OBJECTIVES
MAIN OBJECTIVES:
• To determine if plans, programs and projects by local
government units, government agencies, public
corporations and private persons or enterprises within
the Laguna de Bay region are in consonance within the
context of national plans and policies for economic and
social development and at the same time will not cause
negative impacts to the environment.

• To reduce the pollution loading into Laguna de Bay by


regulating all development projects, installations and
activities that discharge liquid waste and pose a
threat and may cause environmental degradation to
the Laguna de Bay Region covering industrial,
commercial, domestic and agricultural sources.
OBJECTIVES
Data gathered from the monitoring may also be
used to evaluate the industries performance
in terms of :
• compliance by the industries and
commercial establishments with the water
quality standards
• effectiveness of effluent treatment and
control
• supporting permit revision and/or renewal
• detecting and reporting unplanned releases
by the facility or establishment;

OBJECTIVES

Furthermore, data gathered during monitoring can be


used to evaluate the ambient conditions and:

• identify potential environmental problems and


evaluate the need for remedial actions or mitigating
measures
• determine the impact to the receiving media (water
body, groundwater and land)

SAMPLING METHODOLOGY

TYPES OF SAMPLES
 GRAB SAMPLE – is a single water sample
collected at one time from a single point. A grab
sample can represent only the composition of the
source at the time and place of sampling.

 COMPOSITE SAMPLE - mixture of grab samples


taken over a period of time

*effluent must comply at all times thus GRAB

KINDS OF SAMPLES
EFFLUENT SAMPLE- sample taken from the discharge of known
source which is passed into a body of water or land or
wastewater flowing out of any treatment facility or
establishment.
INFLUENT SAMPLE – sample taken prior to treatment. Influent
sample is collected for facilities discharging strong wastewater
whose initial BOD value is equal to or more than 3,000mg/L
ABSTRACTED WATER SAMPLE – sample taken from groundwater,
surface water or in existing water utilities such as deep wells
operated within the vicinity.

**When in doubt of the sampling point/sampling station, dye testing is
conducted
Factors to be considered in selecting a
sampling point/sampling station:
• Samples should be collected from a location that is
REPRESENTATIVE of the facilities final effluent and should be
the downstream of all treatment processing including
disinfection (end-of-pipe).
• Collect samples at the center of the channel and from
sampling station with well mixed effluent flow to ensure
HOMOGENEITY
• The station should be such that FLOW RATE of the effluent
can be measured or estimated and that sufficient volume of
effluent can be collected.
• The station must be ACCESSIBLE and SAFE to the person
conducting effluent sampling

DIRECT SAMPLING
The appropriate laboratory sample container is submerged in the effluent stream on a chain or pole
until it is full. It is then retrieved, preserved as necessary and capped. The sampling procedures
are as follows.
(1) Put on protective gloves.
(2) Obtain a pre-labeled sample bottle and remove the lid without touching the inner surface of either
the bottle or the lid.
(3) Rinse the container at least three times with the effluent, except for container with preservative
and for sample intended to be anallyzed for Oil & grease and total coliform or fecal coliform.
(4) Hold the bottle below the neck and lower it into the effluent.Ensure that the hands do not touch
the bottle opening. For samples to be analyzed for oil and grease, take samples only from the
surface of the water. Do not submerge the sample bottle below the water surface.
(5) Slowly lift the container towards the flow. For oil& grease and coliform containers fill it to about
4/5 full. Enough space should be left to allow for addition of preservative, if necessary, and to
allow for mixing the sample. For BOD bottle and other conventional parameter gallon, the
container must be filled up to the lid and made sure that no air or bubbles is inside the container
(6) Cap or cover the container. For oil and grease bottle, put foil at the lid before covering the bottle.
and place the sample in a cooler containing sufficient quantity of ice.

Sampling with Intermediate Container
Wastewater effluent is collected in a bucket or other container and
immediately transferred to the appropriate laboratory container(s),
preserved as necessary and capped.

It is advisable to use an intermediate container (e.g. bucket, beaker,


wide-mouth bottles) to collect a grab sample if any one of the following
conditions exists:
􀂾 If sample cannot be obtained by direct sampling (e.g. deep tanks,
wastewater pond);
􀂾 If volume of effluent discharge is high.
If sample cannot be obtained by direct sampling, it
is advisable to use an intermediate container.

ON-SITE MEASUREMENT
Field analyses of samples are necessary to obtain actual
values of effluent quality parameters that might
change during transport to the laboratory or these
parameters might change due to some value
adjustments required in subsequent laboratory
analyses like pH, temperature, salinity and
conductivity.

the amount of time it takes to fill a container

Weirs - A weir is a low dam or overflow structure built


across an open channel. It has a specific size and shape with
a unique free-flow, head-discharge relationship. The edge or
surface over which the water flows is called the crest.
Discharge rates are determined by measuring the vertical
distance from the crest to the water surface in the pool
upstream from the crest

Chain of Custody
The person handling the samples to the laboratory as well as the
Pollution Control Officer (PCO) will sign a Sampling Form as they
both witnessed and acknowledged the sampling.

Once the samples are received by the laboratory, the laboratory


personnel who received the samples will also sign the Sampling
Form and make note of initial observations as to the physical
appearance of the sample particularly in terms of color and
turbidity.
