Overview
Subscriber migration can be implemented
in one of the following methods:
Entire migration (by
office)
A large-capacity subscriber access gateway (such as the UMG-AG) is used to
replace the entire end office at a time in the central equipment room.
Subscriber lines are migrated on the MDF of the central equipment room.

Step-by-step migration
(by subscriber)
Small-capacity integrated access gateways (such as the UA5000) are used to
replace the entire end office gradually. Subscriber lines are migrated on the
remote splice box. Step-by-step migration can be implemented in the presence
of intelligent services or not.

With the trend of deploying broadband access devices close to subscribers, the
step-by-step migration is used more widely.

Solution 1: Entire Migration by Office
 All subscribers served by the LE are migrated to the SoftX3000 at a time.

 Generally, the large-capacity UMG-AGs or UA5000s are deployed in


back-to-back mode to replace the LE in the equipment room.

 Subscriber lines are migrated on the MDF in the equipment room where
the LE is located.

Solution 1: Entire Migration by Office -
Preparation
 Interconnect the OSS/BSS of a customer with NGN devices. The OSS/BSS can maintain and
manage the NGN devices, and provide services for them. In addition, the OSS/BSS can normally
charge for calls.
 Interconnect the trunks of the SoftX3000 with those of the tandem office through the UMG8900.
 Use a subscriber access gateway (UMG-AG) with the same capacity as the LE and an MDF to
prepare for the subscriber line multiplexing.
 Convert subscriber data and export it to the SoftX3000.
 Perform the dialing test on subscriber lines. You are recommended to perform the dialing test on

Migration
The migration begins at 00:00 and ends at 04:00. The migration
procedure is as follows:

1. Change the prefixes that are destined for end offices to point to
the SoftX3000 on the tandem office.

2. Power off the LE to be swapped.

3. Migrate subscriber lines.

4. Perform the dialing test and handle problems. Focus on the


dialing tests of VIP customers.

5. Arrange attendance after migration and handle problems.

If a critical problem occurs during migration, follow the steps to
perform rollback:

1. Power off the UMG-AG.

2. Power on the LE.

3. Change the prefixes that are destined for end offices to point
back to the LE on the tandem office.

4. Perform the dialing test and focus on the dialing tests of VIP
customers.

Solution 2: Step-by-Step Migration by
Subscriber
 Definition of step-by-step migration: Subscribers served by the LE are
migrated to the SoftX3000 in batches. Generally, small-capacity UA5000s
are used to replace the LE progressively. Subscriber lines are migrated on
the remote splice box.

 Key technologies: The LE and SoftX3000 judge whether subscribers are


migrated or not. Calls to migrated subscribers are routed to the SoftX3000,
and calls to the subscribers who are not migrated are routed to the LE.

Solution 2: Step-by-Step Migration by
Subscriber - The LE Selects Routes by
Subscriber (Three Call Forwarding Modes)
The LE forwards the calls to migrated subscribers to the SoftX3000, and
connects the calls to the subscribers who are not migrated. There are three
call forwarding modes:
① The LE routes local calls to the SoftX3000 through the DN processing. The
SoftX3000 processes the calls to the migrated subscribers, and sends the calls to the
subscribers who are not migrated back to the LE for connection. The LE does not
perform DN processing on the local calls from incoming trunks but directly connects
these calls.
② The call forwarding unconditional (CFU) service is configured for migrated
subscribers on the LE. The calls to these subscribers are forwarded to the SoftX3000
for connection. The calls to the subscribers who are not migrated are connected on
the LE.
③ The failure processing service is configured for migrated subscribers on the LE. The
failure cause is that a number is an unallocated number. The failure processing
method is to forward the calls to the SoftX3000 through number change, and connect
the calls to subscribers who are not migrated on the LE.

Solution 2: Step-by-Step Migration by
Subscriber - Description of Three Call
Forwarding Modes of the LE
 In mode 1, internal calls of the LE undergo a process: outgoing from and then
incoming to the office. As a result, the trunk traffic increases on the LE. Note 1
This problem does not occur in modes 2 and 3.

 Mode 2 simplifies LE settings but restricts the scope of the CFU service, that is,
the CFU service can be enabled for only part of local subscribers. In mode 2,
the CFU service is disabled for the subscribers having a specific prefix that is
already migrated, and is enabled for other subscribers. In addition, the routes of
the prefix on the LE and tandem office are also modified.

 A proper call forwarding mode should be selected according to the actual


condition of the LE, such as the trunk resources, CFU capability, and failure
processing capability.
Note 1: Assume that C indicates the traffic of internal calls per line on the LE, X
indicates the number of local subscribers served by the LE, and D indicates the
trunk traffic. Number of trunk circuits to be expanded on the LE (T) = (C x X x 2)/D

Solution 2: Step-by-Step Migration by
Subscriber - The SX3000 Selects Routes
by Subscriber
The SoftX3000 routes the calls to the subscribers who are not migrated
to the LE, and connects the calls to migrated subscribers in one of the
following methods:
① Callees with the SPDNC data are considered as subscribers who are not migrated,
and thus the SoftX3000 routes the calls to these subscribers to the LE. Callees
without the SPDNC data are considered as migrated subscribers, and thus the
SoftX3000 connects the calls to these subscribers.

② The SoftX3000 uses SHLR to judge whether subscribers are migrated. If a callee is
not migrated, the SoftX3000 inserts a prefix in front of the called number and routes
the call to the LE. If a callee is migrated, the SoftX3000 connects the call locally.
Note: Special number change is a basic service of the SoftX3000. This service is used
to change called numbers according to the preset rule. The numbers after change are
reanalyzed and calls with changed numbers can be connected normally. The
SoftX3000 can accommodate 1 million records in the special number change table.

Solution 2: Call Scenarios 1 and 2 in the Step-
by-Step Migration
The following uses the SPDNC (SoftX3000)
and CFU (LE) modes as examples. Scenario 1: The subscriber whose number

(1) After finding that number 7230003 is migrated
and the CFU is set for the number, the LE11

inserts E1E in front of the called number and
sends this call to the TM.

Scenario 2: The subscriber whose number

Solution 2: Call Scenarios 3 and 4 in the Step-
by-Step Migration
Scenario 3: The subscriber whose number

Solution 2: Step-by-Step Migration by
Subscriber - Preparation
 Interconnect the OSS/BSS and trunks of the tandem office to the NGN devices, prepare for
the new UA5000 and MDF-new, convert subscriber data, and perform the dialing test on
new subscriber lines. The preparations are the same as those in solution 1.
 LE maintenance personnel prepare the configuration script for selecting routes by
subscriber (such as inserting E1E in front of called numbers for calls to migrated
subscribers).
 Configure a special prefix (such as the E1E prefix) for routing on the tandem office.
 Configure the mode of selecting routes by subscriber on the SoftX3000 (such as inserting
E9E in front of the SPDNC of called numbers whoOSS/BSS
are not migrated).

Procedure 1. Configure CFU for a migrated subscriber on
the LE11 so that E1E is inserted in front of the
OSS/BSS called number and the call is routed to the TM.
2. Delete the SPDNC data of the subscriber on
the SoftX3000.

Subscriber Data Migration
In the data migration, the service data of subscribers is migrated
from the LE to the SoftX3000. Data migration is the most important
part in an NGN migration project. subscriber services are not
affected only when the data is migrated accurately and rapidly.

Subscriber data can be classified into static data and dynamic data.
 Static data is stored in the OSS and cannot be modified by
subscribers. Static data includes the subscriber number, service type
the subscriber subscribes to, subscriber line data, and charging data.

 Dynamic data is the service data (such as the call forwarding service
and call barring service) that can be modified by subscribers through
a telephone set. Dynamic data is not stored in the OSS.

Static Data Migration

Static data can be migrated from the OSS to the SoftX3000 or directly
from the LE to the SoftX3000.

1. Migration from the OSS to the SoftX3000


If data on the OSS is very accurate, data can be collected from the OSS for
compiling the MML subscriber data script of the SoftX3000.

Static Data Migration


2. Migration from the LE to the SoftX3000
To migrate subscriber data directly from the LE to the SoftX3000, obtain the
subscriber service data from the database of the LE, prepare a table about the
mapping between subscriber numbers and AG device ports according to the
multiplexing mode between the MDF-old and the MDF-new; and then manually
convert the obtained data into an MML command script of the SoftX3000 or
use a tool to automatically convert the data into an MML command script of the
SoftX3000. Run the script on the SoftX3000.
Method 2 is widely used in the actual engineering. If a customer can
collect accurate subscriber data, provide the subscriber data collection
table for the customer. The customer can collect data and compile a script
directly. Otherwise, you need to provide the data collection guide for the
customer so that the customer can collect original data and generate a
script by using a conversion tool.

Dynamic Data Migration

To migrate dynamic data, collect the dynamic subscriber service data from
the LE, manually convert the service data into an MML command script of
the SoftX3000 or use a tool to automatically convert the service data into
the MML command script of the SoftX3000, and then run the script on the
SoftX3000.

The subscriber data conversion tool of Huawei can be used to convert subscriber data
(including static data and dynamic data) supported by 17 types of devices from 8 vendors.
The tool has been commercially used or tested in STC, PTCL, and TM. You can access

- Multiplexing and Isolation Plug
Subscriber line multiplexing: When the original connection of subscriber lines is reserved,
the subscriber lines and the new MDF are connected so that subscribers are connected to
both the LE and UMG-AG.
Isolation plug: An isolation plug is inserted into the internal line terminal of the MDF-new to
disconnect the multiplexing line from subscriber lines at the migration preparation stage. In
this way, subscribers are not connected to the LE and UMG-AG at the same time. Remove
the isolation plug during migration so that subscribers are connected to the UMG-AG.

 There is a regular mapping between the internal line terminal of the MDF and ports of the
LE. Therefore, the internal line multiplexing is easy and is commonly used. The MDF-old,
however, cannot be removed after migration.

 The mapping between the external line terminal of the MDF and ports of the LE is
irregular, and thus external line multiplexing is difficult. External line multiplexing,
however, has an advantage, that is, the MDF-old can be removed after migration.

The internal line multiplexing is recommended.

This chapter describes three technical solutions to network migration. The
implementation procedures involved in these solutions are almost the same.
Data migration and service check are the crucial steps.
1. Data migration
 Data migration and subscriber line multiplexing on the MDF can be performed at the
same time.
 Data migration cannot be performed very early. The data migration schedule should
be arranged according to the number of subscribers to be migrated. Generally, data
migration is performed three days before subscriber lines are migrated.
 Data adjustment is forbidden on the LE during data migration. Services of subscribers
served by the LE must be modified on the SoftX3000 after the subscribers are
migrated.
 Focus on checking special subscriber services of the LE, such as the PBX, R2 trunk,
and PRA. For areas where Huawei wins a project for the first time, perform full tests
before data migration.

2. Focus on the following in service check:
 Check whether an error occurs during data migration.
 Check whether the OSS/BSS can provide all services including the IN and NP.
 Check whether the trunk interconnection between the UMG8900 and the tandem office is
normal.
 Check whether the subscriber line multiplexing on the MDF is correct and whether the
subscriber line numbers are correct.
 Check whether the service type of each subscriber is consistent before and after data migration.
 Check CDRs and check whether the billing server and billing system are connected normally.
Twice service check needs to be performed. The first service check is performed
between the data migration and subscriber line migration. After the first service check,
the engineering implementation risk is reduced to the minimum and the migration error
ratio is within 2%. The second service check is performed after the subscriber line
migration and is used to find errors in the engineering implementation.
Subscriber lines are isolated from the AG before the subscriber line migration, and thus
the dialing test needs to be performed on the internal line terminal of the MDF-new.

After putting the NGN devices into commercial use as the substitute for LE,
Huawei needs to cooperate with a customer in handling faults. External line
faults and incorrect service data are the most serious. Generally, faults caused
by migration will be visible within five days after engineering implementation.
The NGN devices run stably after the five days. The following describes the
major tasks after network migration :

 Delete temporary data used during engineering implementation, such as


certain temporary routing data.

 Prepare a FAQ about common problems in engineering, and submit it to the


customer for improving the fault handling efficiency.

 Summarize a project and draw experience and lessons from the customer
and partners for improvements in projects later.

An LE with the capacity of 30,000 subscribers needs to be swapped and solution 1 is used
in this project. The schedule and personnel assignment in the actual engineering are
provided as references for other network Migration projects.
1. Personnel assignment
The successful implementation of the network migration at a time requires the close
cooperation between the customer and Huawei. The customer and Huawei negotiate and
perform tasks such as the multiplexing of MDF subscriber lines, the collection of
subscriber data on the LE, and the subscriber line test. Therefore, both the customer and
Huawei set up a switch group, data group, and subscriber line group.
 Switch group: collecting subscriber data on the LE and changing the data format. The switch group
consists of LE professional maintenance personnel and software commissioning engineers of
Huawei.
 Data group: entering and checking subscriber data. The data group consists of the OSS/BSS
personnel and software commissioning engineers of Huawei.
 Subscriber line group: connecting and perform the dialing test on subscriber lines, and handle faults
occurring on subscriber lines. The subscriber line group consists of the hardware implementation
team. Generally, the abilities of the subscriber line group are 500 lines/person day for the
multiplexing of the MDF subscriber lines and 1000 lines/person day for the external line test.

2. Task breakdown and schedule arrangement
The network migration raises strict requirements for the project duration and quality.
Therefore, an implementation schedule needs to be arranged properly according to the
network migration plan. In the network migration project, the multiplexing of MDF
subscriber lines, entering of subscriber data, and dialing tests are time-consuming in
addition to the installation and commissioning of NGN devices. The subscriber data on
the LE always changes before the migration of subscriber lines. Therefore, subscriber
data cannot be collected or entered very early, to ensure the accuracy of migrated data.
Generally, the installation and commissioning of NGN devices should be complete 15
days before the migration of subscriber lines. The multiplexing of MDF subscriber lines,
entering of subscriber data, and dialing test should be complete within two weeks. The
following figure shows the schedule from the commissioning of NGN devices to the
migration of subscriber lines for an LE with the capacity of 30,000 subscribers.

1. The migration is based on the splice box. Multiple splice boxes are migrated each time.
2. Change the prefix to be migrated to point to the SN on the LE. The SN sends the prefix to the
SoftX3000.
3. The SoftX3000 queries the SHLR and directly connects the calls to migrated subscribers. For
callees who are not migrated, the SoftX3000 inserts 161 and the area code in front of the called
numbers, and sends the calls to the SN, who sends the calls to the LE for connection.
4. After number 4558190 is migrated,
When the subscriber whose number is 4558190 calls 4558191, the SoftX3000 queries the SHLR and
then sends 16114558191 (161 + area code 1 without 0 + called number) and calling number
14558190 (without the prefix, 1 indicates the area code) to the SN.
When the subscriber whose number is 4558192 calls 4558191, the LE sends the call to the SN. The
SN then sends the call with called number 4558191 (without the area code) to the SoftX3000. The
SoftX3000 queries the SHLR, and then sends the call with number 16114558191 back to the SN.
