INTRODUCTION

Larceny is a crime involving the unlawful taking of the personal property of


another person or business. In the Philippines, the common modes of operation by

Budol-Budol Gang is known as “SALISI” means to accomplish the act without being
noticed or intercepted. The strategy is perpetrated by more than one person. One
makes the snatch while the rest make the distraction and constricting the field of
view or are responsible for the attention containment. Nonetheless, any ploy that
applies distraction, confusion or attention control is considered as a salisi technique.

According to the study of (Gacita et.,al. 2014) entitled “Status of Petty Crimes
Committed in the Municipality of Sta. Rosa” the common petty crime committed in
the municipality of Sta. Rosa, Nueva Ecija was pickpocketing but people who are
engage in that crimes were coming from other places and this is being conducted in
public market and in the church of the municipality.

The researchers believe that the incidence of theft committed by Budol-Budol


Gang Case in Cabanatuan City, Nueva Ecija must stop before rampant. This
incidence somewhat affects the life of community, These are the reasons why the
researchers become interested to conduct this study. This study will help the citizens
of Cabanatuan City to identify factors that contribute to the incidence of Budol-
Budol Gang in order for them to prevent its occurrence.

Nowadays, theft has become one of the popular crime committed by some
criminal elements. For the reason that they committing it, is because of the
financial problem or even in the result of their bad vices, Reducing the crime rate
is the main function of the Law Enforcer. We all know that the PNP itself cannot
totally prevent crimes that is happening in the present situation, but through the
measures and compilations of prevention tips from the PNP the community are
now more aware about the modes of operation of some criminal elements. Most
crimes committed are crime against property because of the financial problem,
people nowadays prefer to steal rather than finding a job, but the opportunity
given by those victims who is unaware of their belongings is the major problem of
the PNP because they are not cautious in their surroundings. One problem also is
that the victims of such act also is lacking in confidence to report in authorities.
Research Design

The researchers will use descriptive method which is the most appropriate
method of discussing the incidence of theft committed by Budol-Budol Gang in

A descriptive study is one in which information is collected without


changing the environment (i.e., nothing is manipulated). It is used to obtain
information concerning the current status of the phenomena to describe “what
exists” with respect to variable or condition in a situation. The method involved
range from the survey which describes the status quo, the correlation study which
investigate the relationship between variables, to developmental studies which
seek to determine changes over time. (Posinasetti, 2014)

Scope and Delimitation of the Study

This study entitled “Incidence of theft committed by Budol-Budol Gang in


Cabanatuan City, Nueva Ecija”. It will be conducted in Cabanatuan City, Nueva
Ecija. The respondents of the study were (10) ten selected Cabanatuan City PNP
personnel and (20) twenty selected market vendors which selected through
purposive sampling.
The method of research use in the study is descriptive method and
questionnaire checklist is the main tool in the conduct of the study. This study will
be limited to the profile of the respondents, factors contributing to the incidence
committed by the budol-budol gang and how the Cabanatuan City PNP suppress

the occurrence of theft committed by the above mention gang.

Procedure in Data Gathering

The researchers first seek permission from the Chief of Police, Cabanatuan
City Police Station for allowing them to implement the questionnaire-checklist and
to conduct personal interviews from the target respondents in the research locale
of the study.
Instrument Used
The instrument use in conducting the study is questionnaire checklist
wherein the respondents will check their answers in the given boxes. The
following are given consideration in the formulations of the questionnaire

Lack of interest in the part of the victims in reporting with Budol-Budol Gang
cases, insufficiency of financial resources in installing Closed Circuit Television
(CCTV), lack of coordination from the Barangay Officials in overseeing Budol-
Budol Gang cases, failure of the victims to comply with the undergoing
investigation, absence of rapport and cooperation from the community in paying
attention in the modus of Budol-Budol Gang.

Part III. How does the Cabanatuan City PNP prevent the occurrence of theft
committed by the Budol-Budol Gang in Cabanatuan City, Nueva Ecija?

Description:

utilize modern technology like internet in disseminating information to encourage
public support in combating Budol-Budol Gang cases, promoting awareness in
the form of seminars to inform the public about the modus operandi of Budol-
Budol Gang, maintaining high police visibility in areas identified as prove to
criminalities, gathering relevant information about Budol-Budol Gang with the
help of informants.
