• OBJECTIVE: Proper utilization of resources within New Estate
Baptist School.

• PROJECT: This Greenfield Review is two-phased - Basic and


Standard Phases.

• REPORT EMPHASIS: Basic Phase – To determine the minimum


staff level of Teaching and Non-Teaching staff required to deliver
quality education to the current enrolment figures and facilities
within New Estate Baptist School.

• SCOPE:
- Lagos State Ministry of Education (LSME) standard.

- Peer review of selected Schools within the NEBS oikos.

According to LSME, the recommended Support Staff - Student Ratio is 1:25 in


Primary Schools, while in Secondary Schools - The Support Staff to Student
Ratio according to the LSME is 1 per convenience and each convenience serves
about 35 students.
However, this is exclusive of provision for School Secretary/Receptionist,
Human Resource (HR), Finance, Store and Procurement.
TEACHER TO SUBJECT RATIO
For the teacher-subject ratio, it is impossible to determine
without the timetable showing the number of lessons each
subject has in a week. However, as a guide, in pre-primary
and lower primary classes, the class teacher is expected to
deliver all subjects on the premise that the staff are
appropriately qualified and trained.

While in Secondary classes, it is expected that all classes


should be taught by subject specialist. However, Human
Resource and Employment practices are expected to employ
teachers with combined honours degrees as this pre-qualifies
them to teach multiple but related subjects.
TIME-TABLE REVIEW
For school time-table review, though we did not get the
NEBS’s school time table for analysis. However, the LSME
expects that the school’s day and its component lessons are
fine with the following caveat:

• Co-curricular takes place with the given framework

• Lunch and break is the equivalent of 1 lesson

• There is a short break (recess) of about 25 – 50% of a


period time.

RECOMMENDATIONS
• Align operations with what competition is offering, due to the
following reason:
- number of students per class is higher than competition
and fees are lower, obviously school is not breaking even.

The students per class and fee ratio is a very delicate balance as
physical facilities and services offered requires review.

• The weekly structure and daily timetabling should be reviewed in


line with what competition/LSME is offering to reveal the
following:
- students/subject ratio which will confirm if NEBS is offering
too many subjects, and to confirm if
- the secondary school is draining the primary school.
RECOMMENDATIONS cont’d

• The staff/student ratio is currently high therefore, a knowledge of


teacher competencies and skill sets is necessary to be able to
advise on the way forward.

• Analysis of how effective NEBS is using the current resources it


has.
