IMPORTANCE OF SCHOOL PLANT AND EQUIPMENT
THE TERM “SCHOOL PLANT” INCLUDES THE SCHOOL SITE, THE
SCHOOL BUILDING, AND THE SCHOOL EQUIPMENT. IT ALSO
REFERS TO THE HOUSING OPERATION, UPKEEP, AND EXTENSION
OF THE EXISTING PLANT.
SCHOOL ADMINISTRATION AND SUPERVISION HAVE TO
PROVIDE A SCHOOL SYSTEM WITH ADEQUATE PLANT AND
EQUIPMENT TO PROMOTE EFFICIENT INSTRUCTION AND TO
MEET THE REQUIREMENT OF SPACE AND SAFETY.
A SCHOOL BUILDING HAS NO MERIT WHEN BUILT WITHOUT DUE
REGARD TO ITS EDUCATIONAL OBJECTIVES.

AN EXCELLENT SCHOOL PLANT IS AN IMPORTANT


CONTRIBUTION TO THE GENERAL WELFARE OF THE LEARNERS AS
WELL AS TO THAT OF THE WHOLE COMMUNITY BECAUSE THE
SCHOOL BUILDING IS INCREASINGLY USED AS A COMMUNITY
CENTER.
THE SELECTION OF SCHOOL SITES
THE STANDARD REQUIREMENTS FOR SCHOOL SITES ARE STATED
IN THE BUREAU OF PUBLIC SCHOOLS SERVICE MANUAL, 3RD
REVISION, AND IN COMMONWEALTH ACT NO. 586.
THE SIZE OF THE SITE MUST MEET THE REQUIREMENTS OF THE
ENROLLMENT AND THE KIND OF SCHOOL AS THE
RECREATIONAL NEEDS OF THE STUDENTS.
THE SITE MUST BE WELL LOCATED AND EASILY ACCESSIBLE.
THE SITE MUST BE WELL DRAINED AND SANITIZED.
THE TOPOGRAPHY MUST BE SUCH THAT A SATISFACTORY
ATHLETIC FIELD CAN BE LAID OUT AND THE GENERAL
CONTOUR OF THE LAND SHOULD BE LEVEL.
THE SOIL SHOULD BE SUITABLE FOR SOME FORM OF
GARDENING AND AGRICULTURAL WORK.
THE SITE SHOULD PERMIT THE PROPER ORIENTATION OF
THE SCHOOL BUILDINGS TO SECURE THE BEST
VENTILATION AND LIGHT.
IN THE PHILIPPINES, SCHOOL SITES MAY BE SECURED
IN THE FOLLOWING WAYS:

oMUNICIPAL OR PROVINCIAL GOVERNMENT MAY SET ASIDE


LAND FOR SCHOOL PURPOSES.
oBY PURCHASE
oBY DONATION FROM PRIVATE CITIZENS
oBY EXPROPRIATION PROCEEDINGS
oBY NATIONAL GOVERNMENT GRANT
THE SCHOOL SITE HAS TO BE SURVEYED AND REGISTERED. THE
REGISTRATION OF SCHOOL SITES, THE PREPARATION OF SCHOOL
BUILDING PLANS, AND THE RELEASE OF NATIONAL AIDS TO
SCHOOLS ARE UNDER THE SUPERVISION OF THE PROPERTY AND
SCHOOL PLANT DIVISION OF THE BUREAU OF PUBLIC SCHOOLS.

MEMORANDUM NO. 14. S. 1953 OF THE REVISED
MANUAL OF INFORMATION FOR PRIVATE SCHOOLS,
FIFTH EDITION (1953) RELEASED FEBRUARY 27, 1953.
THIS MEMORANDUM HAS THE FOLLOWING PROVISIONS
FOR PRIVATE SCHOOLS:
40. PRIVATE SCHOOLS MUST HAVE ADEQUATE SCHOOL SITES
FOR THEIR BUILDINGS, ITS SIZE, NATURE, LOCATION AND
ACCESSIBILITY MUST BE CONSIDERED.

41. THE NEW SCHOOL WILL NOT BE AUTHORIZED UNLESS IT


OWNS AN ADEQUATE BUILDING AND SITE.
42. ACCEPTABLE SCHOOL SITES ARE AS FOLLOWS:
• ONE-HALF HECTARE FOR A SCHOOL WITH AN ENROLMENT OF 500 STUDENTS.
• ONE HECTARE FOR A SCHOOL WITH 501 - 1,000 STUDENTS.
• TWO HECTARES FOR A SCHOOL WITH 1,001 – 2,000 STUDENTS.
• THREE HECTARES FOR A SCHOOL WITH AN ENROLMENT OF OVER 2,000.

44. THE LAW REQUIRES THAT PRIVATE SCHOOLS OFFERING


COURSES RECOGNIZED OR PERMITTED TO OPEN ARE SUFFICIENTLY
EQUIPPED TO GIVE ADEQUATE INSTRUCTION TO THE PUBLIC.
• SUFFICIENT SEATS TO ACCOMMODATE WITH COMFORT ALL STUDENTS WHO ARE IN
ATTENDANCE.
• SUFFICIENT TEACHER’S DESK AND CHAIRS.
• SUFFICIENT NUMBER OF HYLOPLATES TO MEET ALL CLASSROOM NEEDS.

AND SPECIFICATIONS FOR DEPED SCHOOL BUILDINGS
DEPARTMENT OF EDUCATION SCHOOL BUILDING DESIGNS
1ST NATIONAL CONFERENCE OF DEPED ENGINERS AND ARCHITECTS
DEVELOPMENT ACADEMY OF THE PHILIPPINES, TAGAYTAY CITY
ONE (1) STOREY BUILDING (1-5 CLASSROOM)
TWO (2) STOREY BUILDING (4-12 CLASSROOM)
THREE (3) STOREY BUILDING
(4-15 CLASSROOM)

FACILITIES FOR
SENIOR HIGH
SCHOOL
THE STANDARD ROOM APPROVED BY THE BUREAU OF PUBLIC
SCHOOLS IS 7 METERS BY 9 METERS.
THE OFFICES MUST NOT BE MORE THAN 16% OF THE TOTAL FLOOR
AREA OF THE BUILDINGS;
THE CLASSROOM SHOULD NOT BE LESS THAN 60%, THE STAIRS
AND CORRIDORS SHOULD NOT MORE THAN 20%, AND ACCESSORY
ROOMS NOT MORE THAN 4%.
WITH REFERENCE TO TOILET FACILITIES, THERE SHOULD BE ONE SEAT
FOR EVERY 25 BOYS, ONE URINAL FOR EVERY 15 BOYS, AND ONE
SEAT FOR EVERY 13 GIRLS.
FACTORS TO BE CONSIDERED IN THE
CONSTRUCTION OF SCHOOL BUILDINGS
1. LOCATION – THE SCHOOL BUILDING SHOULD BE LOCATED
AND CONSTRUCTED IN THE QUIETEST SECTION OF THE TOWN
AND CITY.

2. HEALTH – VENTILATION, TOILET AND PLAYGROUND FACILITIES,


DRINKING FOUNTAINS AND LIGHTING SHOULD BE ATTENDED
TO PROPERLY. THE HYGIENIC REQUIREMENT OF THE SCHOOL
ROOMS MUST BE CLEARLY UNDERSTOOD BY ANY
ADMINISTRATOR AND SUPERVISOR.
3. SAFETY – THE BUREAU OF PUBLIC SCHOOLS IS FAST
DISCOURAGING THE RISE OF SCHOOL BUILDINGS THAT MAY
COLLAPSES AT ANY TIME.
4. LIGHTING – PROPER LIGHTING IN THE CLASSROOM IS
FUNDAMENTAL IN THE OPERATION OF THE SCHOOL. THE
FOLLOWING MUST BE OBSERVED:
• THE LIGHT SHALL ENTER FROM ONE SIDE OF THE CLASSROOM AT THE
LEFT SIDE OF THE PUPILS.
• THE WINDOW SHOULD BE ONE-FIFTH OF THE FLOOR AREA AND
SHOULD NOT BE LESS THAN THREE AND A HALF FEET FROM THE FLOOR.
• THE BUILDING SHOULD BE SO ORIENTED THAT THE WINDOWS OF
EACH CLASSROOM ARE ON THE EAST AND WEST SIDES, NOT ON THE
NORTH AND SOUTH.
THE COMMITTEE OF SCHOOL HOUSE PLANNING AND
CONSTRUCTION OF THE NATIONAL EDUCATION
ASSOCIATION SUGGESTS THAT A SCHOOL BUILDING
SHOULD HAVE THE FOLLOWING QUALITIES:
 ADAPTATION TO EDUCATIONAL NEEDS
SAFETY
HEALTHFULNESS
CONVENIENCE
EXPENSIVENESS
FLEXIBILITY
AESTHETIC FITNESS
ECONOMY
THE FUNDS FOR SCHOOL BUILDINGS IN THE PHILIPPINES
COMES FROM THE FOLLOWING SOURCES:
• APPROPRIATION MADE BY THE NATIONAL GOVERNMENT.
• LOANS MADE BY THE NATIONAL GOVERNMENT TO PROVINCES AND MUNICIPALITIES.
• MUNICIPAL AND NATIONAL BOND ISSUES.
• NATIONAL AND MUNICIPAL SCHOOL FUNDS.
• VOLUNTARY CONTRIBUTIONS OF PRIVATE INDIVIDUALS.
• CONTRIBUTIONS OF THE PTA
• WAR DAMAGE PAYMENT
• F.O.A. (PHILCUSA)
• I.C.A. (INTERNATIONAL COOPERATION ADMINISTRATION)
CLASSROOM EQUIPMENT
ELEMENTARY SCHOOL CLASSROOMS:
• TABLE AND CHAIRS FOR THE TEACHER AND SUPERVISOR
• COMBINATION DESKS FOR PUPILS OR LOW TABLES AND CHAIRS.
• BLACKBOARDS (TWO OR FOUR) WITH CURTAINS.
• CLASSROOM LIBRARY TABLE
• BULLETIN BOARD
• SANDTABLE
• SHELVES FOR TEACHER’S INSTRUCTIONAL MATERIALS
• PICTURE OF NATIONAL HEROES
• VISUAL AIDS
SECONDARY SCHOOL CLASSROOM:
• TABLE AND CHAIR FOR THE TEACHER
• ARMCHAIRS FOR THE STUDENTS
• BLACKBOARD (FOUR OR MORE)

THE SCHOOL ADMINISTRATOR IS RESPONSIBLE FOR THE
ACQUISITION AND UTILIZATION OF THE SCHOOL EQUIPMENT AND
SUPPLIES.
THE ADMINISTRATOR SHOULD STUDY THE NEEDS OF THE SCHOOL
AND SHOULD REQUISITION NECESSARY EQUIPMENT AND SUPPLIES
TO KEEP THE ADMINISTRATION AND SUPERVISION OF THE SCHOOL
AT ITS HIGHEST EFFICIENCY.
CARE AND MAINTENANCE OF PUBLIC SCHOOL
BUILDING AND EQUIPMENT
THE SCHOOL PRINCIPAL IS IN CHARGE OF THE SCHOOL
PROPERTY.
THE CARE OF THE BUILDING AND THE VALUE OF EQUIPMENT
REPRESENT AN IMPORTANT JOB REQUIRING FAITHFULNESS AND
TECHNICAL COMPETENCY.
DUTY OF THE PRINCIPAL TO MAINTAINED THE SCHOOL BUILDING
AND FREE FROM RISK.
BIG SCHOOLS ARE PROVIDED WITH JANITORS WHILE IN SMALL
SCHOOLS THE CLEANING AND DECORATION OF THE CLASSROOM
ARE DONE BY THE TEACHERS AND STUDENTS.
THE TEACHER IS JOINTLY RESPONSIBLE WITH THE SCHOOL PRINCIPAL
FOR THE PROTECTION OF THE SCHOOL PROPERTY.
THE PRINCIPAL SHOULD KEEP AN ACCURATE RECORD AND PROVIDE
PROPER STORAGE OF THE SCHOOL PROPERTY.
THE SCHOOL GROUNDS SHOULD BE MOST BEAUTIFUL AND MOST
USEFUL.
EDUCATIONAL AND PHYSICAL DEVELOPMENT OF CHILDREN THROUGH
RECREATIONAL ACTIVITIES.
THE SCHOOL PRINCIPAL IS RESPONSIBLE TO MAKE THE SCHOOL PLANT
SERVE THE PRIMARY OBJECTIVE OF SCHOOL ADMINISTRATION AND
SUPERVISION—THE CHILDREN’S NEEDS.
COMMUNITY USES OF THE PUPIL SCHOOL
BUILDING
PUBLIC SCHOOL BUILDING AND GROUNDS CANNOT BE USED FOR THE
FOLLOWING PURPOSES:
 FOR POLITICAL RALLIES AND MEETINGS
 FOR PRIVATE SCHOOL GATHERINGS
 FOR RELIGIOUS ACTIVITIES EXCEPT AS AUTHORIZED
 FOR COMMUNITY ACTIVITIES IN CONNECTION WITH THE TOWN FIESTA.
PUBLIC SCHOOL BUILDING AND GROUNDS CAN BE USED FOR THE
FOLLOWING PURPOSES:
 FORUMS AND DISCUSSION GROUPS
 REGULARLY ORGANIZED CLASSES IN ADULT EDUCATION.
 YOUTH CLUBS OF VARIOUS KINDS – BOY SCOUTS, GIRL SCOUTS,
ETC.
 PARENT-TEACHER ASSOCIATION AND VARIOUS COMMUNITY
DEVELOPMENT ORGANIZATIONS.
 SERVICE CLUBS AND VARIOUS SIMILAR CLUBS.
 PUBLIC LIBRARY SERVICE
 RELIGIOUS SERVICES FOR THE BENEFIT OF THE STUDENTS.
SECTION 401 OF THE REVISED SERVICE MANUAL OF THE
BUREAU OF PUBLIC SCHOOLS AND SECTION 2672 OF THE
REVISED ADMINISTRATIVE CODE STATE THAT THE USE OF
SCHOOL PROPERTY OR EQUIPMENT FOR PERSONAL
CONVENIENCE IS STRICTLY PROHIBITED. LIKEWISE, THE USE OF
SCHOOL PROPERTY FOR THE FURTHERANCE OF PRIVATE
INTEREST IS CONSIDERED ILLEGAL. IT STATES FURTHER THAT
ANY PERSON CONVICTED SHALL ALSO BE IPSO FACTO
FOREVER DISQUALIFIED FROM HOLDING ANY PUBLIC OFFICE
OR EMPLOYMENT OF ANY NATURE WHATEVER IN THE
PHILIPPINES.
