A tolerance of -0.7 db for antenna gain, ±2 degree for down tilt and ±5

Broad Band Antennae
Broadband-Multi Band Antennae in order to reduce tower loading and
also to have suitable antenna positions so as to enable running multiple
wireless networks from the same infrastructure. Also to enable sharing of

Dual /triple/quad band combiners are available as per SoR. They shall
be IP65 grade and shall have insertion loss of less than 0.3 db
[guaranteed limit] in the respective bands at the applicable ports. The
bands to be combined to be mentioned in the purchase order.

• Battery Health Monitoring System for 3000 to 5000
AH batteries
– Capable of monitoring maximum of 6 battery banks. The
supplier will support, if required, of the existing banks
• Core equipment to be commissioned with two power
sources. The power systems will be purchased thru
SoR ordering, if not available already at site.

Synchronisation Aspects
– IEEE 1588 V2-2008 standard is a must for IP interfaces and networks.
– Central management of the IP Clock server.
– The redundancy of the IP clock server shall be 1+1.
– The clock servers shall have redundant rubidium holdover. They shall be
provided with GPS system/antenna with a minimum of 90m cable and
associated lightning protection.
– The PTP server to client inter-operability with different equipment
– The capacity in terms of packet rate shall be sufficient for catering to the
new 2G & 3G network and the existing 3G network.
– The Node-Bs with satellite back-haul shall be provided with GPS based
synchronisation with Rubidium holdover. It shall have stratum-1 signal ports
for E1 x 2. The necessary GPS antenna with a minimum of 90m cable and
lightning protection shall be supplied.
Capacity enhancement and Optimal
Utilisation of Spectrum
 The Rel-9 features of Voice services over Adaptive Multi-user channels on
One Slot [VAMOS] shall be provided, enabling 4 AMR HR in single TS
 Assess the interference levels of different frequencies and allocate the
user mobiles appropriately to hopping and non-hopping carriers to
maximise QoS. This shall in turn result in higher fractional loading
capability of the network and also in reduction in the global interference
level.
 The network should facilitate effective working of mobiles with Single
Antenna Interference Cancellation (SAIC) feature by interfacing them from
the network and also take full advantage of their capability by having a
fully synchronised network.
 SAIC shall enable Downlink Advanced Radio Performance (DARP) methods
of Blind Interference Cancellation (BIC) and Multi User Detection (MUD)
techniques to be leveraged in order to maximise the benefits. The SAIC
techniques provided shall cater for voice and packet data traffic.
3G Coverage Aspects
• The RSCP level should be greater than -85dBm in 95%,90% and 50%
or more area and greater than -105dBm in 100%,100% and 80% or
more area in Tier-1 [typically district HQs], Tier-2 [typically taluk
HQs] and Tier-3 cities respectively [Cities to be categorised by the
PO issuing authority].
• Ec/Io should be greater than -12dB in 70%,70% and 60% area and
greater than -15dB in 100%,100%,85% area Tier-1, Tier-2 and Tier-3
cities respectively.
• The maximum number of hearable pilot signal(within 3dB from the
best signal) should not be more than 3 in 99% of the area and an
active set size of 1 in more than 30% of the area to be ensured for
acceptance testing

• Commercial sharing of the UTRAN network, including RNC
and Node-Bs, with other operators [at least two] .
• Possible to logically separate the Iu interface to different
operators with a facility to limit the users in each sector to a
configurable number against identified operators.
• Possible to either provide dedicated carrier to each operator
or share BSNL’s carrier with sharing operators as per the
decision of BSNL
• Each operator will use their own core network
• The OMC-R/OSS shall give operator wise KPIs and utilisation
of interfaces
