Jharkhand Agency for Promotion of Information Technology
(JAP-IT) of Government of Jharkhand (GoJ) is establishing
Jharkhand State Information & Communication Network (JharNet)
through an operator.
SPECTRUM¶s design is based on the client/server model. The primary server, known as the
Spectro SERVER, is responsible for the collection, storage, and processing of data. The Spectro
SERVER uses Inductive Modeling Technology to perform these functions. Inductive Modeling
Technology combines an object-oriented database with the intelligence of inference handlers. The
object-oriented database contains model types that define how a managed element is represented,
and models that represent specific managed elements. It also contains relations that define
possible associations between model types. Inference handlers provide additional functionality to
this system by reacting to events produced by SPECTRUM or managed elements.
The Spectro SERVER stores data in the knowledge base that defines model types, models, and
relations in the knowledge base. The Spectro SERVER also polls managed elements and receives
alert information from the computing infrastructure. It analyzes and stores this information in the
knowledge base, and gives client applications access to this information
SPECTRUM supports a suite of client applications. Its main client application, Spectro GRAPH,
provides the graphical user interface that is used to monitor the network and launch other client
applications. Spectro GRAPH¶s views contain a variety of icons, tables, and graphs that
represent the different elements of the network. These graphical components present status
information, and provide access to management facilities specific to the managed element they
represent. SPECTRUM also has a Web interface that provides users with a series of client
applications that display in a Web browser. All information presented by client applications is
retrieved from the Spectro SERVER.

An alarm is an object that indicates a user-actionable, abnormal condition exists in the managed
environment. Usually an alarm is generated when an event has occurred, and the EventDisp file
specifies that an alarm should be generated.
There is 4 type of alarm .Suppressed, critical, major, & minor .Alarms are generating due to
different abnormal condition.
Probable causes
If any element is down among the entire network spectrum have a Capability for detecting
root cause. As well as it generate events for the Particular problem.
OneClick¶s architecture uses the Java Network Maunch Protocol (JNMP) and the Java Web Start
application to allow remote systems and users to access the OneClick server. JNMP is a standard
for application delivery that does not require traditional installers or the launching of executable
code. After installation, the OneClick Console communicates with the Web server on the OneClick
Server using port 80 by default. The Web server communicates as a single client of the
SpectroSERVER using the CORBA interface

Important offices of Jharkhand is being focused for customer. DHQ, SDHQ, Blocks, Treasury,
Registration, Commercial Tax, Transport & others are being customized accordingly.
SPECTRUM uses several support files to produce the icons, views, and textual information
displayed in the user interfaces of the client applications. Most of these files are text files and can
be modified with a text editor, or in some cases with a SPECTRUM tool.
Establish the criteria by which the list of alarms is filtered and displayed. We can filter alarms
according to: Model Type, Model, Mandscape (EAM only), Date/Time, Address, Model Class,
Severity, Cause, Assignment, and State.
Establish the criteria by which alarms are ordered. We can sort alarms by any of the column
headings (Severity, Date/Time, Model Type, etc.) and by two different methods (from the Sort
dialog box or by clicking directly on the Alarm Mist column headings).

The Event Configuration Editor (ECEditor) is a graphical user interface that allows us to create,
delete and modify event and alarm configurations. Using the various ECEditor functions, We can
define how an event should be processed, the text of the message the event displays, and the text
of the Probable Cause file. Essentially the ECEditor gives you a simple, graphical method of editing
the Event Disposition, Event Format, Event Table and Probable Cause files defined above.
