LINE MANAGEMENT RESPONSIBILITY

No one person can be in direct control of everything going on a project at


any time.
 We control through delegation down the line management structure.
 This puts those directly supervising work on a crew at the forefront of the
Health, Safety and Environmental effort:
 It is here that most accidents will either be prevented or occur.

Two key points:


 Every operation or part of an operation must have an accountable Team
Member in charge.
 Team Members must understand, accept and apply their authority with Health,
Safety and the Environment.

A Team Member's Delegated Authority may be divided into three
basic categories:

 FOR WHOM he has Authority and


Responsibility.

 FOR WHAT he has Authority.

 TO WHOM he is responsible.
LINE MANAGEMENT RESPONSIBILITY

FOR WHOM:

 For All Junior Supervisors and Staff.

 For All Foremen, Drivers and Laborers on his crew.

 For Any other crew attached to his operation.

 For All Sub contractors or visitors who may from time to time come under
his operational control.
LINE MANAGEMENT RESPONSIBILITY

FOR WHAT:

 That all personnel have received HSE induction, safety and job training so that
they may carry out their work safely.

 That all personnel under his control understand their own duties and know who
they are responsible for, what they are responsible for and to whom they are
responsible and where necessary have received this in writing.

 That safe working procedures have been produced for all sections under his
operational control and that these are up to date and relevant.
LINE MANAGEMENT RESPONSIBILITY

FOR WHAT:
 That all personnel fully understand the HSE working procedures for doing their
jobs and have signed as understood.

 That all personnel are equipped to the required standard of PPE (safety work
clothes and equipment) and that it is worn. Also that all safety, emergency and
fire protection equipment is in place and regularly checked and maintained in
good order.

 That all personnel are aware of and understand all relevant emergency
procedures and how to implement them.

 That all defective equipment is reported and remedial action taken.


LINE MANAGEMENT RESPONSIBILITY

FOR WHAT:

 That all persons under his control understand the reporting system and the need to
report all hazards, accidents and near misses.

 That he is to continuously audit all aspects of his area of responsibility.

 That the following areas that are considered potentially hazardous: Fuel,
Generators, Hazardous and None Haz Wastes, are specially taken care of.

 That Safety and Tool Box Meetings are given as required in his area of responsibility.
LINE MANAGEMENT RESPONSIBILITY

FOR WHAT:

 That all personnel under his control are aware of the need to minimize damage to
the environment and understand the environmental regulations.

 That in the event of an accident or a near miss that had the potential for loss, he
must carry out an immediate and diligent investigation, with the aim of preventing
any future recurrence. If necessary with assistance from the HSE Supervisor.

 That he and his personnel are responsible for HSE everywhere, not just in his
area of responsibility.

TO WHOM:

 To the Supervisor above in the Line Management Structure.

 Also from time to time to another Supervisor if visiting their area of responsibility

NOTE: A Supervisor may be responsible to more than one person.


Contractor Faces 15 Years in
Prison for Fatal Trench Cave-In
A Staten Island construction contractor was indicted for manslaughter
November 4 for the death of a worker who was buried when a 15-foot-deep
trench where he was working caved in two years ago. The contractor, Ken
Formica, faces a maximum of 15 years in prison if convicted. "No worker,
regardless of his or her job, should be exposed to the dangers posed by an
unshored trench," said District Attorney Daniel Donovan, adding "The lives
of construction workers in our community are not a dispensable commodity.
Failure to protect workers in this way is a crime and will result in your
prosecution."
