2001
The Life of Mark Welson Chua
In the year 2001, he was 19 yrs. old and a college
student of UST . On the 15th day of March, he was
disappeared, 3 days later, his body was found in the Pasig
river. His face was covered with a shirt then wound a tape.
His feet and hands were hog-tied.
“He was a victim of a heinous crimes through the
killing of the kidnappers (6 cadet officers)for the exposing
corruption of UST – ROTC Program ( he wrote about the
illegal practices of the selected cadet officers in the
Varsitarian Publication.
* the payoffs for exemptions in attendance
* selling of ROTC Manuals ( entitled to No Fee )
* payments of patches etc..

“ROTC is to call for the abolition- but the issuance of the


order is to implement alternatives to ROTC, it’s
transformation”

In response to the tragedy about the life of Mark


Welson Chua, at least two (2) bills filed by the late Sen.
Raul Roco and Sen. Loren Legarda-Leviste.
* Senate Bills 1824 and House Bills 3595 were
combined to create RA 9163 – NSTP Act of 2001.
NSTP IMPLEMENTING RULES AND
REGULATIONS
What is the National Service Training Program or
NSTP Act of 2001?
Republic Act 9163, also known as the National Service
Training Program (NTSP) Act of 2001 was signed
into law by former President Gloria Macapagal
Arroyo on Jan. 23, 2002.
It also approved and signed by the respective
agencies such as; DND, CHED, and TESDA.
* In response to the public or reforms in the
Reserved Officers Training Corps (ROTC) Program
* It will be implemented last S.Y. 2002 - 2003
What is the National Service Training Program
(NSTP) Law?
It is a program aimed to:
a. enhance civic consciousness and defense
preparedness;
b. develop youth’s in the ethics of service
and patriotism; and
c. enhance the youth’s contribution to the
general welfare.
What are the program components of NSTP?

a. E - Reserve Officers’ Training Corps (ROTC) – to


provide military training to tertiary level students
in order to motivate, train, organize, and mobilize
for national defense prepared.
b. Literacy Training Service (LTS) – to train the
students to teach literacy and numeracy skills to
school children, OSY, and other segments of
society in need of their services.
c. Civic Welfare Training Service (CWTS) – to train
the students to facilitate activities contributory to
the general welfare and betterment for the
members of the community.
*Who shall take the NSTP?*
All incoming freshmen students (male/female)
enrolled in any baccalaureate (four or fifth year ), 2-year
technical-vocational- associate courses, are required to
complete one (1) NSTP component, as a graduation
requirement.

*How will the NSTP be taken up?*


Each of the NSTP components shall be
undertaken for an academic period of two (2) semesters
and be credited for three (3) units per semester with fifty
four (54) to ninety (90) training hours per semester.
*Are currently enrolled students covered by the NSTP Law?*
Male/Female students currently enrolled but have not
taken any program component of the previous E-ROTC .

*Will a student who has completed all her/his academic


requirements except ROTC be allowed to graduate? *
A student who has completed all academic
requirements except for ROTC be allowed to graduate
provided that she/he is a certified candidate by the school on
or before the effectivity of NSTP which is March 23, 2002.
* What if a female/male student has completed two semesters
of the E-ROTC?*
She / He deemed to have complied with the NSTP
components to qualify for graduation.

*What if a student has only taken one (1) semester of ROTC ? *


A student shall take one more semester of any of the
NSTP components to qualify for graduation.
*What will become of NSTP graduates?*
Graduates of the non-ROTC components shall belong to
the National Service Reserve Corps (NSRC).
* reserved as human resources for literacy and civic welfare
activities.

Graduates of the ROTC components shall form part of


the Armed Forces of the Philippines (AFP) Citizen Armed
Force.
* State Universities and Colleges with at least 350 students
may offer the ROTC component , will be handled by the
Department of Military Science.
*Who is responsible in supervising the NSTP students?*
School authorities shall exercise academic and
administrative supervision over the design, formulation,
adoption, and implementation of the different NSTP
components .

*What agencies will monitor the implementation of the


NSTP?*
* CHED regional offices
* TESDA provincial and district offices
* Department of National Defense

the title page (Student’s name/Faculty’s name/
and date of your submission).
5. Put your final paper/s in a folder.
