UIDSSMT PROGRAMME
INTRODUCTION
UIDSSMT Programme, a component under the
national Urban Renewal Mission (NURM) Programme,
has already been lunched this year in the 10th Plan
Period.
To make the programme a success it is felt that the
training of all level officials of the ULBs and concerned
stakeholders is of utter necessity and it should be taken
up concurrently with the implementation of the
programme.
NECESSITY
The primary aim of capacity building in this context is to create a dedicated
and suitable capacity to prioritize, conceptualize, develop and manage the
NURM supported reforms so as to ensure sustainability – managerial and
institutional.
One of the most basic and yet most important issue to “Change
Management and Training’ is that ULBs do not have structured training
programmes. Even if they exist, they address specific aspects of functional
skills.
The ULB employees would need detailed training, while higher-level official
would need more of an overview.
The focus of training for the state/center level officials would be project
management, review procedures, planning and review processes etc.
OBJECTIVE
The basic objective of capacity building is to augment
the in-house capacity of the institution to keep parity
with the present day civic demands particularly in the
context of much higher role of the local bodies in civic
administration as per the 74th amendment of the
constitution.
The capacity building will mainly focus upon the
Training for Upgradation of skill of the elected
councillors and all level Employees of the Local bodies.
The basic purpose of the Training Programme will
be to provide a comprehensive idea about the
following points of reforms:-
