FACILITY IMPLEMENTATION
ACT OF 2019
An Act Implementing Childcare Facilities
such as Breastfeeding stations, Play places,
Changing rooms in Public and Private
Workplaces
 Republic 8980. Also known as the Early Childhood Care
and Development (ECCD) Act which provides under its
Implementing Rules and Regulations (IRR) as mentioned in Section
27, Specific Roles and Responsibilities of DSWD that it shall
“Register, license and accredit public and private ECCD centers,
programs and service providers catering to children below 5 years
of age” Article 2, Section 12. The State recognizes the sanctity of
family life and shall protect and strengthen the family as a basic
autonomous social institution. It shall equally protect the life of the
mother and the life of the unborn from conception. The natural
and primary right and duty of parents in the rearing of the youth
for civic efficiency and the development of moral character shall
receive the support of the Government. Article 2, Section 13. The
State recognizes the vital role of the youth in nation-building and
shall promote and protect their physical, moral, spiritual,
intellectual, and social well-being. It shall inculcate in the youth
patriotism and nationalism, and encourage their involvement in
public and civic affairs. Article 2, Section 18. The State affirms labor
as a primary social economic force. It shall protect the rights of
workers and promote their welfare. Republic Act of 6972. As
mentioned in Section 4 under services for children and their
families in the Day care centers. Care for children by an accredited
Child Care worker during part of the day, or if feasible during the
night while their parents are at work shall be provided, Monitoring
of the children and activities are provided.
Workplace Child Care on-site facility
provides child-care, breastfeeding station ,
changing stations and play room for employees’
children. Workplace Day Care is an important
benefit for many employees, allowing them to
spend more time with their children during the
workday. On-site programs allow employees to
spend lunch and breaks with their children or for
new mothers to come and provide breastfeed.
Workplace Day Care decreases anxiety for some
parents, improving their ability to concentrate on
their jobs. Workplace Day Care can improve
employee lower absenteeism and turnover
because fewer employees need to take time off to
look after their children.
The facility is limited by age, until 5 years
old. The services are usually available at a fee that is
subsidized by the employer, or some companies may
offer this benefit for free. The Child Care facilities
offer full-day support for my children, while
engaging them with activities that focus on age-
appropriate educational milestones.
