PRIVILEGES TO SENIOR CITIZENS, FURTHER
AMENDING REPUBLIC ACT NO. 7432, AS
AMENDED, OTHERWISE KNOWN AS “AN ACT TO
MAXIMIZE THE CONTRIBUTION OF SENIOR
CITIZENS TO NATION BUILDING, GRANT
BENEFITS AND SPECIAL PRIVILEGES AND FOR

GOVERNMENT ASSISTANCE
Social Pension
Indigent senior citizens shall be entitled to a monthly
stipend amounting to P500 to augment daily subsistence
and other medical needs.
Mandatory PhilHealth coverage
All senior citizens are covered by the national health
insurance program of PhilHealth.
Social safety nets
The social safety assistance shall include food, medicines,
and financial assistance for house repair to cushion effects
of economic, disaster and calamity shocks.

GOVERNMENT ASSISTANCE
Death benefit assistance
Assistance of a minimum of P2,000 shall be given to the
nearest surviving relative who took care of the deceased
senior citizen.

OTHERS
Express lanes
Express lanes shall be provided in all private, banking,
commercial and government establishments; priority shall
be given in their absence.

Educational privileges
Assistance shall be granted to senior citizens to pursue
education through provision of scholarships, grants, financial
aids, subsidies and other incentives.
Benefits and privileges for retirees
Continuance of the same benefits and privileges by GSIS, SSS
and PAG-IBIG as enjoyed by those in active service.
Privileges on special discounts in special programs
In order to avail of these benefits, the senior citizen or
his/her authorized representative shall present a valid and
original Senior Citizens’ Identification Card.
Penalties
• First Violation- a fine not less than fifty thousand
pesos (50,000Php) but not exceeding one
hundred thousand pesos (100,000Php) and
imprisonment for not less than two (2) years but
not more than six (6) years .
• Subsequent Violation- a fine not less than one
hundred thousand pesos (100,000Php) but not
exceeding two hundred thousand pesos
(200,000Php) and imprisonment for not less than
two (2) years but not more than six (6) years .
The Office for Senior
Citizens Affairs (OSCA).
There shall be established in all cities and
municipalities an OSCA to be headed by a senior
citizen who shall be appointed by the mayor for
a term of three (3) years without reappointment
but without prejudice to an extension if
exigency so requires. Said appointee shall be
chosen from a list of three (3) nominees as
recommended by a general assembly of senior
citizens organizations in the city or municipality.
The OSCA shall have the following functions:
(a) To plan, implement and monitor yearly work
programs in pursuance of the objectives of
this Act;

(b) To draw up a list of available and required


services which can be provided by the senior
citizens;
c) To maintain and regularly update on a
quarterly basis the list of senior citizens and to
issue national individual identification cards,
free of charge, which shall be valid anywhere in
the country

(d) To serve as a general information and liason


center for senior citizens;
(e) To monitor compliance of the provisions of
this Act particularly the grant of special
discounts and privileges to senior citizens;

(f) To report to the mayor, any individual,


establishments, business entity, institutions or
agency found violating any provision of this Act;
and
(g) To assist the senior citizens in filing
complaints or charges against any individual,
establishments, business entity, institution, or
agency refusing to comply with the privileges
under this Act before the Department of Justice
(DOJ), the Provincial Prosecutor’s Office, the
regional or the municipal trial court, the
municipal trial court in cities, or the municipal
circuit trial court.”
Penalties
• Any person who abuses the privileges- a fine
not less than fifty thousand pesos (50,000Php)
but not exceeding one hundred thousand
pesos (100,000Php) and imprisonment for not
less than six (6) months.
• If an offender is an alien or foreigner- he/she
shall be deported immediately after service of
sentence without further deportation
proceedings.
Penalties
• Upon filing of an appropriate complaint, and
after due notice and hearing, the proper
authorities may also cause the cancellation or
revocation of the permit, permit to operate,
franchise and other similar privileges granted
to any person, establishment or business
entity that fails to abide by the provisions of
the Act and these Rules.

organization or any similar entity the officials
thereof directly involved in such as the
president, general manager, managing
partner, or such other officer charged with the
management of business affairs shall be liable
thereof
