How many countries do you think
are there in the world? More than
100? Less than 200?
There are about 192 countries
belonging to the family of nations.
“Country” is a colloquial or ordinary
term used by people to mean a
population living in a definite
territory.
Legally, the word “country” is
referred to as state in political
science.
Then we grow up, we
meet people, make
friends, and become
members of a peer
group “barkada”.
We attend school, and we
become members of a school
club.
We also become
members of a
religious group
and other small
or large
organizations.
Greater than these, we
automatically become
members of a very large,
complex organization that
requires our patriotism and
obedience to its laws. This
is what we call a STATE.

PEOPLE
P E O P L E
 This refers to the inhabitants or the population of the
state that comprises its citizens.
 Citizens- are the people who enjoy protection of the
state and have the right to participate in its political
affairs.
 It is important that the people are united by common
culture and history. However, it is not enough. For
example in the Philippines, the MILF has been
engaging the Philippine government into a protracted
war in its secessionist bid to make Mindanao a
separate Bangsa Moro Republic with its own flag,
armed forces and a separate government.
• It is clear therefore, that the people in
a state need to be cohesive and unified
not only culturally but also politically
or the state may break and collapse.
• The number of people that may
comprise a nation is not of prime
consideration. The consideration here
is that it should be small enough to be
effectively governed and large enough
to be self-sufficing.
Vatican- the seat of Catholicism with a
population about 1,000 is the smallest state in
the world with regard to population.
China- is the largest
consisting of about
1/3 of the Earth’s
population or less
than 2 billion
people.
TERRITORY
T E R R I T O R Y
this is the definite geographic area
occupied by the people. The
territory of a state must be definite
so as to properly ascertain its
jurisdiction.
A territory of the state covers the
following domain (Article I, Sec. II)
Terrestrial – refers to
the land mass
Maritime- refers to the territorial waters
composed of inland waters, external waters
extending 19 kilometers (12 miles) from the
coastline in the case of an archipelago like
the Philippines, its maritime territory
includes the bodies of water surrounding
and those in between the islands. This is in
accordance with the Archipelago Principles
recognized by the UN Convention on the
Law of the Sea.
Fluvial- refers to the land
beneath the external
territorial waters like the
sea floor, continental
shelves and other marine
areas beneath the
waters. These areas are
now being explored as
sources of minerals and
other products that
cannot be found on the
land surface.
•Aerial- refers to the air space above the land and the maritime
territory. Foreign aircrafts that will pass a state’s aerial territory
are required to seek permission or this will result to trespassing.
The smallest state in terms
of territory is the Vatican.
The largest state
is Russia.
•Territorial boundaries often
become a source of conflict
between states.
• The South China Sea before now
it is West Philippine Sea is a
potential flashpoint because of the
competing and overlapping claims
on the Spratlys Islands by the
Philippines, China, Taiwan, Brunei,
and Vietnam at Malaysia.

SOVEREIGNTY

to rule over its citizens within its territory
and be free from control of foreign states.
