CRITICAL
ARTICLE
REVIEW ON:

LANGUAGE
PLANNING
CONCEPT
PAPER (2010)
Edgar R. Eslit, Ph.D
Dean of Student’s Affair, St. Michael’s Collage, Illigan City by Edgar R.
Department of English, College of Arts and Sciences
Eslit
 Type of paper : It is a concept paper – to
propose the research on effectiveness of
language planning
 Participants: Later will proceed with a
group of class.
 Data Collection: Not Available
 Data Analysis: Not Available
 Research design: Maybe will proceed with
a case study
continue
Strength of the concept paper:
 The topic was well elaborated
 The objectives were well met.
 The author provided good
recommendations on alternative
strategies regarding the topic.
What can be
improved?
 The title –
“LANGUAGE PLANNING CONCEPT PAPER”
 No specific title.
 What can be improved? The nice title could be –

 Sandeep B. Bavdekar (2016) - A good title for a research

article is the one which, on its own, is able to introduce
the research work to the fullest extent, but in a concise
manner.
 The title should concisely identify the variables being
investigated and the relationship among those variables
(American Psychological Association [APA], 2010).
What can be
improved?

 there was no abstract in the Edgar’s concept

paper.
 A concept paper should consist of a brief
abstract – descriptive, informative or critical.
What is
good?

 The introduction contains a definition of

terms:
Language planning
Effective communication
Mother-tongue
 A good introduction presents a broad
overview of your topic and your thesis, and
should convince the reader that it is worth
their time to actually read the rest of your
essay (Chris Maynar, 2014).
What can be
improved?

 There is no brief explanation about the procedure,

methodology he will use in the introduction
 Too long for an introduction.
 No main purpose, only provide 3 objectives that are not clear.
 Suggestion on how to write a good introduction for a concept
paper from Wikihow.com :
1. Grab your reader’s attention by writing a ‘hook’ sentences that
could attract the interest of reading
2. Explain your aims and a summary of the main findings or key
arguments are presented.
3. At the end of the introduction, a brief statement of the
evaluation of the text is given.
What can be
improved?

 No section provided or highlighted.

 Some statements tend to be assuming, and
not backed by evidence.
 Glaring factual error –
“(In Malaysia) All academic disciplines
at tertiary level are now conducted in
Malay. It has become the language of
communication at all levels, both in
formal or informal settings”.
(Asiah Abu Samah, 1994)
continue
Technical Error / Weakness:
 Grammatical error (pg.2 and pg.7)
 Wrong numbering in objectives (pg.2)
 The author uses first person point of
view, and exclamation mark, which shows
he does not follow the conventions of
academic writing style.
POSSIBLE
FACTUAL INACCURACIES
 On the advantages and disadvantages of
language planning taken from various
countries, most statements were
provided without evidence.
 Since language planning and policy on
national level are always constant
evolving, author needs to use recent
information and cite them.
There is no Methodology in the paper:
 The methodology on how language
planning is going to be carried out in the
Philippines is not mentioned.
 Is there any research to be done before
planning the language policy?
 Is it a qualitative/quantitative research in
finding the suitability of the language
policy to the Philipinos?
What can be
improved?

Findings:
 There is not much information on MLE.
 To improve the existing language policy,
there should be a detailed description
on MLE, how it is being carried
out/implemented so there is an evidence
supporting the suggestions of
improvements for the language policy.
What can be
improved?

 The author uses capitalization to place

emphasis:
The cost and expertise to create instructional materials
and to recruit and train teachers from, or in, minority
languages. BUT materials and texts can be produced locally
and cheaply, especially for the early grades, using teachers
and community members as resources AND teacher
trainees from linguistic minorities can be found and trained.
What can be
improved?

 Conclusion about this concept paper

should be made.
The purpose of a conclusion is to tie together, or
integrate the various issues, research, etc.,covered in
the body of the thesis, and to make comments upon the
meaning of all of it. (Assan, J. , 2009)

The conclusion is where you can make the strongest case

for yourself as an academic. Inthis respect, it is the most
important part of your thesis; this is where you really
showyourself. (Assan, J. 2009)
What is
good?

 Some current references ( within 5 years)

It is the tested stratagem to insuring a teaching-learning set-

up whose positive impact has been verified in various places,
here and abroad.” (Quijano, et. al, 2012).

 Arranged in alphabetical order.

The references must cite recent and

relevant research only. (Anon, Guide for
Authors)
What can be
improved?

 Most of the references used are quite

outdated(old)
Planning or improving effective communication can
also lead to other social changes such as language shift
or assimilation, thereby providing another motivation to
plan the structure, function and acquisition of languages
(Ogbu, 1987).

Asiah Abu Samah (1994) stated that we can see

language
planning in Malaysia as successful due to the fact that
the development of Malay has been impressive,
linguistically, pedagogically and stylistically.
At least half (50%) of the references should
be published within the last 5 years. (Anon,
Guide for Authors)
 The concept paper lack of key elements;
i) Problem statement is not clear
ii) Methodology is missing
iii) Literature review on language
planning/policy and how it has been
carried out in the Phillipines not
elaborated.
