OBJECTIVES OF THE NURSING
SERVICE
General:
The Nursing Service department shall
integrate all the vital services in order to
provide equitable, sustainable and quality
nursing services and a safe and healing
environment for patients as well as to
provide a supportive working, and
learning environment for human resource,
trainees and students.
QUALITY OBJECTIVES

As a service oriented, dynamic and


empowered workforce, the Nursing
Service shall fully support and
ensure the provision of better health
outcomes for clients, more
responsive nursing care systems and
good governance.
SPECIFIC OBJECTIVES:
Establish and maintain acceptable
standards of nursing practice.
Promote and advocate for health safety
and right of every client.
Enhance the competency of nursing
personnel through continuous staff
development.
Provide a safe and therapeutic
environment among patients and health
personnel.
SPECIFIC OBJECTIVES:
Monitor the effectiveness of nursing services
consistent with standards.
Establish and maintain affiliation policies for
nursing and midwifery students in
collaboration with the affiliated colleges.
Conduct and participate in researches related
to nursing and nursing care.
Develop potential leaders for the
implementation and evaluation of standards
in nursing practice.
To strengthen linkages with both local and
international health agencies.
NURSING SERVICE OFFICE
POLICY
FOR
AFFILATING STUDENTS
I. Purpose:
To set forth a globally competitive
graduate who is responsible,
committed, competent and
compassionate with emphasis on
four levels of care: promotive,
preventive, curative and
rehabilitative method maintenance of
health in a hospital setting.
II. Policy:
All WVSUMC student affiliates shall act in a
manner consistent with ethical principles
established in this policy and all hospital
policies. Student affiliates shall perform
their duty with integrity, honesty, fairness,
and diligence, and adheres to the highest
principles of dignity, respect and
confidentiality for a wide variety of clients
they come in contact with to include
patients, family, staff and the community.
III. Definition:
Student Affiliates – is anyone enrolled in
any duly recognized health related course
affiliating at the WVSUMC under the direct
supervision of the clinical instructor and
supervising staff in specified area for
learning experience, this includes nursing
and paramedical students.
Clinical instructor – is a licensed
professional who is certified to supervise
affiliates in the clinical areas/department
in the hospital setting.
IV. Responsibilities:

A. All clinical instructors and students


will be responsible for adhering to
ethical guidelines established in this
policy.

B. The nursing service department will


ensure compliance to this policy.
V. Procedure:
To provide proper coordination as well
as the achievement of the objectives
for affiliation, the following should be
considered with:
1. Prior to exposure of students to
WVSUMC, the school must:
1.a. Submits to the hospital a copy
of the approved contract of
affiliation.
1.b. Submits the following documents
for hospital information regarding
the student’s affiliation two weeks
before clinical exposure during office
hours only (Monday to Friday).

1.b.1. Schedule of duty hours in the


specific dept./ unit with
corresponding list of students (3
copies – NSO, Ward & School).
1.b.2. Related learning activities for
one week to include date and time
to be submitted to the senior nurse
on their 1st day of clinical exposure.

1.b.3. Submit all requests/


communications duly noted by the
Principal/Dean or Clinical
coordinator
VI. Contract of Affiliation must be filed
3 months before the start of the
actual Affiliation.

A. Affiliation contracts shall be renewed


yearly
B. Students shall not be allowed to report
in the clinical areas when the affiliating
school has an expired contract.
VII. Submission of request for clinical
areas to include: date, time, areas/
department and clinical instructor
shall be on the following schedule:

1st semester – 1st week of May


2nd semester – 1st week of September
Summer – 1st week of February
VIII. Conference with the
Principal/Dean & Clinical
coordinators shall be Conducted
before the opening of every semester
and summer classes to discuss
schedule & areas of affiliation.
Schedules that are mutually agreed
and plotted during the meeting shall
be the approved area of
assignment.
IX. CI Orientation
1.General orientation of CIs shall be
every second Monday of the month.
2. For existing CI orientation to the set-
up of the new area of assignment
shall be for 3 days only.
3. Orientation of new CI shall be for a
period of 5 days
3.a. 1st day sit down orientation to
NSO Policies
3.b. 2nd to 5th day clinical area
X. Proper Decorum
1. 1.Professional conduct shall be
observed at all times.
2. 2.Clinical Instructor & students must
observe punctuality and must be in the
assigned area 15 minutes prior to
endorsement time.
3. All students are required to report
directly to their respective area of
assignment.
4. Student’s affiliates shall report to the
clinical area in complete uniform.
5. In case the Clinical Instructors is not
yet around after endorsement,
students shall be advised to report to
their school.
6. All students are not allowed to bring
books in the ward except student
handbook.
7. Clinical instructor and student are not
allowed to use their Cellphone while
on duty.
XI. Clinical Policy
1. Clinical Safety
All students in clinical areas shall:

a) Observe universal precaution in the


clinical area.
b) Utilize their own working gloves,
mask, caps, smock gown and sterile
gloves.
2. Incident Report
a. The student and the clinical
instructor shall make a written report
about error/break in procedures to
the dean/principal and chief nurse
noted by the head nurse on duty in
the ward where the incident
occurred. The report must be
accomplished before the end of their
clinical exposure on the same day.
b. A formal report will be submitted by
the Clinical Instructor to the chief
nurse within seventy-two (72) hours.

c. The College of Nursing shall furnish


a copy of the result of the
investigation to the Chief nurse
within 2 weeks.
3. Students shall abide by the
following prescribed practices while
on duty
a. They must refrain from:
a.1. Using obscene language
a.2. Loitering aimlessly in corridors
and other department
a.3. Setting on patient’s bed
a.4. Reading magazine, pocketbooks
and other materials not related to
nursing.
a.5. Wearing jewelries (except
wristwatch), colored nails polish,
colored hair bands/pins and other
accessories.

a.6. Making noise such as boisterous


laughter, talking and singing loudly.

a.7. Eating in the nurses station


a.8. Smoking and drinking liquor,
sleeping/napping
a.9. Making/receiving phone calls and
entertaining visitors unless urgent
and approved by CI/staff.
a.10. Borrowing patient’s personal
belongings
a.11. Receiving gifts form patients
a.12. Discussing confidential matters
pertaining to patients
b. They shall display good grooming,
hair not touching their collars or
bangs below their eyebrows,
incomplete uniform and
paraphernalia.
c. They shall practice courtesy,
honesty and dependability.
d. They shall seek the permission of
their CI and inform the nurse on duty
in the ward they are visiting. Visits
are encouraged after duty hours and
in civilian clothes.
e. Students, who are going to the
hospital to collect data/check patient
assignment during off duty hours,
must obtain a letter of permission
form their CI noted by the
Dean/Clinical Coordinator and
permission from the Chief Nurse,
Affiliation Coordinator. They must
wear their school uniform with
smock gown and with school ID.
f. Return all borrowed item/equipment
properly cleaned before going off
duty.
g. Any damage, losses and breakages
of hospital equipment/supplies must
be paid or replaced by the
responsible student or the CI as the
case may be.
4. Students are prohibited to take
pictures and videos of patients,
Memo # 2008 – 0087. Violation:
Subject to disciplinary action and
shall be the ground for the
termination of the contract of
affiliation. Data Privacy Act
5. Signing of Non-Disclosure
Agreement is mandatory upon ward
exposure.
Roles and Functions of Clinical
Instructors:

1. Undergoes orientation before


exposure to the area of assignment
as scheduled by the affiliation
coordinator.
2. Ensures that there is an approved
contract of affiliation has been
submitted by the dean/clinical
coordinator to the chief
nurse/affiliating coordinator prior to
clinical duty.
3. Prepares schedule of activities
for Related Learning Experience
(RLE) in a particular exposure
area and provides a copy of the
same to the headnurse prior to
clinical exposure.

4.Submits teaching plan prior to


clinical exposure.
5. Discusses with staff nurse
regarding progress of patient
and patient care.
6. Orients students on the
operation and physical set-up,
services, SOP’s of a particular
area of assignment.
7. Supervises students in the
actual performance of nursing
functions/procedures based on
level of competencies.
8. Countersigns all documentation
done by the students and endorses
to the staff nurse.
9. Conducts bedside conferences,
bedside clinics and the like to
strengthen students’ knowledge.
10. Assesses student’s performance
according to prepared evaluation
tool.
11. Gives feedback to headnurse/
staff nurse on strength and
weaknesses of Hospital’s physical
set-up, which affect learning of
students.
12. Acts as role model to students
in terms of proper knowledge,
attitudes and skills in nursing care
and in observance of rules and
regulations governing training.
13. Provides a written report about
errors/breaks in procedure to the
dean and chief nurse noted by the
headnurse/staff nurse in the ward
were incident occurred.
