BAN ON SINGLE USE

PLASTIC
SDO-QC MEMORANDUM No. 84, SERIES OF 2019
What are the basis of this ban?:
There is a need to promote and fully implement ecological waste
management in all public secondary and elementary schools in Quezon
City, the basis of this SDO-QC Memorandum lies within the two
presented laws below.
◦ Republic Act 9003 – Act providing for an ecological solid waste
management program
◦ Quezon City Ordinance No. 2127, Series of 2012 – An ordinance
prohibiting the use of plastic and Styrofoam in Quezon City.
Why do we need to ban plastic?:
◦ It has been observed that single-use plastic items and materials and
Styrofoam are one of the leading causes of pollution
◦ It contribute largely to the blocking waterways that result to
inundation especially in flood-prone areas.
◦ Considering its non-biodegradable and non-recyclable components,
the expansive use of such single use plastic and Styrofoam materials
with its improper disposal and lack of reusing and recycling also
creates significant litter problems which ends up clogging the
schools’ drainage system.
◦ Thus, all public and private secondary and elementary schools and
learning centers of Quezon City are prohibited to use or allow the
use and entry in all schools of the following single-use items;
◦ Single use plastic
◦ Styrofoam/Styrofoam products
◦ Items, packages and other food wrappers using single-use plastic
◦ Plastic bags
◦ Plastic straws
◦ Plastic stirrer/spoon and fork
◦ Plastic plates
◦ Plastic cups
◦ Other similar plastic/Styrofoam products/wrappers
What are the objectives of this ban?
◦ Develop students’ awareness of the ill-effects of plastic and
Styrofoam and introduce community based solutions to the solid
waste problem
◦ Introduce feasible and with great impact activities on the solid
waste problems.
◦ Encourage financial support and endorsement of the general
public, NGOs and organizations geared towards promoting ecological
waste management.
What should be done?
◦ Schools are mandated to incorporate ecological waste management
emphasizing involvement of all in school wide and nearby community waste
management actions.
◦ To promote environmental awareness and action among students, every school
shall practice waste management principles such as minimization which
includes;
◦ Resource conservation and recovery
◦ Segregation at source
◦ Reduction,
◦ Recycling
◦ Re-use
◦ composting
◦ Teachers and school officials shall encourage students to
bring trash-free “baon” or paper-based substitutes to school.
◦ School canteens shall use only reusable food containers and
avoid selling food wrapped in non-recyclable packaging (ex:
candies, cookies, biscuits, etc.)
◦ During events and meetings, consumables such as bottled
water, coffee and sugar and creamer sachets, should be
avoided.
◦ Food caterers should use reusable food containers and
paper bags.
What are the penalties for violation?
◦For school officials – shall be dealt with in
accordance with DepEd Rules of Procedure in
Administrative cases.
◦For students – disciplinary action for subsequent
violations
◦For school canteens – shall be subject to closure and
prohibition from entering the premises and a fine.
When will the ban take effect?
◦Full implementation of this memorandum shall take
effect on August 1, 2019.
◦This memorandum shall also pave way for a project
on ecological waste management in schools
dubbed as “Oplan Kontra Plastic” launched this July
to coincide with the Environment Month.
