Republic Act No. 10627
On September 12, 2013, Republic Act No. 10627, entitled “An Act
Requiring All Elementary And Secondary Schools To Adopt Policies To
Prevent And Address The Acts Of Bullying In Their Institutions” was
signed by President Aquino, officially placing executive imprimatur on
the Bill passed by the 15th Congress.
Also referred to as the “Anti-Bullying Act of 2013”, the law defines the
act of bullying as “any severe or repeated use by one or more students
of a written, verbal or electronic expression, or a physical act or
gesture, or any combination thereof” that is “directed at another
student.” Furthermore, such use must have the effect of “actually
causing or placing the latter in reasonable fear of physical or
emotional harm or damage to his property; creating a hostile
environment at school for the other student; infringing on the rights
of the other student at school; or materially and substantially
disrupting the education process or the orderly operation of a school.
Cyberbullying is bullying that takes place over digital devices like cell
phones, computers, and tablets. Cyberbullying can occur through
SMS, Text, and apps, or online in social media, forums, or gaming
where people can view, participate in, or share content. Cyberbullying
includes sending, posting, or sharing negative, harmful, false, or mean
content about someone else. It can include sharing personal or private
information about someone else causing embarrassment or
humiliation. Some cyberbullying crosses the line into unlawful or
criminal behavior.
 The most common places where cyberbullying occurs are:
• Social Media, such as Facebook, Instagram, Snapchat, and Twitter
• SMS (Short Message Service) also known as Text Message sent
through devices
• Instant Message (via devices, email provider services, apps, and
social media messaging features)
• Email
Understand the bullying
If you feel safe enough: speak to the person who is bullying you
Never go through it in silence
Don’t see yourself as the problem
Deal with stress
Even though you may want to, don’t isolate yourself
Look after your health
Seek role models
