The project aims to promote synergy between the state
and the private sector to contribute in ridding the
country of corruption, illegal drugs, criminality, and
violent extremism and other threats to peace and
security.

Responsibilities
On Advocacy
• Organize fora, seminars, and related activities on
prevention of corruption, illegal drugs, crime, and
violent extremism and other threats to peace and
security;
• Distribute IEC materials; and
• Establish partnership with academic institutions,
faith-based organizations, and other key stakeholders.

Responsibilities
On Reporting System
• Ensure the involvement of the community and
volunteers in gathering and reporting information;
• Collect reports coursed through drop boxes installed in
the barangay hall for submission to the TWG;
• Ensure that Good Governance is being practiced and
institutionalized in the barangays through monitoring
of the following:

Responsibilities

1. Compliance to DILG MC No. 2010-83 - “Full Disclosure of
Local Budget and Finances, and Bids and Public Offerings”
and MC No. 2014-81 - “Amendment to DILG Memorandum
Circular No. 2010-149 Re: Posting of Barangay Budget,
Statement of Income and Expenditures and other Barangay
Financial Transactions and Annual Procurement Plan;”
2. Participation in the Semestral Synchronized Barangay
Assembly Day; and
3. Adherence to all other policies provided in DILG MC 2010-
122 - “Guideposts in Promoting and Sustaining Barangay
Good Governance.”

MASA MASID VOLUNTEERS (MMVs)
Roles of MMVs:
MMVs shall assist the MMT in the
conduct of advocacy activities and
shall handle the information
gathering in the barangay level.

MASA MASID Volunteers (MMV)
Any member of the community who is not a member of the
MMT, of legal age and who passed the minimum screening
requirements:
has good image in the community
(submit latest copy of barangay clearance).
no pending case
(submit latest copy of police and/or NBI clearance)
no history of involvement in illegal drugs,
crime and corruption

The DILG
DILG through the MASA MASID PMO
• Formulate the policy and oversee its implementation;
• Coordinate with and provide technical assistance to DILG
Regional Offices and Focal Persons in the implementation
of the project;
• Orient DILG Regional, Provincial, HUC, and ICC Focal
Persons;
• Develop resource materials such as training modules and
other collaterals;
• Establish an effective monitoring mechanism to track the
progress of the project implementation; and
• Serve as the National Secretariat.
