Guidelines on the

Implementation of the
Social Pension for
Indigent Senior Citizens
(AO 15)
> RA 9994 or the Expanded Senior Citizens Act
of 2010 which provides additional benefits and
privileges and maximize their participation in the
nation building, institutionalizes social protection
by providing monthly stipend to indigent senior
citizens and support the family to provide care to
their sick and person with disability.
SCOPE
1. Age:
 First Priority: 80 years old above
 Second Priority : 70-79 years old
 Third Priority : 60-69 years old

2.Economic Status- to be determined by the


DSWD-NTHSPR and the assessment of the
social worker
DEFINITION OF TERMS
 Authorized Representation- closest person who has
actual custody to the SC.
 Database of Indigent Senior Citizen- refers to the
centralized computer database installed in DSWD CO.
 Office of the Senior Citizen Affairs (OSCA)- office
established in cities and municipalities.
 Regular Income- financial remuneration from
businesses, rents, investments and other productive
act.
 Regular support from the family- refers to the
material /financial support.
 Senior Citizens Organization- refers to any
organization of senior citizen which is non-profit.
 Indigent Senior Citizen/Social Pensioner
refers to the qualified SC who is frail, sickly
or with disability, with out pension or
permanent source of income.
Social Pension- refers to the monthly stipend
amounting Php500.
Objectives
 To improve the living condition of eligible
senior citizen
Specific:
1. To augment capacity of indigent senior citizen to meet
their daily subsistence and medical requirements.
2. To reduce incidence on hunger among indigent senior
citizen .
3. To protect indigent SC from neglect, abuse, or
deprivation.
Implementing Phase
Identification of Social Pensioner
Consolidation of the social pensioner list
>the OSCA and MSWDO will acknowledge
the SP list from the RSPU Focal.
> will conduct necessary verification and
home visit to SP
> LGU’s will develop its social pension plan and
ensure augmentation of funds.
 Verification for Non-Pensioner
> OSCA will conduct background check to verify
if the listed Social Pensioner in their municipality is
not receiving any pension from any insurance system.
Finalization of the list of SP
> OSCA together with the MSWDO will
determine the final list of the Social Pensioner among
the indigent giving priority to 80 years and above.
 SP Notification and Enrollment
> OSCA/MSWDO will immediately inform the
beneficiaries
SP Provision
> OSCA/MSWDO will conduct monitoring or as
need arises.
Monitoring of the Social Pension
>OSCA/MSWDO will conduct monitoring
> Social pension Focal will conduct regular
monitoring and spot checking.

Procedure in
processing
replacements for the
beneficiaries of the
social pension
Rationale
2011 – 31% 0r 43, 007 of the target 138,960
senior citizens base from the data of
DSWD NHTS-PR were not serve due to
reasons such as: death, transfer of
residence/address cannot be located,
pensioner of SSS, GSIS, etc. And has
permanent income/support from family or
relatives and other reasons/issues on
exclusion and inclusion.
Objective
To serve indigent senior citizens
ages 65 years old and above
from the LGU validated list and
NHTS-PR
To utilize grants for Social
Pension for Indigent Senior
Citizens.
Replacement
Qualified senior citizens ages 65
years old and above as priority,
either from the NHTS list or LGU
validated list.
The delisted or terminated cases
shall be subject for replacement
Senior Citizens as Replacement
 Qualified senior citizens ages 65 years old
and above as priority, which include walk-
in or referred by other offices.
 Shall be assessed by the LGU Social Worker
for possible inclusion in the program.
 Qualified husband and wife senior citizens
shall be considered to avail social pension
especially those who have no family
members or living alone.
In cases
Where there are no more
qualified senior citizens 65
years old and above in a
certain barangay, FOs shall
consider those qualified 65
years old and above from
other barangay within the
municipality
In cases
 Qualified senior citizens 64 years old and
below, shall be consider as replacement
should there be no more qualified sc ages
65 years old and above subject to
assessment, availability of fund and
approval of the Regional Director.
 Ensure that the oldest qualified SC shall be
covered before accommodating those who
are in the lower age.
Those qualified validated senior
citizens whose address cannot
be located and/or due to
absence during the pay-
out/delivery of payment for one
(1) quarter, he/she will be
subject for re-validation if
he/she was already replaced.
Geographical Area
 The target number of SC to be considered
as replacement shall be base on the number
of delisted senior citizens.
 Those who will be considered as
replacement will come from the same
barangay where the delisted or terminated
social pensioner is located.
 It may be from other brgy. or mun. w/in the
region or from other LGUs w/ high poverty
incidence or IPs sc.
Supporting Documents
STATUS OF BENEFICIAIRY SUPPORTING DOCUMENTS
1. Deceased -Death certificate
-Letter or certification from the
OSCA/barangay that the social
pensioner is already deceased.
2. Has transferred residence Letter from MSWDO or OSCA/brgy.

transfer of the social pensioner.

3. Address cannot be located, the Recorded in the intake sheet of the


MSWD was not informed by the beneficiary or indicated in the payroll
beneficiary or his/her relative during pay-out.
4. Pensioner/receiving monthly Monitoring report of C/MSWDO/OSCA
pension from government or private
institutions i.e. SSS, GSIS, etc.

5. With regular income/financial Monitoring report of C/MSWDO/OSCA


support from family/relatives
Budget
The annual target for Social
Pension implementation is
budget-driven as such would
mean that the number of
beneficiaries to be served
shall depend on the budget
allocation.

SENIOR CITIZENS
AMENDMENTS
 Item II, Paragraph c, Sub-paragraph 1 of 2011-003 is
hereby amended as follows:

Death of the Beneficiary before the payout – in case

amount of the unclaimed stipend shall be given
to the replacement beneficiary.
 The replacement of a beneficiary who dies within the
quarter shall take effect in the succeeding quarter.
 The release of stipend for the replacement beneficiary
shall take effect on the succeeding quarter which
includes the unclaimed stipend for the previous
quarter of the deceased beneficiary and the initial
stipend for the current quarter of the replacement
beneficiary.
Liquidation
 The LGU thru City/Municipal Disbursing Officer shall
submit the liquidation reports on the 2nd month of
every quarter to include the list of the delisted
beneficiaries and replacements.

the balance to DSWD Field Office on or before 15th of
the 2nd month of every quarter.
