 PREAMBLE

We, the sovereign Filipino people, imploring the aid of

Almighty God, in order to build a just and humane
society, and establish a Government that shall embody
our ideals and aspirations, promote the common good,
conserve and develop our patrimony, and secure to
ourselves and our posterity, the blessings of
independence and democracy under the rule of law and
a regime of truth, justice, freedom, love, equality, and
peace, do ordain and promulgate this Constitution.
WHAT DOES THE
CONSTITUTION SAY?

Discuss what the roles and responsibilities of the Philippine

government are according to the Preamble
ROLES OF THE GOVERNMENT
“THE PRIME DUTY OF THE GOVERNMENT IS TO SERVE AND PROTECT
THE PEOPLE” (ARTICLE II, SEC. 4)

According to the 1987 Constitution, the Philippine government plays two

fundamental roles: protector and servant.
RESPONSIBILITIES OF THE GOVERNMENT
“THE PRIME DUTY OF THE GOVERNMENT IS TO SERVE AND PROTECT
THE PEOPLE” (ARTICLE II, SEC. 4)

As protector, the government protects citizens from each other by organizing police
to enforce the law. It also protects by defending the country from outside forces
through the military.
RESPONSIBILITIES OF THE GOVERNMENT
“THE PRIME DUTY OF THE GOVERNMENT IS TO SERVE AND PROTECT
THE PEOPLE” (ARTICLE II, SEC. 4)

The government serves the people by providing “adequate social services, full
employment, a rising standard of living, and an improved quality of life for all” (Article
II, Sec. 9).
