Background
 Jharkhand State Rural Development Authority
(JSRRDA) the nodal agency for rural roads
development, under the Rural Development
Department (Govt. of Jharkhand), wishes to
engage a Programme Management consultant to
assist in implementation of Rural Roads Projects
under PMGSY, RIDF and other schemes.
 The State’s target of 3000 km of road construction Blocks
during PMGSY 2016-17, accounted for 6.15% of 259
Panchayats
total national target and the proposed
4423
consultancy shall cover approx. 4000 nos. of road
works covering all 24 districts of the state.
 JSRRDA is striving forward to achieve the objective
of PMGSY by March 2019, and hence requires
assistance on improving the efficiency & quality of
implementation while building institutional Districts, Blocks & Panchayats – Jharkhand

Our understanding – Objectives
 Deriving from our understanding of the Terms of Reference (ToR) and our past experience on similar
assignments, we are perfectly aligned to JSRRDA’s need of programme implementation support covering
- management, monitoring, governance & capacity development for realisation of the mission objectives.
JSRRSA will need expertise at institutional and scheme level to achieve desired results from its on-going
efforts. The consultancy shall primarily focus on assisting JSRRDA on following areas under the two level
Scheme Level (PMGSY/RIDF/Others) Institution – JSRRDA
• Project Identification & Prioritisation based on laid • Institutional & operational policies review, design &
guidelines implementation,

 Considering the complexity, the assignment will require consultant’s expertise in road development
covering - project lifecycle management, research & due-diligence, stake-holder and interface
management, institutional design and process engineering, governance and risk management.

assignment
Approach & Methodology
 Ministry of Rural development, Govt. of India (GoI) has issued guidelines for project identification,
appraisal and approval under the PMGSY scheme which needs to be adhered by JSRRDA
PIU to prepare proposal and forward it to District • Identification of Growth centres, Rural Hubs and marking alignment of
MRs, TRs, and MDRs for proposed rural road network development
Panchayat • Undertaking PCI surveys and cal. of Unit Value of identified road link
• Updating CUCLP and PCI survey findings on the OMMAS
• Based on CUCLP, PIU to coordinate with MP/MLA of the respective

technical and financial sanctions to JSRRDA

SLSC to approve in-principle and recommend PIU for extant guidelines to seek approvals from SLSC
DPR preparation based on Rural Road Manual • Post approvals, PIUs to undertake DPRs preparation – traffic surveys,
technical surveys etc and submit DPRs to JSRRDA

• JSRRDA post appraisal of the proposal based on respective scheme


PIU to attain sanctions for prepared DPR from JSRRDA extant guidelines to seek approvals from SLSC
and SLSC for procurement • Post approvals, PIUs to undertake DPR(s) preparation – traffic surveys,
technical surveys etc and submit DPR(s) to JSRRDA and received
approvals for procurement

Monitoring & Evaluation

the authority in monitoring all phases of programme management from identification of roads to
monitoring of maintenance work on completed projects.
• We shall assist the authority in strengthening MIS frameworks and identify implementation hold points/
gaps in implementation of OMMAS.
• Assist JSRRDA, in monitoring and analysis of programme expenditures / incurred cost, cash flow
management and verification of payments made under various contracts under the road development
programme.

 To achieve a smooth and effective transition of JSRRDA organisation restructuring and capacity enhancement, we propose a
tailored capability enhancement approach - On intimation of award, we propose to engage with JSRDDA through interviews
and discussions with personnel to understand as-in work-flow and organisation design of JSRRDA, PMU/PIUs in the
