1. "Law at the Service of Education," the
Department of Education conducted its First
DepEd Attorneys and Legal Personnel
National Summit last December 11-14 in
Quezon City.
The event was attended by attorneys,
special investigators, and legal assistants
of the legal offices in the central, regional,
and schools division offices of DepEd.
Aside from the valuable speeches from
notable guests,
Education Secretary Leonor Magtolis
Briones also graced the summit as
keynote speaker and highlighted the
significant role of the legal arm of DepEd
in the delivery of the constitutional right
of learners to basic education.
REPUBLIC ACT NO. 10627
This Act shall be known as the "Anti-
Bullying Act of 2013".

AN ACT REQUIRING ALL


ELEMENTARY AND SECONDARY
SCHOOLS TO ADOPT POLICIES TO
PREVENT AND ADDRESS THE ACTS
OF BULLYING IN THEIR
INSTITUTIONS.
• Section 5. Reporting Requirement
• every first week of the start of the school
year thereafter, schools shall submit a
report to their respective schools division
superintendents all relevant information
and statistics on acts of bullying or
retaliation.
REPUBLIC ACT NO. 10175
This Act shall be known as the "Cybercrime
Prevention Act of 2012″.

AN ACT DEFINING CYBERCRIME,


PROVIDING FOR THE PREVENTION,
INVESTIGATION, SUPPRESSION AND
THE IMPOSITION OF PENALTIES
THEREFOR AND FOR OTHER
PURPOSES

• (4) Libel. — The unlawful or prohibited
acts of libel as defined in Article 355 of the
Revised Penal Code, as amended,
committed through a computer system or
any other similar means which may be
devised in the future.
• The Revised Penal Code and the
Cybercrime Prevention Act
• One who publicly or maliciously imputes to
another a crime, vice, defect, real or
imaginary, or any act, omission, condition,
status or circumstance tending to cause
the dishonor, discredit or contempt of a
natural or juridical person, or blacken the
memory of one who is dead may be liable
for libel under this Code. (Art. 353, RPC)
• . Section 6. All crimes defined and
penalized by the Revised Penal Code, as
amended, and special laws, if committed
by, through and with the use of information
and communications technologies shall be
covered by the relevant provisions of this
Act: Provided, That the penalty to be
imposed shall be one (1) degree higher
than that provided for by the Revised
Penal Code, as amended, and special
laws, as the case may be.
• Cyberlibel holds liable only the original
author of the post (Sec. 5(3),
Implementing Rules of RA 10175).
Likers or sharers of a post cannot be
held liable under this law.

directed to a specific person. Hence, a
blind item is not as actionable as a
named-post in social media.
