DEFINITION OF ENVIRONMENTAL IMPACT
ASSESSMENT, EIA

► A process that involves predicting and evaluating the


likely impacts of a project (including cumulative impacts)
on the environment during construction, commissioning,
operation and abandonment.

► Designing appropriate preventive, mitigating and


enhancement measures addressing these consequences
to protect the environment and the community’s welfare.

OBJECTIVES OF MONITORING

► Primary purpose of monitoring is to ensure the judicious


implementation of sound environmental management within a
company/corporation and its areas of operation. Specifically, it aims to:

1.Monitor project compliance wit the conditions set in the ECC;

2.Monitor compliance with the EMP and with applicable laws, rules, and
regulations;

3.Ensure the effectiveness of environmental management measures on


prevention or mitigation of actual project impacts vis-à-vis the predicted impacts
used as basis for the EMP design; and

4.Ensure continual updating of the EMP for sustained responsiveness to project


operations and project impacts.
SCOPE OF MONITORING

As a minimum requirement in compliance monitoring, the EMB shall


focus on the following:

1.Status of delivery of commitment made in the EMP;

2.Effectiveness of the committed EMP in mitigating the project’s environmental


impacts; and

3.Meeting the terms and conditions of the ECC.

EIS System monitoring can be done through various appropriate


approaches such as desk review of documents (e.g. CMR/SMR), field
assessment and validation, and if applicable, third party audits.

Compliance Monitoring by EMB

Self-Monitoring by Establishments (CMR is the output)

Monitoring by Third Party Auditors


Third Party Auditors are independent service providers who are accredited by the
appropriate government agency and engaged by an establishment to conduct an
environmental audit.

Monitoring by Multi-partite Monitoring Team (MMT)


The purposes for organizing the MMT are to encourage public participation, greater
stakeholders’ vigilance and provide appropriate check and balance mechanisms in the
monitoring of project implementation. The MMT also serves as the focal group to handle
complaints from stakeholders at the local level

Only projects required to submit a PEIS and those considered as an ECP are required to
form project-specific MMT. For NECPs located in an ECA, the EMB Regional Offices have
the option to require the formation of MMTs.
COMPLIANCE MONITORING REPORT (CMR)

CMR is to report performance at three (3) levels, at the minimum:


1.Performance against the ECC Conditions;

2.Performance against the EMP; and

3.Performance against the monitoring of actual impacts (including residual impacts) as


against predicted impacts in the EIA Report and as related to current project operations

The detailed report on compliance to environmental standards specific


to environmental laws shall be submitted through the Self-Monitoring
Report (SMR) on a quarterly basis to the concerned EMB Offices

The second CMR (submission) shall include a simple trend analysis of


the environmental standards and a summary of the cumulative annual
and historical performance/compliance analysis on key environmental
and social parameters
