daily requests and which are extraordinary

 Policies in the Transportation Sector and national security.


The public wants the best transportation services with the
cheapest transportation fares and guaranteed smoothness
and safety.
NATIONAL TRANSPORTATION POLICY

 To support increasing development, it is expected that


transportation activities can be carried out in a harmonious,
balanced, coordinated, consolidated and integrated manner
and in harmony.

 EXAMPLE OF NATIONAL POLICY


-Development and improvement of urban public
transportation
- Limit the use of private vehicles.
- Develop sustainable transportation in the form
of mass public transportation.
TRANSPORTATION OPERATIONAL
POLICIES AND ACTIVITIES
 Many transportation programs are not accompanied by careful
discussion of transportation policies and operational
activities. Discussions that link policies and operational
activities are intended to be able to ef ficiently create existing
investments and minimize the need for new investments .

 Public transport tarif fs in developing countries are often set


below the cost level because transportation financing is taken
from state savings.
 Kebijakan-kebijakan lainnya yang perlu dibicarakan di antara-
nya yaitu:

(1) bagaimana pengaruh pajak dan bea masuk terhadap per-


usahaan-perusahaan pengangkutan di berbagai sub sektor
transportasi idarat, laut dan udara),
(2) penyediaan fasilitas kredit apakah peme- rintah menetapkan
persyaratan yang berbeda-beda untuk perusahaan- perusahaan
pengangkutan
(3) apakah pemerintah berusaha untuk mengalokasikan lalu lintas
secara langsung pada alat-alat transpor- tasi tertentu,
(4) apakah pemerintah menguasai produksi dan impor berbagai
jenis alat transportasi dan suku cadangnya,
(5) apakah pemerintah memberikan suatu penugasan kepada
perusahaan-perusa- haan pengangkutan tertentu untuk
melayani jasa transportasi khusus tanpa memberikan
kompensasi yang cukup.
GOVERNMENT AS A REGULATOR


The role of the government as a regulator is needed in
regulating, fostering and overseeing the implementation of
transportation services. In transportation operations, the
government determines transportation routes, sets transport
fares, regulates motorized vehicle traf fic, carries out the
physical / technical conditions of vehicles and controls the
feasibility of vehicles, and evaluates transportation service
activities and so on.
 The government as a regulator must be able to provide
national transportation services ef fectively and ef ficiently, in
the sense that they must pay attention to the interests of all
elements, namely the users of transportation services,
transportation companies (operators), labor in the
transportation sector, and the community as a whole, and
from the government as the regulator and facilitator in
organizing transportation activities.
CONCLUSION

 So, the presence of good transportation activities also needs


to be supported by ef fective and ef ficient policies. So that
transportation can be organized in a harmonious, balanced,
coordinated, consolidated, and integrated manner and
harmony.
