Overview
In project preparation phase, ZTE GSM base station controller ( iBSC) installed and
debugging completed ,BSC and MSC database ready , the database tested complete
ly in backgroud ( ie build a GSM system in MCN Room). In swap period, Selecting so
me sites and then swap to ZTE sites everyday.
• RF Side
To coordinate project swap , and ensure stable net , the handover will not be influe
nced, to avoid operation of large count neighbor Delete-Add in swap night if swap
plan changed , it will use Dual Define Adjacent Cell for Swap, create 2 wireless topol
ogy network, and then delete redundant relocation data after swap completed.

For old vendor's BTS , the BTS will be swapped exist neighbor cell and handover relations betwe
en each other before swap , but after swap ZTE BTS has the same relations and also should be tr
eated as his neighbor.
For the BTS has swapped by ZTE, the vendor’s equipment be swapped is his adjacent cell before
swap , and after swap the ZTE BTS is also his adjacent cell.
For LAC,CI are same before and after swap , MSC should modify & prep
are the database at swap night, modify CGI corresponding BSC . This case wont be
used in BSNL swap.
For LAC,CI are not same before and after swap(whether CI changed or n
ot) , MSC can prepare the new data before swap, old data will be deleted togethe
r in later period. This case will be used for BSNL swap largely.
Neighbor limit
If two cells which BCCH,BSIC are same ,it will not allow to be used for Sp
ecific BTS adjacent cell. Reasons are : 1.Not allowed by OMCR system;2.Decided by
features of GSM system , GSM system identify Adjacent cell only by BCCH+BSIC in c
all state, to index CGI of corresponding cell to handover to the target cell by BCCH
+BSIC

In swap, generally used BCCH and BSIC of current network, and firstly delete
old vendor’s neighbors in each swap progress, then add new vendor’s neighbor in sa
me location, that ensure UE can handover to the correct cell, which will not cause conf
used neighbor cell, and then cause handover failure and coverage issue. But this opera
tion will cost too much man power, and will occupy OMCR root frequently, cause wron
g data configuration easily.
To make up for this deficiency, guarantee security of network and swap sites
more conveniently, we will create two wireless topology, we will use the “ Dual Define
Adjacent Cell for Swap”, i.e. BSIC not to inherit, but the NCC of post-swap cell pan on
the basis of pre-swap ( such as cycle on the original basis plus 1 , 5->6,7->0 ) .Prep
are the database before swap , add pre-swap and post-swap neighbor cell for one c
ell meanwhile, due to NCC of post-swap cell has panned on the basis of pre-swap, that
can avoid the appearance of same frequency same BSIC. Use this operation can hando
ver unhindered , and no need to modify data specially no matter the target adjacent c
ell BTS will be swap or not .

When add neighbor cell by this methods, it
can consider that not an old BTS swap to a
new BTS, but install a new ZTE BTS which
has same location with old BTS, cells of this
BTS have same frequency, but different
BSIC, So it can add neighbor cell
completely by the methods of installing
new BTS. The main ideal is add the post-
swap neighbor cell firstly and delete pre-
post swap neighbor cell secondly . As
showen on left, blue cell means to be
swapped BTS, orange cell means post-swap

Necessary Operations
• Because the default count of neighbors in system only support 32, but the count o
f most neighbors will be over 32 if using this methods, it need to open the feature
s to support 64 neighbors. i.e. set the parameter Max number of GSM neighbor ce
lls( IndexStartEMR) to 64
• Usually it set NCCPERMITTED in network , and limited to the cell for handover, duri
ng swap ,need to cancel the limit of NCC temporary , after swap completed , reset t
he NCCPERMITTED.

Advantage
• Adding neighbors disposable, it only need to delete external cell to complete final neighbor cell
s after swap, and this operation can do anytime after , also wont influence handover , can do to
gether .
• Operate more flexibility in project , no demand for sequence of swap sites, can select one or m
ore sites in swap night.
• Taking into consider the “GSM Dual Define Adjacent Cell for Swap” will make less influence to
net work in swap , almost no affect to handover , meanwhile it will ensure the reliably data by te
st before swap;
• Also taking into consider the “GSM Dual Define Adjacent Cell for Swap”, it avoid continually ad
d-delete in data , reduce the link operation to pre-vendor;
• Low requirement for BTS installation place , especially the narrow place , it’s very useful that ca
nt put 2 BTS equipment meanwhile, and failure swap sites ,
