• Appoint competent;

• planning supervisor

• Ensure H&S plan prepared before construction phase starts

• Provide relevant information

• Ensure H&S file is kept available

• Advise clients on their duties

• Design for safety, i.e.

• Avoid foreseeable risks,


• Combat risks at source,
• Priority to those involved in construction , cleaning or
otherwise affected,
• Design to include adequate information, and
• Co-operate with the planning supervisor.

Designers must…

• At concept feasibility and design stage,

• make client aware of duties


• identify H&S hazards of any design work,
• give adequate regard to risk control hierarchy,
• provide H&S information to those who need it, and
• co-operate with the planning supervisor and other designers

• At construction phase

• identify hazards in ongoing design work


(e.g. temporary works)

Roles within CDM - Planning Supervisor

• Project is notified to HSE,

• Ensure design includes;

• reference to H&S management, and


• adequate information about structures and material,

• Ensure co-operation between designers,

• Advise client/ contractor regarding;

• competence of personnel, and


• allocation of resources

• Ensure preparation and final delivery


of H&S file and

• Ensure H&S plan is available.

Roles within CDM - Principal Contractor

• Ensure co-operation between contractors,

• Ensure every contractor and employee complies with H&S plan,

• Ensure only authorised persons enter construction area,

• Ensure notification particulars are displayed,

• Provide information promptly to the planning supervisor,

• Give necessary directions and information to contractors,

• Include construction H&S management


in the H&S plan

• Provide training to employees, and

• Have employee liaison arrangements.

What I look for in a Health & Safety Plan?


Pre-tender Phase

• Nature of project
• List of significant hazards and control measures,
• All known information relating to construction site e.g;
• services,
• traffic control, and
• ground conditions.
• Construction materials – precautions required,
• Problems that need specific discussions,
• Site rules; including access and accommodation,
• Liaison arrangements (Client and planning supervisor),
• Procedures for dealing with design changes.

What I look for in a Health & Safety Plan?


Construction Phase

• List of significant hazards and control measures,


• Identification of responsibilities,
• Management and review arrangements,
• Resources,
• Contractor control procedures,
• Site access arrangements,
• Methods for communicating (on-site and off-site),
• Emergency procedures.

CDM and Procurement issues…

Client must be satisfied that principal contractor has;

• competence to carry out and manage construction work, and

• adequate resources

•Key areas to probe include;

• General policy
• General organisation
• Planning and performance monitoring,
• Experience, and
