Function overview

 The Enhanced 911 Services Phase 2 feature delivers an emergency


caller’s initial position to the emergency services network via two
possible mechanisms

- Call Associated Signaling (CAS) Push mechanism

- Non Call Associated Signaling (NCAS) Pull mechanism

 Provision of the dialable or non-dialable call back number

Enhanced 911 emergency service mechanisms

 CAS Push mechanism

- supports the delivery of the emergency caller’s position at call


setup in the new IAM (OIP and ISUP) parameter Calling Geodetic
Location Parameter (CGLP), i.e. call setup is delayed in 1/APT while
the initial position is being determined

 NCAS Pull mechanism


- positioning information is determined in parallel to call setup
- once the position is determined 1/APT stores it in a node called
Gateway Mobile Location Center (GMLC) for the duration of the call
- GMLC delivers position on request from the emergency network

Data needed in MSC/VLR to support E911

 Address of the GMLC supporting E911 phase 2 services

Three new commands are introduced in block MLSCA (LSS) for the administration
of the GMLC addresses (MGLGI, MGLGE, MGLGP)

 Mechanism used to deliver the emergency caller’s position (CAS


Push, NCAS Pull with ESRK, NCAS Pull without ESRK, CAS Push
and NCAS Pull without ESRK, or none)

Existing commands MGECI, MGECC, MGECP have been extended to support the
definition of the E911 mechanism per emergency centre (MMS block MERNA)

 Emergency Service Routing Key (ESRK)

Two new blocks (MESDA, MCRRD) and three new commands (MGEKI, MGEKE,
MGEKP) are introduced in MSS to initiate, delete and print the ESRK

Prerequisites

 NF 861.1 Enhanced Emergency Call Routing

The functionality is used to define emergency centres served by the


MSC and connect each area (i.e. cell, location area, own MSC area or
neighboring MSC area) to an emergency centre.

 Support of GSM Location Services as introduced with the


positioning IP (5/IP in CN1.5)

Emergency Call Setup

 Reception of emergency setup message in MSS block MTA

 Build OIP IAM as in design base for emergency calls

 Check if new feature is supported and AXE parameter APPERNUSE


is switched on (Enhanced Emergency Call Routing is supported)
If not supported, E911 phase 1 behaviour as implemented in the design base
(i.e. provision of dialable callback number plus cell side identifier) is used as
fallback, otherwise seizure new new block MNILRH (Mobile Telephony Network
Induced Location Request Handler) is performed .

Emergency Call Setup

 Pass IAM communication buffer to MNILRH

 Determination of the supported enhanced 911 mechanism in MNILRH


- determination of the SII by using the transit analysis function (TRAF) via the
Connectionless Message Transfer Service (CLMTSE) to do a combined EOS and
B-number analysis before IAM is sent to TRAM

- Map received SII to the emergency routing index (ERN) and use new signal
interface READE911M/ACK based on existing interface READERN/ACK towards
MBSSD (MMS block) to translate the ERN plus cell information to the emergency
centre and with this to the supported enhanced 911 mechanism

 Further actions depend on the received mechanism

Emergency Call Setup/Release

 CAS Push (only)

- Starting of POST timer (if value >0) in MNILRH (maximum allowed time to delay call setup)

- Seize LSS (block MLSC) and trigger network induced location request (NI-LR) in LSS

- update IAM (received from MTA beforehand) with the E911 specific setting such as
callback number as calling party number (MSISDN or derived from the IMEI) and delay sending of
IAM to TRAM until location estimate is available or POST timer expires

- If location estimate is received before POST timer expires, the timer is stopped and the received
information is mapped into the CGLP (specified in E911 SIP) of the IAM. Afterwards IAM is passed
to MTA and MTA proceeds as in design base, i.e. sends it to charging, monitoring (if applicable)
and TRAM

- If the POST timer expires before location estimate is available, the IAM is passed to MTA and
MTA proceeds as in design base. In this case no positioning information will be available for the
emergency centre.

- MNILRH releases LSS (block MLSC)

 NCAS Pull with/without ESRK

- Seize LSS (MLSC) and trigger network induced location request (NI-LR) in LSS

- Update E911 specific IAM parameter such as the mechanism dependant


parameters like ESRK (unused ESRK is assigned if needed) or callback number
(MSISDN or derived from the IMEI) as calling party number and continue call setup
towards TRAM

- If location estimate is received from LSS, MNILRH triggers the sending of the
subscriber location report message towards the GLMC to store the information
there

- If the emergency call is released MNILRH triggers a second subscriber location


report message to delete the emergency caller’s position in the GMLC and
releases LSS. If an ESRK was assigned for the call, it is released as well.

- Check POST timer value:
If “0” perform only actions for NCAS Pull without ESRK as outlined before, otherwise:

- Seize LSS (MLSC) and trigger network induced location request (NI-LR) in LSS

- Update E911 specific IAM parameter as outlined before and continue as follows:

- If location estimate is received before POST timer expires


=> stop timer, map/store location estimate into IAM CGLP, and pass IAM to MTA, i.e. TRAM
=> trigger the sending of the subscriber location report message to the GLMC to store
the information there and delete with a second subscriber location report message
on call release

- If the POST timer expires before location estimate is available


=> IAM is passed to MTA, i.e. TRAM
=> on reception of the location estimate, a subscriber location report message is sent
towards the GLMC to store the information there and delete with a second subscriber
location report message on call release
