2018 Selection of

Representatives to the
Local Special Bodies
(LSBs)
LEGAL
COMPLIANCE

 Pursuant to Art. 64 of the IRR of the LGC, the


LGUs, upon assumption of the newly-elected
Sanggunian must have an accreditation of
CSOs for purposes of representation in LSBs.
BASIS
 Memorandum Circular No. 2019-72: “Guidelines
on Accreditation of Civil Society Organizations,
and Selection of Representatives to the Local
Special Bodies” (May 22, 2019)

COVERAGE
 All provinces, cities and municipalities and all
CSOs intending to apply for accreditation to seek
representation in the LSBs
DEFINITION OF TERMS
 Civil Society Organization (CSO) -
non-state and non-profit association
working to improve society and human
condition.
Basic Types
of CSOs:
1. NGOs
2. People’s Organization
3. Indigenous People’s Organization
4. Cooperative
5. Civic Organization
6. Social Movement
7. Professional Group
8. Business Group
INDICATIVE MAJOR
ACTIVITIES AND
SCHEDULING
INVENTORY AND DIRECTORY OF
CSOs: 1st to 2nd week of July

 LCEs shall cause the inventory of CSOs within


the LGU to be conducted by the Planning and
Development Officer or by a duly designated
appointive official

 Final updated Directory of Civil Society


Organizations to be prepared
Directory of CSOs should contain the following:

1. Name of organization, address, telephone/fax, and E-mail


address
2. Objectives, Purposes and Services offered
3. Community/ies served or currently being served
4. Project development and implementation track record
5. Names, addresses, tel/fax numbers of officials and list of
members
6. National, regional, provincial, city and municipal affiliations, if any
7. Registration information (by which government office or with a
pending registration)
INVENTORY AND DIRECTORY OF
CSOs: 3rd to 4th week of July

 Initial draft of Directory shall be posted in at least


3 conspicuous places within the LGU, website,
social or print media
CALL FOR ACCREDITATION:
1st week of August
Sanggunian thru the Presiding officer shall:
1. Issue a NOTICE of CALL for Accreditation to every organization
listed in the Directory of CSOs (note: other interested CSOs not
included in the directory may still be issued Notice of Call)
2. Send invitation to all organizations participating in different
government programs and those representing various local
boards or councils
3. Ensure that copies of Notice of Call shall be posted in 3
conspicuous places within the LGU, website, social or print
media
4. Ensure that application forms are readily available in the office
of the Secretary of the Sanggunian.
CALL FOR ACCREDITATION: 2nd
week of August but NLT the last
working day of the 3rd week

Every organization seeking for accreditation or renewal


shall submit the following requirements:

1. Letter of Application

2. Duly accomplished Application Form for Accreditation

3. Board Resolution signifying intention for accreditation for


the purpose of representation in the Local Special Body

4. Certificate of Registration

5. List of Current Officers and Members


CALL FOR ACCREDITATION: 2nd
week of August but NLT the last
working day of the 3rd week

Every organization seeking for accreditation or renewal


shall submit the following requirements:

6. Original Sworn Statement, issued by LCE

7. Minutes of Annual Meetings

8. Annual Accomplishment Report for the immediately


preceding year
CALL FOR ACCREDITATION: 2nd
week of August but NLT the last
working day of the 3rd week

Every organization seeking for accreditation or renewal


shall submit the following requirements:

9. Financial Statement, at the minimum, signed by the


executive officers of the organization, also of the
immediately preceding year indicating other information
such as source(s) of funds.

(Reference: Article 64 of the IRR of the Local Government Code)


ACCREDITATION PROPER:
3rd to 4th week of August

Sanggunian shall evaluate all applications for


accreditation on the basis of the following criteria:

1. Registration with the SEC, CDA, DOLE, DA, DAR, NHA,


HLURB or any national agency empowered by law to accredit
or register such organization

2. Organizational purposes and objectives

3. Community-based and sectoral-based with project


development and implementation track record for one year
ACCREDITATION PROPER:
3rd to 4th week of August

Sanggunian shall evaluate all applications for


accreditation on the basis of the following criteria:

4. Reliability as evidenced by the preparation of annual reports


and conduct of annual meetings duly certified by the board
secretary of the organization

5. Such other related information that the Sanggunian may


deemed essential.
ACCREDITATION PROPER:
3rd to 4th week of August

 Sanggunian shall accredit CSOs which comply with all the


administrative requirements and satisfy all the criteria
enumerated
ACCREDITATION PROPER:
3rd to 4th week of August

 Before the last working day of August, sanggunian shall issue:


1. Certificate of Accreditation to every qualified CSO
2. Notice to every organization which applied but failed to
submit complete documents, encouraging them to complete
the lacking requirements
3. Notice of Non-Qualification to CSOs that applied but were
not able to satisfy the requirements, informing them for
reason/s for non-qualification
4. Notice to every organization which did not apply,
encouraging them to apply for accreditation.
SELECTION OF REPS. TO THE
LOCAL SPECIAL BODIES: Within
1st and 2nd week of September

 After the accreditation, the DILG PD/CLGOO/MLGOO, as


the case may be, shall issue a notice to all accredited CSOs
for a meeting on the selection of representatives to the
LSBs.

 Conduct of an orientation on the functions of the Local


Special Bodies and responsibilities of the CSO that will be
selected during the same meeting to be presided by the
DILG PD/CLGOO/MLGOO
LOCAL SPECIAL BODIES
(LSBs)

 Local Health Board

 Local School Board

 Local Peace and Order Council

 Local Development Council


 LSBs provide avenues for meaningful participation in
various decision-making processes through organized
representation

 The frequency of meetings required for each


council/committee is provided in the law
Local Health Board (LHB)

 This local special body is involved in health services

Composition:
 Governor – Chairperson

 Provincial Health Officer – Vice Chair

 SP Committee Chair on Health – Member

 Representative from PS/NGO involved in health services –


Member

 Representative of the DOH in the province – Member


Local Health Board (LHB)

Functions:
 To propose to the SP, in accordance with standards and criteria
set by DOH, annual budgetary allocations for the operation
and maintenance of health facilities and services within the

 To serve as an advisory committee to the SP on health matters


such as, but not limited to, the necessity for, and application of
local appropriations for public health purposes;

 Consistent with the technical and administrative standards of


DOH, create committees which shall advise local health
agencies on matters such as, but not limited to, personnel
selection and promotion, bids and awards, grievance and
complaints, personnel discipline, budget review, operations
review and similar functions.
Local School Board (LSB)

 This local special body is involved in education services

Composition:
 Governor – Chair
 Provincial Health Officer – Co-Chair
 Provincial Treasurer – Member
 Youth Representative – Member
 President of the Provincial FPTA – Member
 Duly elected representative of the teachers' organizations in the
province – Member
 Elected presentative of the non-academic personnel of public schools
in the province – Member
Local Peace and Order
Council (PPOC)
Functions:
 Provide a forum for dialogue and deliberation of major issues
and problems affecting peace and order, including insurgency;
 Recommend measures which will improve or enhance peace
and order and public safety in their respective areas of
responsibility, including anti-insurgency measures;
 Recommend measures to converge and orchestrate internal
security operations efforts of civil authorities and agencies,
military and police;
 Apply moral suasion to and/or recommend sanctions against
local chief executives who are giving material and political
support to the Communist rebels;
Local Peace and Order
Council (PPOC)
Functions:
 Monitor the provision of livelihood and infrastructure
development programs and projects in the remote rural and
indigenous population areas adopted to isolate them from the
Communist rebels’ “Agitate/Arouse, Organize and Mobilize” and
ideological, political and organization works;

 Perform all other functions assigned by law, the President or the


NPOC.
Local Peace and Order
Council (PPOC)

Composition:

 Three organizations shall come Civil Society


Organizations as defined in the MC
Local Development
Council (PDC)

 Shall assist the corresponding sanggunian in

setting the direction of economic and social

development, and coordinating development

efforts within its territorial jurisdiction


Local Development
Council (PDC)

Composition:
 Governor – Chair

 All City/Municipal Mayors – Members

 Congressman or Representative – Member

 Youth Representative – Member

 Representatives from the CSOs (not less than 1/4 of the


members)
Local Dev’t Council (PDC)

 In the selection of CSO representatives to the Local


Development Council, the following shall be considered:
1. Must have representatives from the women sector or, as may be
practicable, at least 40% of the fully organized council shall be
composed of women pursuant to Section 11 (b), R.A 9710 known
as the Magna Carta of Women

2. Other existing laws subsequent to the passage of the LG code of


1991 that further define the composition of the LDCs such as but
not limited to R.A No, 8371 or the Indigenous Peoples Rights Act
of 1997 and R.A No. 8371 or the Agriculture and Fisheries
Modernization Act
3. Representatives of NGOs operating in the barangay, municipality,
city or province, as the case maybe, shall constitute not less than
¼ of the members of the fully organized council.
Local Development
Council (PDC)

Functions:

 Formulate long-term, medium-term, and annual socio-


economic development plans and policies;

 Formulate the medium-term and annual public


investment programs;

 Appraise and prioritize socio-economic development


programs and projects;

 Formulate local investment incentives to promote the


inflow and direction of private investment capital;
Local Development
Council (PDC)

Functions:

 Coordinate, monitor, and evaluate the implementation of


development programs and projects; and

 Perform such other functions as may be provided by law


or component authority.
 Executive officers or duly authorized representatives of
selected CSOs shall designate their principal and
alternate representatives

 In no case shall an organization or a representative


thereof be a member of more than one local special
body

 Term of office of selected representative shall be


coterminous with that of the local chief executive
concerned. Should a vacancy arise, the CSO shall
designate a replacement for the unexpired term.
REPLACEMENT OF REPRESENTATIVE-
CSO

 The Sanggunian shall replace the representative


CSO that has incurred three cumulative absences
to the meetings of the LSB where it sits as a
member

 The replacement organization shall be chosen


from among the CSOs in LGU that were
accredited for the purpose stated in this MC
RECONSTITUTION AND CONVENING
OF LOCAL SPECIAL BODIES: 3rd week
of September

 The LCE shall call for a joint organizational meeting with


the LDC, LHB, LSB and POC

Activities:
1. Discuss functions of the LSBs
2. Explore partnerships in local governance and
development
3. In the case of LDC, create an Executive Committee to
consider creation of sectoral and functional committees
and Technical Working Group and to consider the
selection of a CSO representative as Vice Chair.

ROLES AND RESPONSIBILITIES

 Provincial Governors, City and Municipal Mayors

1. Execute the intent of this MC, conduct a CSO


Conference and cause the start of the accreditation
process of CSOs, and selection of representatives to
the local special bodies; and

2. Coordinate with their concerned DILG Officer for


technical assistance and staff support, if any, in
relation to the conduct of the CSO Conference, and
the accreditation and selection processes.
ROLES AND RESPONSIBILITIES

 DILG Provincial Director and City/Municipal Field Officers


1. Disseminate this MC to all LCEs;
2. Take the lead in the conduct of the CSO Conference;
3. Provide staff support and/or technical assistance, if
necessary, or upon the request of local authorities;
4. Facilitate the conduct of the orientation/meeting among
accredited CSOs after the accreditation process and
perform the responsibilities stated in Section 4.4, Items
4.4.1, 4.4.3, and 4.4.7; and
5. Perform other responsibilities as stated in Section 10.0,
Item 10.1.3 of this MC.
