LESSONS LEARNT IDS 2014-18

 Strategic priorities for IDS 2014-18 were set under


the SDPF, thereby, limiting the scope of IDS
 Devolution was not made part of the provincial
strategy because the local governments under the
Local government Act 2013 were formed in 2015.
 Targets set in IDS 2014-18 were based on MDGs
which were replaced with SDGs in 2015. This
impacted overall implementation imperatives

IDS (2019-2023) – the future

 The IDS (2019-2023) will pre-dominantly focus on economic growth leading to


socio-economic prosperity
 The IDS 2019-2023 development process will focus on the changed scenario
resulting from the:
– GoKP’s transformational reforms initiatives
– Achievements in socio- economic developments
– Establishment of peace and improvement in law and order
– Change in regional geo-strategic environment
– Emerging new and potential opportunities in the wake of GoKP- China partnership
– New investments under CPEC and international obligations.
 IDS 2019-2023 will set the basis for SDPF to align donor interventions with
provincial priorities under the Paris Declaration 3

PROCESS FOR DEVELOPING IDS 2019-2023

A: Formulation of P&D Working Group


– Chaired by Secretary P&D

– To provide a platform for initiation of consultations for informing the


next development roadmap through experience sharing and
brainstorming on SDPF and IDS related achievements, results and
implementation gaps

– To introduce new perspective in the evolved scenario i.e. devolution,


sustainable development goals, CPEC and ongoing international
obligation for policy recommendation to concerned sectors

B: Formulation Of Sub Working Groups – Departments


– To be chaired by respective secretary of the department
– Relevant Chief of Section (P&D) will be the secretary of sub-working group
and will update the forum of P&D working group in the fortnightly meetings.

 Mandate of the Sub-Working Group will be:


– To do situation Analysis of their respective sector
– To provide statistics and data on Key performance indicators aligned with
SDGs
– To provide recommendations for sector strategic interventions
– To provide future reforms agenda aligned with international partner’s
development roadmap
– To develop a chapter for their respective sector 6
