Phases of COPAR

Pre-Entry Phases
This is the simpliest phase in community organizing process in terms of expected outputs, a

ctivities, and strategies.

Is the initial phase of the organizing process where the community organizer looks for com

munities to serve and help. Activities include:

Identifying Host Family
• House is strategically located in the community.

• Respected by both formal and informal leaders.

• Neighbors are not hesitant to enter the house.

• No member of the host family should be moving out in the community.


Entry Phase

This phase of community organizing is the most crucial phase since the proj
ect site varies from each other, no single strategy is best employed. The pha
se is sometimes called as the social preparation phase for it allows the com
munity to be actively involved in the entire implementation of the program.
Guidelines for Entry

• Recognize the role of local authorities by paying them visits to inform their
presence and activities.
• Her appearance, speech, behavior and lifestyle should be in keeping with
those of the community residents without disregard of their being role mo
del.
• Avoid raising the consciousness of the community residents; adopt a low-
key profile.
