PRINCIPLES OF THE PROCUREMENT ACTIVITIES
Justification:
Openness: observance of the codes and standards,

SELECTION OF THE WINNER

ADDITIONAL PROCEDURES DURING THE PROCUREMENT
Rebidding procedure is held by the decision of the Committee if the procurement

notification provides the possibility of such procedure:
- in order to reduce the price of the contract, to decrease the terms of works, to reduce the
advance payment;
- rebidding procedure is held between the participants which have passed the qualification
stage;
- number of rebidding procedures is not limited, but all the rebiddings are to be held in 7
working days;
Pre-contractual negotiations are held between the customer and the person with whom
the contract is concluded in order to:
- reduce the price of the contract;
- decrease the terms of works;
- amend the scopes of works by the maximum of 10% without increasing the unit prices for
with relevant change of the contract cost (if possibility of such changes is stipulated by the
procurement documentation);
- clarify certain terms and conditions of the contract that have not been set forth in the
Procurement documents.
