Premise 1A. What Environmental Planning is


About
i) Planning is essentially a public function,
accomplished with the pro-active
assistance of the private sector i.e.
planners, investors, developers, constructors,
end-users, etc.;
ii) Planning (whether developmental/ pro-active
or re-developmental/ reactive) should always
be driven by the public sector (and
preferably not by the private sector, particularly
if motivated by profit); otherwise, the public
sector may only end up paying for the
experiments/ mistakes of the private sector; and
iii) Planning is an upstream activity i.e.

Premise 1B. What Environmental Planning is


About
iv) As per the planning cycle, Planning is also a
downstream activity i.e. planning is also about
monitoring plan compliances (including certain aspects
relating to design performance) and the performance of
the delivered program/ project, so that refinements or
re-planning (as needed/ applicable) can be amply
considered;
v) Planning is a team effort; it is NEVER done by one
planner/ person and requires the full participation of
several key disciplines e.g. technical, legal, social,
etc.; &
vi) Development Controls (DCs at the national, local and
private levels) are the most basic tools to help attain
termed planning objectives; it is the Planner’s primary
responsibility to ensure that such DCs are brought to
the attention of regulators, investors, designers,

Environmental Planning as a
Premise 2.
Profession
i) Environmental Planning (invariably known as urban & regional planning
or town and country planning over the last century) has actually been in
the PH during the Spanish period i.e. Laws of the Indies, etc. ; its
early practitioners cum implementors were the civil authorities;
ii) Modern urban planning/ re-planning was introduced by the
Americans at the turn of the 20th century i.e. Daniel Burnham for
Manila and Baguio and later by a succession of American planners and
architects working for the public works offices of the American Colonial
Government ;
iii) Overseas-educated Filipino planners and a few locally educated/
trained Filipino architects freely practiced the planning profession up to the
mid-1960s (with apparently minimal professional regulation by the State, and
active self-regulation by the PH Architects) ;
iv) P.D. No. 1308 of 1978, a professional regulatory law (PRL)
established the separate State-regulated profession of environmental
planning (EnP) in the PH;
v) The initial batch of say 225 registered and licensed EnPs were
sworn in by February 1995 by the newly-formed PRC Board of
Environmental Planning; there are presently about 2,400 PH EnPs; and
vi) R.A. No. 10587 (Environmental Planning Act ofEnP
2013) is the

What Are Examples of Development Controls?
i) International Agreements , as applicable e.g. WTO, ASEAN,
JPEPA, etc.;
ii) The 1987 Philippine (PH) Constitution;
iii) National laws, executive issuances and duly-approved
programs/ plans (all duly qualified by jurisprudence, as
applicable) e.g. Act No. 2874, etc., R.A. 386, the 1949 (New)
Civil Code, a plethora of environmental laws (including CCA,
DRRM, etc.), planning, building, development, construction,
investment, procurement, governance laws (R.A. Nos. 10587,
9856, 9593, 9184, 7915, 7160, 7042, 6957, 4566, 3019, etc.,
P.D. Nos. 1096, 957, etc., B.P. Blg. 220, etc. & their streams of
regulations/ SoRs);

applicable) e.g. Zoning Ordinance (ZO) & IRRs, comprehensive
land-water-air-subsurface plans (CLWASUP), etc. ; and
v) Private/ Self-Regulation (all duly qualified by jurisprudence,
as applicable) e.g. Deeds of Restrictions (DoRs), Development

R.A. No.10587 Planning Instruction/ Experience as
Qualification
Section 18. Qualifications for Taking the Examination. – Any person applying to take the licensure examination as herein
provided shall establish to the satisfaction of the Board that he/she has the following qualifications: x x x
(b) A holder of any of the following degrees from schools, colleges or universities duly recognized and accredited by the
CED:
1. A graduate (a master’s or doctor’s degree holder) in environmental planning, urban/ city and regional planning, or
town and country planning or its equivalent; (as established by CHED)
2. A Post-Graduate Diploma in Environmental Planning, city and regional planning or its equivalent (as established by
CHED), and with at least one (1) year of on-the-job training as required herein; (for a bachelor’s degree holder)
3. A Bachelor’s Degree in Environmental Planning, city planning or urban and regional planning, or town and country
planning, or its equivalent (as established by CHED), and with two (2) years of on-the-job training as required herein;
4. A masters or doctorate degree in either architecture, engineering, ecology, economics, geography, geology, public
administration, business administration, sociology, social science, law, environmental science, environmental management,
development management, natural resources planning and development, and related disciplines acceptable to the
Board, and with three (3) years of on-the-job training as required herein: Provided, That a person falling under this
paragraph shall be allowed to take the licensure examination only within the next five (5) years from the effectivity of this Act;
(reckoned from June 2013 i.e. ends June 2018)
5. A bachelor’s degree in architecture, engineering, economics, public administration, law, social work and community
development or sociology and other related disciplines acceptable to the Board and with five (5) years of on-the-job
training as required herein: Provided, That a person falling under this paragraph shall be allowed to take the licensure
examination only within the next five (5) years from the effectivity of this Act; and (reckoned from June 2013) i.e. ends
June 2018)
6. Incumbent holders of planning positions in the national, regional or local government offices or agencies including
government-owned and -controlled corporations and have been engaged in development planning functions acceptable to
the Board: Provided, That they are holders of professional civil service eligibility (e.g PRC registered and licensed
professional) and they have undergone at least eighty (80) hours of in-service training or distance learning in
developmental planning from a government agency, school or institution recognized by proper authorities: Provided,
further, That a person falling under this paragraph may be allowed to take the licensure examination only within the next five
(5) years after the effectivity of this Act. (reckoned from June 2013) i.e. ends June 2018)

a) New Baccalaureate Program (BSEP)


i) 4-year (168 units) Bachelor of Science in
Environmental Planning (BSEP) program;
ii) The 4-year BSEP program can be followed by
a 2-year MSEP program (still under
development);
iii) In the near future, a 5-year EP program may
already incorporate a 3-year BSEP program
and the 2-year MSEP program; and
iv) The CHED Expanded Tertiary Education
Equivalency Accreditation Program (ETEEAP)
can be used to help earn a BSEP degree in the

c) CPD & Other Non-Traditional Post-Academic
Modes
i) Since mid-2016, mandatory continuing professional
education (CPD) is a requirement for all (estimated 3
million) State-regulated professionals renewing their
professional identification cards (PICs), in compliance
with R.A. No. 10912, The CPD Act of 2016;
ii) Mandatory CPD under the Sec. 5 of the law
specifically includes professional work experience/
PWE & self-directed learning/ SDL, which MUST be
included in ALL Operational Guidelines (OG) for CPD programs;
if PWE & SLA are excluded from current CPD programs, the
same could give rise to potential administrative and criminal
liabilities and accountabilities for the concerned regulatory
bodies;
iii) Section 5 of R.A. No. 10912 also include Non-Formal
Learning (NFL), Informal Learning (IL), and Online
Learning Activities (OLA) as alternative (non-

c2) CPD Typology (Structured & Non-Structured)
1) Formal Learning (FL) refers to educational arrangements such as curricular
qualifications and teaching-learning requirements that take place in education and training
institutions recognized by relevant national authorities, and which lead to diplomas and
qualifications;
2) Informal Learning (IL) refers to learning that occurs in daily life assessed, through the
recognition, validation and accreditation process, and which can contribute to a qualification;
3) Non-Formal Learning (NFL) refers to learning that has been acquired in addition or
alternatively to formal learning, which may be structured and made more flexible according to
educational and training arrangements;
4) Online Learning Activities (OLA) refer to structured or unstructured learning
initiatives, which make use of the internet and other web-based Information and
Communications Technology solutions;
5) Self-Directed Learning (SDL) refers to learning activities such as online training,
local/ international seminars/ non-degree courses, institution/ company-sponsored training
programs, and the like, which did not undergo CPD accreditation but may be applied for and
awarded CPD units by the respective CPD Council;
6) Professional Work Experience (PWE) - not defined in Sec. 3 of R.A. No. 10912
(and perhaps considered self-explanatory).

Although the terms are often used interchangeably, there are important differences. Open
learning is an umbrella term for any scheme of education or training that seeks
systematically to remove barriers to learning, whether they are concerned with age, time,
place or space. With open learning, individuals take responsibility for what they learn, how
they learn, where they learn, how quickly they learn, who helps them and when they have
their learning assessed.
Distance learning , on the other hand, is one particular form of open learning in which
tutors and learners are separated by geographical distance. This is sometimes called a
home study or correspondence course. But many modes of communication are used for
distance learning, not just postal correspondence. x x x These are all learning experiences
which 'educate' in the broadest sense.
Open school is a system which is free of regular school's attendance, time bound
programs. It is for those people who are not able to attend or could not attend regular school
because of various reasons and now they want to complete their education x x x regardless
of age and some other reason they cannot join regular school programs.

i) municipal water delineation/ jurisdiction;
ii) Writ of Kalikasan effects;
iii) success stories in relocation/ resettlement and
recovery of the public domain; and
iv) CCA & DRRM (natural/ man-made/ conflict, etc.)

i) BSEP students can participate in real planning
work e.g. CLUP-ZO, ZO IRR, etc. preparation for 4 th &
5 th class municipalities (with either academic or
professional mentorship);
ii) real work under professional mentorship could be
assigned full academic credit i.e. mentorship could be
graded by the professional mentor; and
iii) mentorship must be bound by confidentiality &
intellectual property agreements.

Interim Conclusions & Views


i) There is presently both greater interest in
environmental planning and a greater awareness of the
natural and built environments, quite possibly
occasioned by the causes and effects of many recent
disasters and calamites, which were apparently largely
preventable;
ii) Informal environmental planning and environmental
instruction could hopefully start at primary schools;
iii) Planning-wise, the PH is relatively well-studied and
substantially documented; what remains is a concerted
effort to evaluate/ update and eventually to gradually
realize the plans/ programs that are already there;
iv) Discipline and the primacy of law are still key to
realizing such plans/ programs; and
v) All the approx. 2,400 EnPs are walking advertisements
of environmental planning and are veritable sources of
hopefully free (or freely-shared) planning information to
the public that we all also serve as professionals.
