A. Understanding Houses

In Act No. 4 of 1992 on Housing and Settlements, housing is a group


of houses that function as a residential environment or a residential
environment equipped with environmental facilities. Home is a final
destination of human beings.
The house becomes a shelter from weather and environmental
conditions, unites a family, improves the growth of every human life,
and become part of the human lifestyle While the definition of Healthy
Homes according to WHO is a perfect state of physical, mental and
social culture, not only disease-free state and weakness (disability).
B. House Function

The function of a house for a human being posted by suhadi (2007)


quoted from Azwar is:
1. As a place to let go of tired, rest after tired carry out the obligation
everyday.
2. As a place to hang out with family or foster a sense of kinship for all
family members that exist.
3. As a place to protect yourself from danger that comes threatening.
4. As a symbol of social status that is still felt to this day.
5. As a place to place or store valuables owned, which is mainly still
found in rural communitie.
C. Healthy Home Requirements

1. According to Budiman Chandra (2007), the requirements of healthy


house listed in the Residential Environment of WHO (1974) are:
1. Must be protected from rain, heat, cold, and serves as a place to rest.
2. Have places to sleep, cook, bathe, wash, toilet and bathroom.
3. Can protect the noise hazard and free from pollution.
4. Free from hazardous building materials.
5. Made of sturdy building materials and can protect its inhabitants from
earthquakes, collapse, and infectious diseases.
6. Provides a sense of security and a harmonious neighborhood
environment.
2. Healthy house requirements based on technical guidelines for healthy
house assessment (MOH RI, 2007).
 Meet the psychological needs include adequate privacy, healthy
communication between family members and residents, a special
room for rest (sleeping room), for each maing residents.
 Meet the requirements of prevention of disease transmission among the
inhabitants of the house with the provision of clean water, the
management of stool and household waste, disease-free vectors and
mice, overcrowding density, adequate morning sun, sheltered food
and drink from contamination, in addition to adequate lighting and air
condition .
 Meet the requirements for prevention of accidents caused by outside
and inside influences, such as road line demarcation, home building
construction, fire and accident hazard inside the house.
3. Health house requirements according to Winslow and APHA
cited (Ircham Machfoedz, 2008) are as follows:

4. Prevent accidents
4. According to Soedjajadi (2006), the requirements of healthy homes
should be able to prevent or reduce the risk of accidents such as falls,
poisoning and fires. These requirements include:

1. Making a sturdy and strong home construction.


2. Home material made of refractory material.
3. Air exchange inside the house is good so avoid the danger of toxins and gas.
4. Floors are made of non-slippery material so the danger of falls and mechanical
accidents can be avoided.
5. Meet the physiological needs such as adequate lighting, air conditioning and
space, avoiding the annoying noise.
5. Housing health requirements according to the Decree of the Minister of
Health (Kepmenkes) No.829 / Menkes / SK / VII / 1999 covers two aspects:

a. Housing environment consisting of location, air quality, noise and


vibration, soil quality, ground water quality, environmental facilities
and infrastructure, animal transmitting diseases and reforestation.
b. Residential houses consisting of building materials, components
and home space design, lighting, air quality, ventilation, animal
transmitting diseases, water, food, sewage, and density of sleeping
dwellings.
6. The requirements of environmental health of housing
according to the Decree of the Minister of Health
(Kepmenkes) No.829 / Menkes / SK / VII / 1999 as follows:

 Location
 Air quality
 Noise and vibration
 Quality of land in residential and residential areas
 Environmental infrastructure and facilities
 Vectors of disease
 Greening

 Density of occupancy Area of bedroom at least 8 m2 and is recommended not
for more than 2 people sleep.
8. Healthy House Rating

According to Munif Arifin (2009), the criteria of healthy house is based


on technical guidance of healthy house assessment of Directorate
General of Disease Control and Environmental Health MOHRI 2007. This
technical guideline is based on Health Minister Decree No 829 /
Menkes / SK / VII / 1999 Housing Health requirements. While the
weighting of the components of the house, the sanitation group, and
the behavioral group were based on Blum's theory, which was
interrogated to the Environment (45%), Behavior (35%), Health Service
(15%), Descendants (5%).
