Instruction for lifting

 This procedure applies to Jawa#1 CCPP Project. In the event that there is any conflict arisen between this procedure and local statutory and customer requirements, superior standards shall be complied with.

 ROLES & RESPONSIBILITIES

 Project Manager

 Project Manager is responsible for the approval on the operation of rigging work, and relative activities at the site, and overall health and safety management of the work.

 Project Construction Team Member

1. Project Construction Team Member shall review the adequacy of the plan for rigging work, and she/he shall have responsibility for inspecting rigging slings and relative components (lifting support device) on the delivery to the site and on a monthly basis.
He/she shall also manage and oversee training and inspections to ensure that workers comply with safety standards.

 Project EHS Manager

 Project EHS Manager is responsible for reviewing the safety of work plan and checking the adequacy of the rigging slings through a delivery inspection and conducting a daily inspection and monthly inspection (Colour code management). He/she shall
stop the work when the safety standard is not complied with. He/she shall check the implementation of the inspection process prior to work.

 Subcontractor

 Subcontractors shall establish a work plan for the rigging work, select appropriate rigging slings and components, and comply with safety standards during the operation, and ensure that the rigging worker conducts the daily inspection and take corrective
actions if necessary.

 Qualification
 The rigging work in designated hazardous work shall be conducted by a qualified rigging worker in accordance with the instruction.

 A rigging worker shall have appropriate training and qualification in accordance with national legislation.
 In overseas cases, the designated worker who takes and completes safety training given by the Project EHS Manager shall conduct the rigging work
if there are no applicable local legislations for the qualification standard of the rigging work.

 Lifting operations shall be supervised and carried out by competent persons. Competent requirements are set out below;
 Lifting operations shall be supervised by a competent lifting supervisor who shall have relevant experience and hold a valid 3rd party certificate of
training in lifting operations.
 Rigging of lifting equipment, slinging of loads, signaling of cranes will be undertaken only by trained and competent persons. All riggers, slingers and
signalers shall hold a valid 3rd party training certificate in the relevant discipline. Slinger / signalers shall wear a red construction safety helmet and a
red high visibility vest for the purpose of easy identification on the worksite.
 Lifting equipment operators shall be trained and shall hold a valid 3rd party training certificate and shall be competent in the use of the specific lifting
equipment on site.

 However, the color can be changed according to client’s request and site standard.
 Delivery of Rigging Sling
 Rigging slings shall be a standard product made by a professional manufacturer and shall be brought into the site after planning and
review, and shall not be used arbitrarily for construction and repairs at the site.

 Rigging slings shall have a marking (tag, label, etc.) indicating the maximum allowable load, and the documents to be considered when
bringing into the site are as follows:
 A certificate of safety (Country or international standard), and a certificate of manufacture or warranty
 A test report of rigging sling, etc. and other document (if necessary)
 Safety factor shall be over 6 for Samsung C&T standard, and over 4 for the support, and a safety factor of 10 shall be applied for a
man cage.

 The safety factor (cutting load value divided by maximum value of load) of the lifting support device, such as a sling with a hook or
shackle fastened together, shall be equal to or higher than the safety coefficient of the rigging sling.

 ck of Rigging Sling

 When the rigging sling and lifting support device are brought into the site, it is necessary to use the standard product complied with the certification procedures in accordance with each country regulations and international standards, and the inspection shall be carried out according to the inspection system of the country.

 A copy of the supporting documents for manufacture, authentication, and inspection shall be kept in the safety team’s office.

 Slings and lifting support devices shall follow the disposal standard that is proposed by the manufacturer, and they shall be inspected and disposed according to the following criteria:

 Inspection and disposal standard of wire rope sling

 It shall be inspected before the start of operation, and the inspection items are as follows;

 Degree of abrasion: Measure the diameter of the most worn out and loaded area

 Presence of disconnection: Number of disconnection and its distribution status

 Degree of corrosion: Corrosion and rusting condition

 Oiling condition: Surface and internal oiling condition

 Combined status: Condition of loosening and tightening between the joint and the inserted end

 Others: Maintaining the normal status of twist and evidence in a tangle

 The criteria for disposal are as follows;

 When damage on a single strand in one twist section is 10% or more

 When the wire's nominal diameter has been reduced by 7% or more

 When it is severely deformed, corroded, and/or tangled up

 When the number of disconnected strands in non-rotating wire is either 4 or more within 6 times of wire rope's nominal diameter or 8 or more within 30 times of wire rope's nominal diameter

 When it is damaged by heat and electric shock


 METHOD

 General

 During the use of rigging slings and lifting support devices, the following shall be complied with:

 Rigging slings shall not be used by exceeding its working load, the lifting angle shall be maintained within 60 degrees, and it shall not be dragged or dropped.

 An operation with a man cage by a mobile crane shall be prohibited in Korea. In the case of overseas projects, a man cage can be used according to the standards set by the country regulations. The man cage shall not be operated with exceeding wind speed
of 7 m/s and lifting speed of 30 m/min, and the load including the passengers shall be less than 50% of the crane capacity.

 When cutting wire rope or chain, it shall be cut by mechanical methods. Wire rope shall not be cut by heating methods, such as a gas torch, and the sling which is affected by the heat, such as an arc, flame, or high temperature contact, etc. shall not be used.

 The wire rope termination method, such as the direction and number of clips, and fastening method, and strand arrangement, etc. shall be used according to the standards of manufacturer and country.

 The basket hanger shall not be used to prevent the cargo from falling down, and the pallet and prop shall be managed firmly i n order to avoid breaking and collapse, and the cargo with sharp edges and angles shall be covered with proper protection.

 Rigging with only one line shall be prohibited, but if it is unavoidable, measures shall be taken to prevent the cargo from slipping, dropping, and rotating.

 If more than 2 lines are used, a curved shackle shall be used. If a belt sling is used, the designated shackle only for the belt shall be used.

 If more than 3 lines are used, the tension of the slings shall be uniform, and impact loads shall not be imposed.

 When a strangle knot method is used, a shackle shall be used to prevent damage to the loop section, and the direction shall be checked to prevent the shackle pin and bolt from loosening. The diameter of the shackle body shall be larger than the wire rope
diameter, and it shall not be used from the side.

 Lifting support devices, such as hook, shackle, clamp, or ring, etc. that have deformation or cracks shall not be used as a hooking device for the crane, and any obstacle within lifting operation range shall be checked in advance, and the sling shall not be
released due to collision with nearby structures.

 Coupling links and master links in the chain sling shall be selected based on the diameter of the chain.

 A belt sling shall not be heavily twisted or tied, and the loop part shall not be overly tightened when it is hung on the hook.

 Use of web belt slings shall be avoided, and round slings shall be used instead. Life expectancy shall be checked for the round sling and replaced when exceeded.

 A 1-ton bag and fiber rope sling shall not be used for heavy load lifting purposes, and if the 1-ton bag is lifted by a crane, it shall be operated only after putting it in the lifting container.

 When working near high-voltage lines, the separation distance shall be ensured, and a foreman shall be deployed.
 After a rigging worker completes the preliminary work for lifting operations, such as binding of cargo, etc., and the cargo shall initially be
lifted only 10~20cm for checking the center of gravity. Then, the worker shall maintain a safe distance from the lifting operation range.
When the cargo is landing, the worker shall wait in a safe position and take the cargo by holding the guide rope in order to lower the
cargo safely.
 When an excavator is used for lifting operations, the model that has been reviewed for its lifting capacity shall be selected, and the lifting
operation plan shall be prepared according to the lifting load table presented by the manufacturer. The installation standards of
safeguards (overload prevention device, etc.) for local statutory requirements shall be observed.
 When a crane is used for lifting construction equipment, the equipment shall be fastened to the designated lifting hooks with proper
rigging methods, and shall be followed the equipment manual requirements. In the case of large or high-priced equipment, the specially
manufactured and examined devices, such as spreader beams, shall be used.
 A sling used for pulling or towing shall have a safety factor of 4 or more, and the area shall be restricted from the workers, where there is
a risk that the sling and lifting support device can be broken and dispersed.
 Any action which removes the safeguard functions or disturbs normal operation shall not be taken during the operation. In the case when
the abnormality of safeguard is identified, the operation shall be immediately stopped, and the findings reported to the Project
Construction Team Member and Project EHS Manager.
 Falling Object Prevention
 The working route for equipment shall be planned, assigned, and restricted.
 Only authorized lifting support devices shall be used at the site and inspected before the operation starts.
 A sling shall not be used in excess of the safe working load suggested by the manufacturer.
 Guide ropes (tag lines) shall be used for lifting operations, and the loading material and rigging work shall not interfere with surrounding objects.
 Restrict the access within the working radius, and a signalman shall be deployed.
 Caught-in Prevention
 When fastening a lifting support device, attention shall be paid to prevent fingers or body parts from being caught in the components.
 Holding or supporting the rigging slings by hand shall be prohibited.
 The loading material shall not be dragged or pushed by the worker, and a guide rope (tag line) with sufficient length shall be used.
 A fixed object shall not be separated or disassembled by using a rigging sling.
 End of Operation
 The rigging worker shall send the pre-arranged signals clearly to the signalman and operator.
 The man cage used for emergency evacuation and rescue operations shall be stored in a designated place that can be accessed and deployed quickly.
 Storing and Repairing
 Rigging slings and lifting support devices which have been previously used shall be stored in a designated place.
 Lifting containers and man cages shall be stored in a designated place.
 Unqualified slings and lifting support devices according to the manufacturer’s standard shall not be stored or repaired arbitrarily, and they shall be disposed of immediately.
