Cell Selection - LTE

• Cell selection for LTE is permitted when the following equation returns a
positive result:

Cell Selection - UMTS
• Cell selection on LTE is permitted when both of the following equations return
positive results:

Srxlev = Qrxlevmeas – Qrxlevmin – Pcompensation

• The Pcompensation is based upon the UEtxPowerMaxPRACH parameter

level in the cell (Ec/No). It is used for cell selection and
(WCEL) re-selection in both idle and connected mode.

LTE Idle Mode Mobility
Absolute Priorities - LTE

• Absolute Priorities are used for Idle mode cell reselection

• LTE is allocated the highest priority
• UMTS900 is allocated a lower priority than UMTS2100
• GSM is allocated the lowest priority
• This approach holds all LTE capable devices on LTE
• UE only move away from LTE when coverage becomes poor

UMTS2100 Priority 3

UMTS2100 Priority 3

UMTS900 Priority 2

cellReSelPrio 0 to 7 5 The cell reselection priority parameter defines the
absolute priority of the serving layer. 0 means the
(LNCEL) lowest priority. Equal priorities between RATs are not
supported according to [3GPP 36.304].

• UMTS priorities are defined within the UFFIM object

• This single object can include multiple instances of the uCelResPrio parameter
(1 instance per UMTS RF carrier)
• The design uses 3 instances of the uCelResPrio parameter
LTE Param.

Name Range Design Description

UMTS2100 (F1): 3 Equal priorities between RATs are not supported
(UFFIM) according to [3GPP 36.304].)
UMTS2100 (F2): 3

Intra-Frequency Cell Reselection - LTE
• Measurements for intra-frequency cell reselection are triggered when the
following equation is satisfied:

Qrxlevmeas – Qrxlevmin ≤ Sintrasearch

• The design sets Sintrasearch to a value of 62 dB so measurements are

triggered when the RSRP becomes weaker than -67 dBm
• This means that measurements are triggered across the entire cell area

Name Range Design Description

LTE Param.

sIntrasearch 0 to 62 dB 62 dB The Sintrasearch parameter defines the threshold (in dB)

for intra-frequency measurements. The UE can omit
(LNCEL) measurements of intra-frequency neighbor cells if the
serving cell is above a certain threshold.

UE measures

Intra-Frequency Cell Reselection - LTE
• After measurements have been triggered, intra-frequency cell reselection is
based upon ranking the serving cell against any neighbouring cells using

Rs = Qmeas,s +Qhyst
Rn = Qmeas,n + Qoffset

• The value of Qhyst has been aligned with the value used on the UMTS network
LTE Param.

Name Range Design Description

for ranking criteria in the cell reselection procedure. The
(LNCEL) parameter is used to minimize pingpong.

• Measurements for inter-system cell reselection are triggered when the

following equation is satisfied:

UMTS is attempted if the following conditions are satisfied

Qrxlevmeas(serving cell) – Qrxlevmin(serving cell) < Threshserving,low

Qrxlevmeas(neigh cell) – Qrxlevmin(neigh cell) > Threshx,low

• The value of Threshserving, low is defined by the threshSrvLow parameter

Inter-System Cell Reselection – LTE to UMTS
• The figures below illustrate a potential issue with the current design
• cell edge UE may reselect UMTS and immediately trigger reselection to GSM
• Reselection directly to GSM can be forced by increasing the Qqualmin threshold
for UMTS on the LTE network, i.e. do not allow reselection to UMTS if the UMTS
signal is so weak that reselection to GSM is going to be immediately triggered

Inter-System Cell Reselection – LTE to GSM

• Measurements are triggered using the same threshold as for cell reselection to
UMTS, i.e.

Qrxlevmeas – Qrxlevmin ≤ Snonintrasearch

• This means that both UMTS and GSM measurements are triggered at the
same time
• UMTS is allocated a higher absolute priority so cell reselection towards UMTS
is completed in preference to cell reselection towards GSM
• The design sets Snonintrasearch to a value of 6 dB so measurements are
triggered when the RSRP becomes weaker than -123 dBm

is attempted if the following conditions are satisfied (and if cell reselection to
UMTS is not possible)

Qrxlevmeas(serving cell) – Qrxlevmin(serving cell) < Threshserving,low

Qrxlevmeas(neigh cell) – Qrxlevmin(neigh cell) > Threshx,low

• These equations are the same as those used for cell reselection to UMTS
• The main differences are that the values of Qrxlevmin(neigh cell) and Threshx, low
are now based upon GNFL parameters rather than UFFIM parameters
• The value of Threshx, low is defined by the gerFrqThrL parameter

Inter-System Cell Reselection – LTE to GSM Neighbours

• It is necessary to define GSM neighbours in terms of their RF carrier

• This can be planned on a cell-by-cell basis, or all BCCH carriers can be listed in
all LTE cells
• The latter approach
• avoids the requirement for neighbour planning
• is practical as long as the number of BCCH carriers is not too high
• GSM carriers are specified using multiple instances of the gerArfcnVal
parameter within the GNFL object
• each GNFL object can accommodate 32 GSM RF carriers
• this network uses less than 32 BCCH carriers so the complete set can be
listed within all LTE cells using a single GNFL object
