ECOLOGICAL SOLID

WASTE MANAGEMENT
“ Waste is a resource in the wrong place at the
wrong time. Once it finds its rightful place, it will
be just as valuable as any other resource.”
THE PHILIPPINE ECOLOGICAL SOLID
WASTE MANAGEMENT ACT OF 2000
 Republic Act 9003

 It is an Act providing for an ecological solid waste


management program, creating the necessary
institutional mechanisms and incentives, declaring
certain Acts prohibited and providing penalties,
appropriating funds therefore, and for other
purposes.

 Section 10. The Role of the LGUs in Solid Waste Management
–Pursuant to the relevant provisions of RA 7160, otherwise
known as the Local Government Code, the LGUs shall be
primarily be responsible for the implementation and
enforcement of the provisions of this Act within their
respective jurisdiction.

 Segregation and collection of solid waste shall be


conducted at the barangay level specifically for
biodegradable, compostable and reuseable wastes:
Provided, that the collection of non-recyclable materials and
special wastes shall be the responsibility of the municipality
or city.

 Section 20. Establishing Mandatory Solid Waste
Diversion – Each LGU plan shall include an
implementation schedule which shows that within
five (5) years after the effictivity of this Act; the
LGU shall divert at least 25% of all solid waste
from waste disposal facilities thru re-use, recycling,
and composting activities and other resource
recovery activities.

Facility – There shall be established a Materials
Recovery Facility (MRF) in every Barangay or cluster
of Barangay

The 3 R’s of Solid Waste
Management
Common sense tells us the most cost-effective way of
managing waste is to do something at the source of
generation.

That is, at home, at the office or at the institutional


level. Activities such as sorting and eventually
recovery works best if done at this point.
RECYCLE
 Choose recyclable products and containers and recycle
them.
 Select products made from recyclable materials

 Compost yard clippings and leaves. These should never


be burned as the smoke could only contribute to more
air pollution
REUSE
 Consider reusable products.
 Maintain and repair durable products.

 Re-use bags, containers and other items

 Borrow, rent or share items used infrequently

 Sell or donate goods instead of throwing them out.

 Patronize goods that are reuseable, rather than


throwaway types.
REDUCE
 Avoid wasteful consumption of goods.
 Reduce the amount of unnecessary packaging.

 Adopt practices that reduce waste toxicity

 Avoid over-packed goods.

 Avoid or limit the use of disposable goods.

 Buy food in bulk.

 Buy durable products.


Fines and Penalties
The following schedule of fines and penalties shall be
imposed, upon conviction:

Creation of a Barangay Solid Waste
Management Committee
The Barangay SWM Committee shall have the following
functions and responsibilities:

 Formulate Solid Waste Management program consistent


with the City/Municipal Solid Waste Management Plan
 Segregate and collect biodegradable, compostable,
reusable wastes
 Establish a Materials Recovery Facility
 Allocate barangay funds; look for sources of funds
 Organize core coordinators
 Submit SWM monthly reports
Membership of the Barangay Solid
Waste Management Committee
The Barangay SWM Committee shall be composed of the barangay captain
as chair with the following as members:

 One (1) kagawad


 SK chair
 Presidents of Home Owners Association
 Public/private school principals or representative
 One (1) Parents and Teachers Association president or representative
 One (1) Religious organization representative
 One (1) business sector representative
 One (1) environmental NGO representative
 President of Market Vendors Association; One (1) representative from
junkshop owners’ association
The implementation of the ecological solid
waste management shall fundamentally
take into account the management of waste
in the following hierarchy:
 Source reduction and minimization of wastes
generated at source;
 Resource recovery, recycling and reuse of wastes at
the barangay;
 Efficient collection, proper transfer and transport of
wastes by city/municipality; and
 Efficient management of residuals and of final
disposal sites and/or any other related
technologies for the destruction/reuse of residuals.
