• Carefulness: Think before acting. This helps with reducing the


chance for costly errors, as well as keeping a steady workflow going.
• Cooperation: It is the willingness to cooperate in a working
environment with our colleagues or work mates.
• Creativity: This is the thinking and imagination or different
perception in order to bring something positive in the
organization. It is also called as ‘’thinking out of box”.
Personal Skills

• Discipline: This includes the ability to complete the task with


enthusiastic and determined way without being distracted or bored.
• Drive: Every organization needs people with the drive and ‘’to
do” attitude.
• Good attitude: This has been shown to predict counter
productive work behaviors and job performance.

• Goodwill: This is a long term record of the person who has got
some well-intentioned remarks on his behalf.
• Influence: This includes the motivational power to influence
people in order to maintain a good working team. A strong leader
can influence a mass and carry out them in a way to reap gain.
• Optimism: Productivity is directly proportional to positive
attitude.

• Order: This show the proper placement of things in order to


retrieve them easily when and wherever it is needed.
• Safe work behavior: Every organization needs people with
knowledge of self protection and safety rules. These include
the general fire alarm and first-aid knowledge.

and personality and way of dealing with them. It includes a
tendency to read other people’s motives from observed
behavior.
• Sociability: This is all about socializing while working in the
work place. The more we socialize the better less job tensions
and more productivity.

• COMMUNICATION
It is divided into two parts - Verbal and Non Verbal (or Written).
1. Oral - Public speaking, general conversation, seminars,
conferences, presentations, workshops and negotiation.
2. Written - Letters, proposals, reports, speeches, manuals, press
releases, articles for periodicals and publications.
Professional Skills
• PROBLEM SOLVING:
It is the skill needed by the employer or employee in order to
work efficiently in times when the situation demands and no one
there to help. It also can be taking initiative in case of a problem
while others find it hard to tackle. It can be classified as:
1. Trouble shooting - Problem identification, problem analysis
and problem resolution.

2. Personnel – Employee’s morale and satisfaction, productivity


and efficiency, work simplification and work flow
improvement.
3. Customer and Public Relations - Liaison and coordination,
improvement in customer service and satisfaction and client
support.
Personal and Professional Development
Professional Development is incomplete without Continuing
Professional Development (CPD). This progression helps
empower and inspire us achieve our goals and move toward our
dreams.

CPD is the learning activities professionals engage in to develop


and enhance their abilities. It enables learning to become
conscious and proactive, rather than passive and reactive.

CPD combines different methodologies to learning, such as
training workshops, conferences and events, e-learning programs,
best practice techniques and ideas sharing, all focused for an
individual to improve and have effective professional
development.

Engaging in Continuing Professional Development ensures
that both academic and practical qualifications do not become
out-dated or obsolete; allowing individuals to continually ‘up skill’
or ‘re-skill’ themselves, regardless of occupation, age or
educational level.

In terms of a career, a promotion refers to the advancement of
an employee's rank or position in a hierarchical structure.

Promotion is vertical movement of an employee within the


organization. In other words, promotion refers to the upward
movement of an employee from one job to another higher one,
with increase in salary, status and responsibilities.

DepEd Order No. 66, s. 2007 is the “Revised Guidelines on the
Appointment and Promotions of Other Teaching, Related
Teaching and Non-Teaching Positions.
This is adopted to further achieve the principles of merit and
fitness; objectivity and uniformity in evaluation; and
strengthening of the selection process for other teaching,
teaching related and non-teaching personnel in the Department.

Computation of Points:
The Personnel Selection Board (PSB) shall evaluate the
candidates for promotion using the table as indicate for specific
positions and assign points for the sub-items under a particular
criterion. Such point assignments indicated in “Annex A” shall
be uniformly applied and implemented for all promotions in the
Central, Region and Division Offices.

Upgrading

It is also vertical movement, but of a teacher only in the


government organization.

There is no vacancy in Upgrading, it is the item which a


teacher is occupying that will be upgraded. Therefore, ranking is
not needed .

There is a tool used in Upgrading – the ERF or the Equivalent


Record Form.
It is used to determine the appropriate classification of a Teacher
position. It reflects the education preparation, training, teaching
experience, workshop and seminars for professional growth
undertaken by a teacher.

ERF contains information on position title, unique Item
Number and authorized salary in the current Personal Services
Itemization and Plantilla of Personnel (PSIPOP).
It is used for upgrading of Teacher Items from Teacher 1 to
Teacher 2 or Teacher 3.
or from Head Teacher 1 to Head Teacher 2 or Head Teacher 3.

A Teacher-I can apply for ERF as Teacher-II or Teacher-III or a
Teacher-II can apply for ERF as Teacher-III based on any of the
following qualifications:
ERF could be evaluated as TEACHER-II:
 20 units in M.A.; or
 Combination of units earned in M.A. plus seminars attended
(Division, Regional, National and International)

For TEACHER-III:
 Master’s degree in Education; or
 Completed Academic Requirements (CAR) plus 150 hours in
seminars, conferences and trainings attended (Division, Regional,
National and International) — to equal the required units to finish the
Master’s Degree in the school/College last attended; or
 Bachelor’s Degree for teacher or its equivalent plus M.A. units
equivalent to the number of units required to finish the M.A. Degree as
declared by the school/College last attended.
Example: University Nueva Caceres – 42 units (required number of units to graduate M.A.)

Basic Requirements in applying for ERF:
1. Duly accomplished Equivalent Record Form; 3 copies
2. Original, Official Transcript of Records;
3. Sworn Statement of a teacher if units were earned in a private school;
4. Updated Service Record;
5. Performance Ratings, at least two (2) rating periods;
6. Certification of Complete Academic Requirements (CAR);
7. Certificates of Participation/Completion from the seminars/trainings attended;
8. Authenticated Photocopy of Appointment

On the other hand, there is another process for promotion


which is called RECLASSIFICATION. It is a movement
from one category to another category.
It refers to the change in the position title requiring the issuance
of an appointment with a corresponding increase in rank and
salary.

Because the upward movement or UPGRADING for Teachers and/or the
Head Teachers due to the ERF scheme is only within one (1) category, to
illustrate:
T1, T2 and T3 = within one (1) category

Master Teachers shall be selected initially on the basis of the criteria for
Master Teachers. Enclosure to MECS Order No. 10, s. 1979, and finally
using the credit points for Leadership, Potentials and Accomplishments.
In addition, the candidate shall be evaluated in terms of possession of the
minimum requirements specified in the latest issuances, qualification
standards manual, 1992 and DECS Order No. 54, s. 1993 for reconsideration
of positions next-in-rank. The average performance rating for the last two
(2) years shall at least be ____.

CREDIT POINTS FOR LEADERSHIP, POTENTIALS AND ACCOMPLISHMENTS:
CRITERION A – Introduced any of the following which
has been adopted or used by the school or district (20 points)
1. Curriculum or Instructional Materials
2. Worthwhile Income Generating Projects
Points shall be given as follows: Year level adoption - 10 pts.
School level adoption - 15 pts.
District level adoption - 20 pts.
For group claims, points shall be divided equally among proponents.

CRITERION B – Served as a subject-coordinator or grade chairman for at


least one (1) year; or an adviser of the school publication
or any special organization like glee club, science club,
etc. for at least two (2) years provided such assignment or
services are in addition to and not considered part of the
regular teaching loads.

- Curriculum study committee

for instructional materials
