The Construction of the Tourist

Board
POR (2014-2020)

• The 2014-2020 Regional Operational Program (ROP) is the


successor of the 2007-2013 Regional Operational Program
and one of the programs by which Romania will be able to
access the European Structural and Investment Funds from
the European Regional Development Fund (FEDR) in 2014-
2020.
• POR 2014-2020 aims to increase the overall economic
competitiveness and improve the living conditions of local
and regional communities by supporting the development
of the business environment, infrastructure and services for
the sustainable development of the regions so that they
can effectively manage resources and exploit the potential
for innovation and assimilation of technological progress.

• These objectives are translated into 11 priority axes


(plus a technical assistance axis), with an estimated
total allocation of € 8.25 billion, of which € 6.7 billion is
EU support, through the European Regional
Development Fund FEDR) and 1.5 billion EURO-
national contribution.
• Through the main and secondary activities of the
project, it is part of Axis 7, being folded on the
Encouragement of Tourist Activities pointing out the
main objectives of this measure to develop tourism
activities in rural areas that contribute to the increase
of the number of jobs and alternative incomes, and to
increase the attractiveness of rural space.

General objectives
• The development of tourist activities will bring
many benefits to both residents and tourists;
• Creating 10-12 new jobs and new sources of
income;
• Increasing attractiveness in rural area
Varciorog by developing opportunities such
as: jobs, infrastructure, mountain routes,
selling local products.
Specific objectives
• A first investment in this area means a first step in the tourist
development of the location;
• Using the tourist potential of the area by creating
accommodation structures;
• Once the increase in the number of tourists in the area will
increase also the income of the local government, which
could lead to the development and arrangement of tourist
attractions in the Varciorog area, such as the three existing
caves Osoiu, Copilul şi Ţiclul, the creation of new hiking trails
and other...
• The level of living will increase considerably with these
investments.
Project Necessity
• Varciorog commune is an area with high tourist
potential but it is still not developed from a
tourist point of view.
• A boarding house could develop the
attractiveness of this rural area and offer the
possibility to accommodate tourists who want to
spend time in peace of nature, hiking, or practice
mountain sports.
• Also the lack of local jobs makes this investment
even more welcome.
Project boundaries
• Vârciorog village is located in the central part of the Bihor
county, in the northwest of the Pădurea Craiului Mountains, in
their contact depression with the Serghis and Tăşad hills,
called Varciorogului Depression. In this depression, drained by
the upper course of the River Topa and its tributaries, there
has been and has developed for centuries the village of
Varciorog.

• The commune benefits of public transportation in common by


regular transport to Oradea which is 38 km away

Planning activities
• Contracting the constructor for 2-3 weeks:
a) Creating a product specification consists of creating a specification that
provides all the technical details of the construction
b) The compliance check will check if the architectural design complies with
all the safety, comfort and quality standards for classification and
accommodation units with a 3-star rating.
c) Listing the specification after clarifying and modifying any discrepancies,
creates the specification.
d) The specifications will be published and tendered for the best fitter.
e) The auction will be auctioned by sending invitations to participate in the
project bid of the builders.
f) Bidding will support the auction and study offers.
g) The manufacturer's designation will choose the best offer submitted,
and the contract with the builder will be concluded.
• Construction of the tourist board-12 months:
a) The layout of the building is delimited and the building
designation is arranged.
b) The space delimitation will spatially delimit the area for
the construction located at a distance of 30 m from DJ
c) Excavation space will be excavated spatially for
construction up to a depth of 8 m.
d) The walls of the building will be built using prefabricated
BCA 7000 material, the joints will be made with CR / 3500
cement, install thermal insulation made of expanded
polystyrene with a thickness of 10 cm, the finishes will be
made with MC slab / 330.
e) The basement will consist in: a 80 sqm room for the
fitness hall, stairs and 20 sqm access area, 100 sqm wine
cellar finished with red brick with a vaulted ceiling.
f) The ground floor is built with a central access area of 20
m2, toilet 25 m2, reception desk 15 m2, kitchen 60 m2,
dining room 80 m2.
g) The first floor building will be built on the first floor
with an area of 200 m2, it will consist of 20 m2 access
area and 10 rooms with an area of 18 m2, they will
include toilets.
h) The attic is built with an area of 120 m2, consisting of 5
rooms with an area of 100 m2 and a 20 m2 access
area.
i) Installation of utilities consists in electrical
installations, water / evacuation and heating.
m) Connection of utilities will consist in connecting the
building to electricity, running water and sewerage
network.
Equipped and decorated accommodation / restaurant /
wine cellar / fitness room / swimming pool
• The furnishing of the tourist board will be equipped with the restaurant,
accommodation space, wine cellar, fitness room and swimming pool with
all the equipment, furniture, accessories and accessories required for
classification at a level of comfort and quality of 3 stars according to ANT
provisions.
• Eating space restaurant will be equipped with 20 round tables of 4
persons, 80 chairs, tablecloths, kitchen equipment, utensils, etc. ; the wine
cellar will be equipped with 10 traditional round tables of 6 people, 60
traditional chairs, 10 wooden barrels 100 l, 3 wooden barrels 20 l, bar,
utensils, etc.
• Equipping recreation spaces fitness room will be equipped with gym,
swimming pools will be equipped with 30 lounge chairs provided with
umbrella.
• The decoration of the tourist board will be made by a company
specializing in the decoration of traditional dwellings, respecting the
requirements and wishes of the client.
The tourist board staff

• Employing staff will consist of 2 receptionists,


2 waitresses, 2 chefs, 1 maid, the
management of the tourist board will be
provided by the project owner;
• Staff recruitment will consist of supporting
multiple interviews and choosing more
qualified people for the respective functions;
• Beginning with the hiring of staff, the unit will
begin work.

Budget

• The estimated budget of the project is


365,500 Euro, of which 200,000 Euro will be
European Grants Granted through POR 2014-
2020:
• The main building - 339 000-Euro
• The pool – 16 500- Euro
Final results
• The construction of a boarding house in Varciorog
commune will bring more benefits such as:
a) Creating 10-12 jobs
b) Growth of the local economy
c) Increasing the tourism potential
d) Increase in number of accommodation in the
area
e) Encouraging other investors from various
activities to invest in the area
