World Risk Index of 2014

sought the Philippines as the
second most disaster-prone
country in the world.
Because of this the
Government has been
tripling its efforts to mitigate
and reduce the impact on
disasters and climate change
and to create more prepared
and resilient communities.

The DILG as the Vice Chair for Disaster

Preparedness in the NDRRMC has
continued to advance in creating and
enabling environment for LGUs to
further develop their capacities
mitigating the adverse impacts on
disasters and climate change.

Meanwhile, the DSWD as the Vice Chair

for Disaster Response in the NDRRMC
is continuously putting in place well-
established disaster response
operations at the national down to
the local level.

POLICY DECLARATION

DILG is one of the partner agencies of

the DSWD. As interagency partners,
they are responsible to create
policies in relation to the program.

1. Pursuant to RA 10121 or the

Philippine Disaster Risk Reduction
and Management Act of 2010. Sec 2
(a) Uphold the people’s
constitutional rights to life and
property by addressing the root
causes of vulnerabilities to disasters.

4. The Listong Pamilya Program
aims to build capacities of
Filipino Families and
households for disaster
preparedness.
5. Need to develop and strengthen
capacities of vulnerable and
marginalized groups to mitigate,
prepare, respond to, and
recover from the effects of
disasters.

6. Need to organize and conduct
training, orientation, and
knowledge management
activities on disaster risk
reduction and management at
the local level.
7. Disseminate information and raise

hazards, vulnerabilities and risks,
their nature, effects early warning
signs and counter measures.

DSWD spearheaded the Pantawid

Pamilya Pilipino Program which
aims to promote human
development and eradicate
extreme poverty in the Philippines
through CCT.

Under this Program, is the

conduct of FAMILY DEVELOPMENT
SESSION where the beneficiaries
are being taught about responsible
parenthood, livelihood, skills
training, environmental awareness
and disaster preparedness and
response.

Way back in 2014, a lesson

from YOLANDA, the DILG
through its former Secretary
Roxas, formulated and
conceptualized OPERATION
LISTO a national advocacy
program on disaster
preparedness which guides
the LGUs and DILG
personnel on actions they
needed to undertake before,
during and after a disaster

The Program AIMS TO:

1. Strengthen the capacity
and the Level of
PREPAREDNESS of the
LGUs through the
formation of the LISTO
TEAM (interior and local
government sectors)
2. Effectively and Actively
practice the (3) LGU
Disaster Preparedness
Manuals.

After 10 Months of gearing up the

Program it achieved:
1. The 5 components of the
Program has been successfully
implemented in 17 regions,81
provinces and 1,634 cities and
municipalities and OVER 15,000
volunteers, CSOs, NGOs,
private sectors and media.
2. The program became an
essential mechanism for inter-
operability among interior and
local government and the
various sectors.

AT PRESENT the OPERATION

LISTO PROGRAM is now
implementing the FOLLOW
THROUGH ACTIVITIES which
involves EVACUATION DRILLS,
AND PREPAREDNESS FOR
FAMILIES AND HOUSEHOLDS.

In the spirit of complementation the DILG
and DSWD bring the advocacy, not only
to the local government, but to the
MOST VULNERABLE COMMUNITIES
AND HOUSEHOLDS OF THE
PHILIPPINES.

TO ACHIEVE BOTH DILG AND DSWD

GOALS a MEMORANDUM OF
AGREEMENT was signed and issued.
The essential of JMC:

1. Review and Revise Module 3 of the

prescribed Family Development Session
for Disaster Preparedness of the CCT
Program

the DILG personnel or its
representatives to act as
resource speakers during the
Family Development Sessions
and to supplement materials
and tools for the Family
Development Sessions.

Purpose of the JMC

1. To provide GUIDANCE Note for

the implementation of the
LISTONG PAMILYANG PILIPINO
in the Family Development
Session;

2. To support the CCT program of

the DSWD through tapping
DILG personnel or
representatives AS RESOURCE
PERSONS;

Purpose of the JMC

3. To ensure that DILG personnel at the

city/municipal levels shall become
members of the FDS TEAM IN THEIR
LOCALITY AND BE ACTIVE IN IT;

4. To MOBILIZE RESOURCES for the

implementation of the program through
the LGUs;

5. To assist in the crafting of Family

Disaster Action Plan of CCT benes as
PRIORITY TARGETS.

ROLES AND RESPONSIBILITIES

DILG
- The City/Municipal Local Government
Operations Officer (CMLGOO) shall
coordinate with City/Municipal Links in
the implementation of the Family
Development Session:

Listong Pamilyang Pilipino:

DILG

1.1 The Local DILG Staff and the CMLs shall

lead the team building activity orientation
on LISTO with the FDS team members.

The resource persons may be part of the

local DRRM Team, LISTO Team
(Mayor/Governor, Chief of Police, Fire
Marshall, C/MLGOO and Punong Barangays)
or the City or Municipal Links of the DSWD.
In the absence or shortage of an identifies
resource person, the CLGOO/MLGOO shall
act as the resource person.

ROLES AND RESPONSIBILITIES

DILG
- The DILG Local Staff shall be members of
the FDS Team in the city/municipality
organized by the City/Municipal Links of
the Pantawid Pamilya Pilipino Program;

As members of the FDS Team, the DILG

Local staff shall also act as resource
persons, and shall monitor the conduct of
the FDS Listong Pamilyang Pilipino;

The logistical support should also be

committed to the FDS Team by its
members.

DILG

NOTE: The DILG shall also ensure that the

Local Government Units will support the
implementation of the Family
Development Session. The support will
involve but not limited to logistical
concerns for the roll-out of the LISTONG
PAMILYANG PILIPINO PROGRAM.

DSWD
- The C/MLs shall serve as the
facilitator and convener of the
FDS Listong Pamilyang Pilipino.
In the absence or shortage of an
Identified resource person, the
C/M Links, SWO3 and FDS Focals
can act as resource persons.

ROLES AND RESPONSIBILITIES

DSWD

The C/MLS as secretariat of the FDS

LISTONG PAMILYANG PILIPINO shall be
the one to coordinate with the team
members about the PLANNING, and
conduct of all FDS.

The C/MLs shall create and

strengthen the FDS Team at the local
level including the local DILG staff as
members.

DRRMOs

- having the local person in the

local disaster implementation
may as a resource person in the
absence of those representatives
mentioned in the JMC;

- S/He will teach the

beneficiaries on the common
hazards in the community and
address preventive measures to
mitigate respond to it;

- DRRMO shall identify brgy

maps and identify evacuation
routes in the
community/barangay in
reference with the planning
session during FDS.

Local Government Units
- shall support the FDS on LISTONG
PAMILYANG PILIPINO through:

1. The Mayor as member of the LISTO

TEAM can act as the resource person;

2. Take the lead in translating the GABAY

PILIPINO into local dialects;

3. In coordination with DILG, provide

equipment and venue for the conduct of
FDS intended on Family Disaster
Preparedness;

Local Government Units

4. Provision of the supplementation of

materials. GABAY AT MAPA para sa
LISTONG PAMILYANG PILIPINO. Other
collaterals are also option to be given to
the benes such as LISTO STICKERS,
STICKERS HOUSE PLATE, HOUSE DISPLAY
AND ECO BAG.

Note: Funds for the provision of materials

may be charges to the LDRRM FUND of
the City of Municipality.

MONITORING AND EVALUATION

- shall be the joint effort of DSWD

and DILG. All locals counterpart of
the departments have to submit a
post activity report to their regional
offices 15 days after the conduct of
