Feature Introduction-Background
 This feature belongs to the UMTS HD-Voice solution. It is an independent chapter of the Feature Parameter
Description (FPD).
 Power control can be divided into inner loop power control (ILPC) and outer loop power control (OLPC).
 OLPC determines whether the gap between the uplink block error rate (BLER) and the target BLER is
decreasing and adjusts the signal-to-interference ratio (SIR) target based on the gap. The adjusted target
SIR is sent to the RNC for ILPC.
 ILPC determines whether the gap between the uplink SIR and the SIR target is decreasing and adjusts
the transmit power of UEs based on the gap.
 When calculating the uplink BLER for OLPC, if the RNC receives incorrect voice frames, it increases the
target SIR promptly; if the RNC receives correct voice frames, it decreases the target SIR slowly to avoid
ping-pong effect. However, the target SIR remains unchanged for UEs that are performing CS voice
services in the discontinuous transmission (DTX) state, because they are not transmitting data. Hence,
the transmit power of these UEs is wasted.

 Required information
 The voice quality baseline needs to be obtained for assessment of the gain after this feature is
enabled.
 MOS: The MOS of voice services can be obtained by conducting a drive test using the MOS tester.

 Using MML commands
 To activate CS Voice Precise Power Control, run the RNC MML command SET UCSVOICEPPC
and set Switch for CS Voice Precise Power Control to ON.
 Using the CME
 Step 1. Configure a single object (such as a cell) on the CME. Set the parameter on the CME
according to the operation sequence in the following table. For instructions on how to perform the
CME single configuration, see CME Single Configuration Operation Guide.

Feature Deployment-Activation Observation

 After this feature is activated, verify that this feature has been
activated using any of the following methods:
 Method 1: Observe the two counters
VS.SingleRAB.CSVoicePPC.CSVoiceFrames and
VS.MultiRAB.CSVoicePPC.CSVoiceFrames. If either of the counters is not 0,
this feature has been activated.
 Method 2: Set up a single AMR service as follows: 1. Open the Monitor page
on the RNC LMT. 2. Choose Monitor -> UMTS Monitoring -> Connection
Performance Monitoring in the Monitor Navigation Tree. The Connection
Performance Monitoring dialog box is displayed. 3. Set Monitor Item to
OPLC and specify IMSI in this dialog box. 4. click Submit. If the target SIR is
increased but no error block occurs, the feature has been activated.

 Using MML Commands


 To deactivate the CS Voice Precise Power Control feature, run the RNC MML command
SET UCSVOICEPPC and set Switch for Precise PC over CS Voice to OFF.
 Using the CME
 Step 1. Configure a single object (such as a cell) on the CME. Set the parameter on the
CME according to the operation sequence in Table 7-3. Set the parameter on the CME
according to the operation sequence in CME Single Configuration Operation Guide.
