Introduction

The transmission media will be used at the closing of the election to electronically
send the results from the polling center to the canvassing center (VCM to CCS).

The transmission media are as follows:


1. GPRS (General Packet Radio Services) Modem
2. BGAN (Broadband Global Area Network)
3. DSL (Digital Subscriber Line)
4. VSAT (Very Small Aperture Terminal)

For the VCM, the primary media assigned is the GPRS Modem; the BGAN could be
assigned for areas with no signal coverage.

For the CCS, the DSL, VSAT and BGAN will be used.

Step 1. Locate SIM Cardslot on the Step 2. Insert the allocated SIM
USB Modem as shown below. Card on the slot in the USB Modem as

battery. The battery will be used to
augment the power source for
prolonged use.

To use the battery, simply connect the


power supply cable from the battery.
And connect it to the power supply port
of the BGAN.

Step 1: Open the rubber flap that covers the power port.

Step 2: Connect the external battery cable to the BGAN power port and the other end
to the external battery.

Note: Connect the terminals of the same color.

Step 1: Hold the BGAN upright, operator facing the power socket.
Push the battery cover to the left to expose the battery.

Note: The SIM card is already installed inside the BGAN upon opening the kit. These steps are applicable when the primary
SIM is not working and should be replaced.

Step 2: Take out the li-ion battery. Step 3: The SIM card slot will be exposed.
Insert the SIM card into the provided slot.

Step 4: Put back the li-ion battery inside. Step 5: Slide back the cover.

Step 1: Place the BGAN at an outdoor location free from anything that might
block the signal from the satellite (i.e. trees, posts). It must be set either in a
garden, patio, or any vacant lot.

Step 2: Turn on the BGAN by pressing and holding the ON/OFF switch for
about 5 seconds.

Note: To turn off the BGAN, press and hold the ON/OFF switch for 5 seconds

Step 3: Point the BGAN to 121 ° East Southeast (ESE) using the compass
and elevate up to 60 ° angle.

Direction: 121° East Southeast (ESE)


Elevation: 60°

By using the compass, face yourself to


north then turn clockwise to 121° going to
East Southeast (ESE). Point the BGAN on
that direction and elevate (tilt) at 60°.
Minimum signal strength of 45 dbhz is
required for an acceptable signal to start.

Step 4: The LCD displays the Step 5: The LCD displays the “Use

Step 6: A new estimated direction and elevation angle where the BGAN should
point displays in the LCD. The GPS symbol indicates that a new GPS coordinate is in
use. Press the Enter button.

Step 7: The LCD of the BGAN should show the signal strength bar. The minimum
required dBHz is 45. Press the Enter key when the maximum signal strength is
obtained.

Step 8: BGAN will start the registration and will start connecting to the network.

Step 9: LCD displays the message “connection successful”.

Note: If connection failed, check the condition/environment


of the BGAN and restart the BGAN.

Step 10:
The service provider’s name will be displayed.

Wait for at least two (2) minutes before starting transmission. This will allow the BGAN to
fully establish network connection to the service provider.

Note: Notice that the VCM screen will display an icon to indicate the status of
the connection.

Step 1: Take the SIM card and insert to the SIM card slot.

Step 2: Connect the ethernet adaptor and put the connector cap back to the adaptor.

Step 3: Plug ethernet cable to the ethernet adaptor.

Step 5: Level the yellow line to 60° to tilt the iSavi.

Step 6: Plug external battery cord from the battery to the iSavi. Press the power button to
power up the BGAN.

Step 7: Point the iSavi to the direction of the satellite signal using the LED indicators as
guide.
Tilt the iSavi in an upward direction.
Follow the “Up” LED flashing green light.
Stop when both “Up” and “Down” LEDS
are solid green.
Tilt the iSavi in an downward direction.

Step 7: Plug ethernet cable to the VCM ethernet port.

Note: Like with the Sabre BGAN, notice that the VCM screen will display an icon
to indicate the status of the connection to know that the BGAN is working.

Set-up procedure:
1. Locate the RJ45 cable with the provided DSL modem.
2. Plug the RJ45 cable at the Ethernet port of the laptop.

Step 1. Locate the VSAT modem installed for the CCS. Check if the coaxial cables are connected
to the modem. If those are not connected, plug in the coaxial cables to the modem.

Step 2. Connect one end of the RJ45 cable to the Ethernet port of the modem and the other
end to the Ethernet port of the CCS laptop.

Step 3. Connect the power cable into the power port. Switch on the power from the power
adaptor to turn on the modem.
