 Define an energy policy

 Set up an energy management committee or team

 Identify Energy Accounting Centres (EACs)
 Prepare process mapping for each EAC
 Identify control paramaters (energy data) for each EAC (input/output)
 Set up the overall energy index, and appropriate energy index for each
