2017-060 (Guidelines and
Procedures in Conducting on the
Spot
Inspection and Correction)
REFERENCES:

Inspection and Correction, dated: September
24, 2017.
RATIONALE:
• This MC institutionalize and establishes the
guidelines and procedures in implementing
On The Spot Inspection and Correction (OTSIC)
inside PROCOR Camps (PPOs/CPOs/ Stations)
SITUATION:
• The implementation of the On-The-Spot Inspection and
Correction (OTSIC) inside PROCOR camps for the past
six months in accordance to the memo directive from
the TCDS, dated: February 16, 2017 had made
personnel always conscious about proper wearing of
their uniforms, strict observance of camp rules and
regulations and the proper overall conduct and
becoming inside PROCOR Camps. Civilians entering
PROCOR camps are also made cautious about their
proper outfits when inside camps and are reminded
not to break camp rules and regulations.
SITUATION:
• The implementation of OTSIC brought about
visible physical changes inside camps such as
pavement markings, posting of no
parking/parking signs, pedestrian lanes, and
billboards displaying proper bearing of
uniforms, and prohibited outfits for civilians
transacting business and even those who are
just passing by inside camps.
SITUATION:
• Thus, in order to sustain and broaden the
implementation of the OTSIC inside PROCOR
Camps, there is a need to institutionalize and
incorporate same as part of PROCOR policies
and in compliance to the PNP Memo Circular
No. 2017-060 Guidelines and Procedures in
Conducting On the Spot Inspection and
Correction, dated: September 24, 2017, signed
by the CPNP.
PURPOSE:
• To complement the existing disciplinary and
non-disciplinary mechanisms of the PNP;
• To instill discipline within the PNP camps by
faithful adherence to LOI “Tamang Bihis” and
Manual on Drills, Ceremonies, Protocol and
Social Usage. And strict implementation of
existing Camp Rules and Regulations; and
PURPOSE:
• To develop a sense of responsibility to ranking
police officers to exercise leadership over their
subordinates by inspecting and correcting on
the spot those committing infractions,
including civilians visiting the camps.
Guidelines:
Procedures:
• The RCDS thru the RPHRDD (RHQ) and DPDA/DCDA thru
respective PPO/BCPO Admin Officers will issue a monthly
list of PNP personnel to be detailed as members of the
teams of inspectors who will conduct the OTSIC. Personnel
shall come from all units and offices based inside camps;

• Two teams (for RHQ) and one team (for PPOs/BCPO), each
team shall be composed of one Police Commissioned
Officer (PCO) with the rank of PINSP to PSUPT, two Police
Non-Commissioned Officers (PNCOs) and/or one PNCO
and one Non-Uniformed Personnel (NUP) will be detailed
each day and simultaneously deployed in the specified
areas within the Camp.
Procedures:
• Chief Clerks, Regional Executive Senior Police
Officers (RESPO), Provincial/City Executive Senior
Police Officers (PESPOs/CESPO) including all
SPO4, and NUP Supervisors shall be included on
rotation basis, as members of the team;

• Before rendering duty, members of the teams will
report to RSDS (DPDA) for inspection and
additional instruction at 8:30 AM for the morning
shift and 1:30 PM for the afternoon shift;

Procedures:

• During the briefing at ORCDS/RSDS( DPDA),


the teams will also be provided with tickler,
checklist, pictures depicting the Tamang Bihis,
and a pro forma report form and will be
informed of the specific place where they will
conduct OTSIC;
• The conduct of OTSIC will be done every day
in a number of times and at random;
Procedures:

• At the end of each duty, the teams will accomplish and


submit to RPHRDD (C,ADMIN) their respective After Tour
Duty Report with the corresponding pictures of the
violator/s and/or noted and corrected violation/s and their
recommendations which shall also include the good deeds
and best practices observed inside the camp;

• Any PNP personnel who will be inspected and corrected for
violation of “Tamang Bihis”, Manual on Drills, Ceremonies
and Protocol and Social Usage and Camp Rules and
Regulations will be detailed as member of the team who
will conduct the OTSIC without prejudice to the imposition
of DR or filing of appropriate administrative charges as may
be applicable;
Procedures:
• PNP personnel assigned outside the RHQ but have been inspected
and corrected inside the RHQ Camp shall also be detailed as
member of the OTSIC teams in their respective PPOs/CPO;

• If the uniformed personnel who committed the infraction is holding


a higher rank than the team leader, the picture and name of the
said ranking official shall still be recorded and reported to ORCDS
for appropriate action; and

• The PNP personnel who are reported by the teams for performing
“good deeds” (i.e. assisting elderly in carrying their bags, etc.) will
be recommended by RPHRDD for the issuance of appropriate
commendation in recognition of their exemplary act to be signed by
their respective commanders/heads of office.
General Guidelines:

• The OTSIC scheme is non-disciplinary in nature and is not


part of the formal PNP Disciplinary System as provided
under RRACCS and NMC No. 2016-002 (Ref c and d);

• This MC shall only apply to infractions committed by PNP
personnel in violation of LOI Tamang Bihis Alpha, LOI Camp
Rules and Regulations and Manual on Drills, Ceremonies
and Protocol and Social Usage which could immediately be
corrected without further administrative actions. All other
violations that are tantamount to simple offense and less
grave to grave offenses shall be proceeded in accordance
with the applicable rules and laws;

General Guidelines:
• The Delinquency Report (DR) System shall be
applied to those PNP personnel who will be
reported for two or more times for committing
any infractions in OTSIC. Those who incurred
more than 20 demerits (cumulative or for simple
offense) shall be subjected to pre-
charge/preliminary investigation pursuant to
NMC No. 2016-02 and RRACCS;

• The existing “Camp Rules and Regulations” shall


remain in full force and effect;
General Guidelines:
• Pursuant to the mandate to discipline, all
personnel, regardless of rank shall initiate the
conduct of OTSIC to their subordinates;

• All Administrative Officers shall still conduct


their daily unit OTSIC among their personnel
especially during the Daily Personnel
Accounting Report (DPAR);

General Guidelines:
• The OTSIC should be observed even outside Camp
premises and anybody may report by sending pictures
of infractions committed by PNP personnel to their
mother units for appropriate action. The ORCDS,
DPDAs/DCDA, Deputy Station Commanders or
Assistant Chiefs of Police shall monitor and follow up
the units for its compliance; and

• The mechanism of OTSIC shall be replicated and


implemented in all PNP Camps and Police Stations
nationwide.
Tasks:

• RCDS/DPDA’s PPOs/DCDA, BCPO


• Act as overall supervisor in the
implementation of this MC;
• Direct RSDS/Admin Officers to conduct
briefing to the members of the teams prior to
deployment.
Tasks:

• RPHRDD
• Act as OPR in the issuance of policies on Drills, Ceremonies,
and Protocol and Social Usage;
• Issue detail orders to the members of the inspecting teams;
• Consolidate the reports of the detailed teams;
• Maintain data base of offenders copy furnish ORCDS, and
issue DRs to those who have committed infractions of this
MC two or more times and endorse for pre-charge
investigation those who exceeds 20 demerits;
• Submit consolidated reports of compliance to this MC, the
names of personnel and pictures of violators every 5th day
of the month to TCDS copy furnished ORCDS; and
• Perform other tasks as directed.
Tasks:

• RLRDD/PLRB/BCPO, CLRB
• Act as OPR in the issuance of policies on
“Tamang Bihis”;
• Provide the inspecting teams with tickler, pro
forma report, and checklist with pictures
depicting the “Tamang Bihis” for PCO, PNCO &
NUP; and
• Perform other tasks as directed.
Tasks:

• RPCRD/PCRB
• Provide the inspecting teams cameras upon
deployment; and
• Perform other tasks as directed
Tasks:

• RIDMD/PIDMB, PPOs/CIDMB, BCPO


• Conduct pre-charge investigation to those
personnel who have exceeded 20 demerits
from infractions as described by this MC; and
• Perform other tasks as directed.
Tasks:

• RHSG/Camp Commanders
• Act as OPR in the implementation of PNP Camp
Rules and Regulations;
• Continue the implementation of the DECAL
System and other similar directives on camp
discipline;
• Display proper outfit for civilians transacting
business and those passing by the camps at the
entrance gates; and
• Perform other tasks as directed.
Tasks:

• CG’s/RIAS/D, Staff/C, RSUs


• Responsible for the proper dissemination and
strict implementation of this MC to their
respective personnel; and
• Perform other tasks as directed.
Tasks:
• PDs/CD, BCPO
• Implement this MC within their respective
Camps AOR and submit implementing
guidelines to ORCDS;
• Submit consolidated reports of their
compliance to this MC with the names of
personnel and pictures of violators every 3rd
day of the month to RPHRDD; and
• Perform other tasks as directed.
Tasks:
• RESPO/PESPOs/CESPO/MESPOs
• Inform their respective personnel to wear
proper uniform and observe Camp Rules when
going and transacting business in Camp Major
Bado Dangwa and other PROCOR Camps; and
• Perform other tasks as directed.
Coordinating Instructions:

• All PNP personnel shall wear proper uniform in


transacting business inside PNP camps;
• PNP personnel who are not assigned with
PROCOR are authorized to wear their uniform of
the day as long as it conforms to “Tamang Bihis”;
• All inspectors shall always be in proper uniform;
• The OTSIC Teams are in addition to the Inspection
and Audit (IA) Teams of IAS and Tamang Bihis
Inspection of the RLRDD;
Coordinating Instructions:

• The proper attire of civilians transacting business and


the DO’s and DON’T’s while inside Camp Major Bado
Dangwa and other PROCOR Camps shall be posted
conspicuously in all the entrance gates;
• All motor vehicles entering PROCOR Camps will be
inspected upon entry by authorized RHSG/Camp Police
officers for the issuance of passes upon surrender of
any government issued identification cards or any
other reliable proofs of identity of the driver, if driver
of the entering motor vehicle do not have a duly issued
and updated DECAL; and
Coordinating Instructions:

• All PNP personnel undergoing


meetings/conferences/seminars/trainings
shall abide with the uniform-of-the-day
prevailing within the Camp. They may be
allowed to wear other uniform provided that
they are conducting field activities outside
Camp.

PENALTY CLAUSE:
• Any violation of this MC shall be dealt with in
accordance with existing disciplinary policies.
The immediate superior or the field
commander of the personnel who will be
reported for three or more times in the OTSIC
shall be administratively charged under the
doctrine of Command Responsibility.

REPEALING CLAUSE:
• All existing PROCOR directive and other
issuances which are contrary to or
inconsistent with the provisions of this MC are
hereby rescinded or modified accordingly.

SEPARABILITY CLAUSE:
• Any portion of this MC inconsistent with the
organic law or declared unconstitutional shall
not affect the validity of the other provisions.

EFFECTIVITY
• This MC shall take effect immediately after
approval.
