• To discuss the meaning of human rights
• Familiarize the students with their human rights
• Outline the importance of human rights so that the
students may take responsibility of protecting
themselves and their peers
• To empower and inspire them to become valuable
advocates for tolerance and peace

WHAT IS HUMAN RIGHTS?
Human rights are the rights inherent to all human
beings, irrespective of nationality, place of residence,
sex , national or ethnic origin, colour, religion,
language, caste or any other status . We are all equally
entitled to our human rights without discrimination .
These rights are interrelated , interdependent and
indivisible. This unit helps in creating a deeper
understanding about the concept of human rights.

HISTORICAL PERSPECTIVE OF HUMAN
RIGHTS:
• It is evident fact that in historical times , slavery was
viewed as a legal custom in the social system. The
slaves were considered as living possessions and were
deprived of minimum basic needs. The slaves had no
political or economical freedom or any kinds of rights.
• During the time between World war 1 ,the term
philosophers wrote articles in newspapers to enlist
about the “great cause of human rights” so the term
“human rights” came around that time.

CIVIL AND POLITICAL RIGHTS
The following rights of no person should be violated:
• Birthright over polity
• Ensure citizen’s ability of full
• Participation in the field
• Remove discrimination
• Protect the freedom
• Civil rights ensuring physical and mental integrity ,
life and safety
• Political rights include natural justice in law

HUMAN RIGHTS OF VULNERBLE
GROUPS
The vulnerable groups that face discrimination
include – Women , scheduled caste , scheduled
tribes, children, aged, disabled, poor migrants to
name a few. At times they are deprived of their
basic rights . Such problems prevail in the
developing countries.
The constitution contains various provisions for the
enlargement of such marginalized groups , for
instance Article 341 for scheduled caste , Article
342 for scheduled tribe, Article 340 for OBC’s ,
Article 30 which provides the right to minorities,
have been established and administered .

REMIDIES :
Human rights violation occurs when there Is abuse ,
denial of basic rights such as political , civil, social,
cultural and economic rights, ignorance
The organizations collect evidences and
documentation of alleged human rights abuses and
apply pressure to enforce human right laws.

DHARAMPURI:A CASE STUDY
Dharmapuri violence is one of the worst case based on
violence that happened in India. The incident took place
on 7th November 2012 at Nikkankottai in Dharmapuri
district of western Tamil Nadu. The colonies of dalits
community suffered fury unleashed by the rampaging
mob of Kshatriya caste community. The huts, tiled-roof
and one or two –rooms concrete houses were torched
by the mob. Even though there was no causality
reported , the occupants of houses escaped and took
shelter in other villages.

REASON FOR ATTACK COMMITTED
The inter caste marriage between dalit boy and
vanniyar girl was the immediate reason for the
violent case conflict. This impelled Vanniyar
community to call Panchayat meeting on 3rd
November which portended some extreme reaction
for upper caste Hindus. The dalits fearing ugly
consequences asked for police protection on 5th
November.
On 7th November the girl’s father committed suicide
when he came to know that his daughter was not
ready to come back. The Vanniyar community people
carried the dead body and set ablaze the dalit houses
on fire. People lost their properties and important
documents such as educational documents , land
documents etc. 15
DEEPER LOOK IN THE ISSUE
It was later exposed that the attacks on Dalit people
were pre planned and that the suicide of father was
not the actual cause. The incident was pre planned
and during the Panchayat meeting an ultimatum was
issued by some Vanniyar people. The mobilization of
Vanniyar men , police fore warning the colonies of
dalits, properties of people looted and destroyed but
no physical harm done to people also the attacking
mobs did not have people from neighboring hamlets
but from other villages who brought kerosene and
petrol in mini trucks indicating the attack was pre
planned .

WHAT RIGHTS HAVE BEEN VIOLATED?
The Dharmapuri incident proves that despite
the efforts of government the violence and
discrimination against dalits still continues to
prevail in the society. The silence of police
during the attack and forewarning the of Dalits
points the fact that police require an immediate
revival at local level. The incident also calls for
more strict legislations to prevent atrocities
against the Dalits and to annihilate caste system
and to enforcement of strict laws at the same.

AFTER THE INCIDENT
The dalit men now have started going outside the
village to fend for their family . They have started
working either as self employed with jobs like scrap
dealing or in construction industries. This has brought
huge development standards. People became
economically more secure and stable and as a result
started acquiring more land . They no longer had to
depend or show respect to Vanniyars and began to
pursue higher education.
