Corporation
(PHILGUARANTEE)
The Organization was originally created by
Presidential Decree (PD 1080) on January 31, 1977
under the name Philippine Export and Foreign
Loan Guarantee Corporation (PHILGUARANTEE).
On February 12, 1998, its area of operation was
expanded and its name accordingly changed to
Trade and Investment Development Corporation of
the Philippines (TIDCORP) by Republic Act No.
8494. It was re-titled again through an Executive
Order (EO 85) on March 18, 2002 to its current
name.
Also known as PhilEXIM, is an organization in the
Philippines connected to the Department of Finance.
Formed by presidential decree on January 31, 1977 under
the title Philippine Export and Foreign Loan Guarantee
Corporation, the organization has been retitled several
times since as its area of operation is modified. The
organization's current mission is to facilitate international
trade by offering financial or other assistance to Philippine
enterprise, particularly small or medium-sized companies.
It also facilitates governmental projects that may
encourage international trade.
The Home Guaranty Corporation
(HGC)
– The Home Guaranty Corporation (HGC) is a government-owned and
controlled corporation (GOCC) under the administrative supervision
of the Housing and Urban Development Coordinating Council
(HUDCC).
– Since its creation in 1950 as the Home Financing Commission, HGC
has institutionalized a viable system of credit guaranties that has
become an integral component of the government’s shelter program.
– HGC takes the risk out of private investment in housing by providing
risk covers and fiscal incentives to housing credits extended by
developers, banks and other financing institutions. The more HGC
guarantees—the more private funds flow for housing and urban
development.
The Home Guaranty Corporation
(HGC)
– With the enactment of Republic Act No. 8763, or the Home
Guaranty Corporation Act of 2000, the authorized capital of
HGC was increased from P2.5 billion to P50 billion and its
corporate life extended to another 50 years.

– HGC supports homeownership among Filipinos by encouraging


banks and financial institutions to lend to individual home
buyers and housing developers. It assures lenders and investors
in housing by issuing loan and securitization guarantees. The
HMDF/Pag-IBIG Fund and NHMFC, however, directly lend
money to housing developers and individual/group borrowers.
Agricultural Guarantee Fund
Pool (AGFP)

– The AGFP was established by virtue of


Administrative Order No. 225-A issued on May 26,
2008.
– Mitigate the risks involved in agricultural lending
through the provision of guarantee
– Encourage partner lending institutions to extend
unsecured agricultural food commodity production
loans to small farmers and fisherfolk (SFF)
– Small Business Corporation is a government financial
institution created in January 1991 under R.A.
6977, Magna Carta for Small Enterprises, amended by
RA 8289 in 1997 and RA 9501 in 2008.
– It has the primary responsibility of implementing
comprehensive policies and program to assist MSMEs in
all areas, including but not limited to finance and
information services; training and marketing.
Industrial Guarantee Loan and
Fund (IGLF)
– a fund owned by the Republic of the Philippines
represented by the National Economic and
Development Authority, is the longest running
lending facility in the country that gives strong
support to empower MSMEs by giving increased
access to credit.
