over local governments and advise
the President on issues

adhere to the principles of
accountability, transparency,
performance and effectiveness

SGLGB is an award and incentive program for
performing barangay governments in the areas of:
1. Peace and Order
2. Financial Administration
3. Disaster Preparedness
4. Social Protection
5. Business-Friendliness and
Competitiveness; and
6. Environmental Management
III. Purpose
To institutionalize a system of
recognition and incentive awards
for barangay governments and
provide mechanics for access to
Performance Challenge Fund (PCF)
etc.
IV. Scope and Coverage
This policy shall cover:
- All Provincial Governors, City/Mun. Mayors,
Punong Barangays, Presiding Officers and
Members of the Sanggunians at all levels, DILG
Regional Directiors and ARMM Regional
Secretary
- 42,044 barangays nationwide
- National Barangay Operations Office –
Research and Profiling Division – overall
lead in the program
V. Assessment Criteria
and Indicators
For 2018, the principle “3+1” applies. A
barangay needs to pass ALL THREE (3)
core areas:
1. Peace and Order
2. Financial Administration
3. Disaster Preparedness
And one of the three essential areas:
Social Protection, Business-Friendliness,
and Environmental Management

- Functionality of BADAC
- Functionality of BPOC
- Performance in LTIA
- Maintenance of RBI

- Compliance with Barangay FDP
- Percentage increase in local resources

VIII. Governance Assessment
Report and Conduct of Exit
Conference
- Each barangay shall be provided
information of its performance through
the Governance Assessment Report.
- This will be presented through an exit
conference to officially communicate the
SGLGB results and recommendations
IX. Monitoring and Submission
of Reports and other

1. DILG-RO LGMED will assess and
monitor the performance of LGUs
through the Div. Chief together with the
SGLGB Regional and Provincial Focal
Persons and will track utilization of
funds and report to NBOO-RPD

2. SGLGB National Working Team of NBOO-
RPB will monitor SGLGB implementation
in all regions and address concerns.
NBOO-RPD will also provide feedback to
the region and other involved agencies

3. SGLGB National Quality Committee will
be responsible for the final stage. The
SGLGB-NQC will present the final vetting
and recommendations while the NBOO-
RPD will provide technical and
administrative support.
X. Repealing Clause

All existing issuances issues by the


DILG which are inconsistent
herewith are hereby amended or
rescinded accordingly.
XI. Policy Review and
Evaluation

This issuance shall be periodically


reviewed to address gaps in the
effective implementation of the
SGLGB.
