• The priority of the current LTE cell is defined within the LNCEL object

(LNCEL) lowest priority. Equal priorities between RATs are not
supported according to [3GPP 36.304].

Intra-Frequency Cell Reselection - LTE
• After measurements have been triggered, intra-frequency cell reselection is
based upon ranking the serving cell against any neighbouring cells using

• The value of Qhyst has been aligned with the value used on the UMTS network
LTE Param.
• The time-to-trigger for intra-frequency cell reselection has been aligned with the
value used on the UMTS network

• The minimum RSRP requirement for neighbouring cells has been set equal to
the minimum RSRP requirement for the serving cell
• Minimum RSRP requirement for neighbouring cells is defined within the LNCEL
object so cannot be defined per neighbour

• When a cell is barred, it is possible to prevent cell reselection onto any cell on
the same RF carrier as the barred cell
• This is controlled using the parameter shown below

Inter-System Cell Reselection – LTE to UMTS
• The figures below illustrate a potential issue with the current design

network layers with a higher priority than LTE

• Measurements are triggered using the same threshold as for cell reselection to
UMTS, i.e.
• This means that both UMTS and GSM measurements are triggered at the
same time
• UMTS is allocated a higher absolute priority so cell reselection towards UMTS
is completed in preference to cell reselection towards GSM
• The design sets Snonintrasearch to a value of 6 dB so measurements are
triggered when the RSRP becomes weaker than -123 dBm
LTE Param.
• These equations are the same as those used for cell reselection to UMTS
• The main differences are that the values of Qrxlevmin(neigh cell) and Threshx,low
are now based upon GNFL parameters rather than UFFIM parameters
• The value of Threshx,low is defined by the gerFrqThrL parameter
• set to a value of 0 dB so reselection is permitted as soon as the Qrxlevmin for
the neighbour cell is satisfied

between WCDMA cells. The value of this parameter is
(HOPS) subtracted from the measured CPICH Ec/No of the
neighbour cell before the UE compares the quality measure
with the cell re-selection/ ranking criteria.
