 DDBR Regulation No. 2 Series of 2016 Sec. 3A and
DDBR Regulation No. 3 Series of 2017 Sec. 7 A that all
drug surrenderees shall be processed and screened
using the ASSIST (Alcohol, Smoking, Substance
Involvement Screening Test)
 All PWUD of each barangay who wants to apply must
needs to undergo MIOP
 Low risk – 1 month minimum
 Moderate – 3 months minimum
 Severe – 6 months minimum at the rehabilitation center
and 18 months in the After Care Program

 Room/Space for the required counseling sessions for
the PWUD
 Voluntary agreement of the PWUD
 Agree to all the counseling sessions, Community
based treatments planned by the MADAC / CBT
team;
 Agree to all scheduled and random drug testing;
 Actively participate in the counseling sessions
and do the homework given by the CBT;
 Agree to stop using any illegal drugs, smoking
and drinking of any alcoholic drinks;
 Agree to refrain from participating in any illegal
activities;
 Agree that they will be legally liable if they
violate any of the rules set by the MADAC;
 Agree that the CBT team may extend duration of
the required MIOP of the enrolled PWUD if
they think he/she is still in need of further
counselling, with the approval of the MADAC
 CBT team with the approval of the MADAC may
refer the PWUD to be entered in a rehabilitation
center if they deem that he/she is in need of a
more thorough and extensive treatment;
 Family/guardian should also agree to the following;
 Support the rehabilitation process;
 Is legally liable if they do not do their part in
rehabilitating the PWUD;
 Could be called upon to join the counseling and
other programs;
 Should ensure that the PWUD is doing their
tasked assignments or homework;
 Should report to the MADAC or other
concerned authorities if they think the PWUD
under their care is using again or if involved in
anything illegal.
